What the Leadership Development Plan Is

A Leadership Development Plan is a structured document that records an individual leader's goals, competencies to develop, planned activities, timelines, and success metrics. It connects organizational objectives with personal growth actions such as training, mentoring, stretch assignments, and feedback cycles. The plan serves as a reference for managers and HR to track progress, schedule reviews, and align development spending with expected outcomes over short- and long-term horizons.

Why a Formal Plan Matters for Leadership Growth

A formal plan clarifies expectations, makes development measurable, and helps align individual growth with business goals while documenting commitments for performance reviews and succession planning.

Why a Formal Plan Matters for Leadership Growth

Who Typically Prepares and Uses These Plans

HR teams, people managers, and individual leaders commonly prepare Leadership Development Plans to coordinate learning and performance expectations.

  • HR Business Partners and Talent Management professionals who design frameworks and monitor cohorts.
  • Direct Managers who set goals, approve activities, and coach progress with periodic reviews.
  • Individual Leaders who own their development tasks, log outcomes, and request resources.

Cross-functional stakeholders such as talent acquisition, finance, and executive sponsors may reference plans for career-path decisions, budget allocation, and succession readiness.

Step-by-Step: Completing the Leadership Development Plan

Follow these steps in sequence to prepare, approve, and operationalize a Leadership Development Plan.

  • 01
Gather Inputs: Collect performance reviews and role competencies.
  • 02
Define Objectives: Set 3–5 SMART goals aligned to strategy.
  • 03
Plan Activities: Assign trainings, mentors, and timelines.
  • 04
Review and Sign: Manager and participant approve and date plan.

Core Elements to Include in a Professional Plan

A complete plan documents intent, measurable outcomes, resources, timeline, review cadence, and ownership so the organization can integrate development into performance and succession processes.

Objectives

Clear leadership objectives tied to role expectations and organizational goals, expressed in measurable terms with target completion dates and priority levels.

Competency Gaps

Specific skills or behaviors to develop, assessed against a competency framework and linked to observable performance indicators for post-training evaluation.

Learning Activities

Prescribed interventions such as courses, mentoring, on-the-job assignments, coaching sessions, and reading lists with assigned owners and scheduling notes.

Resources & Budget

Allocation of time, learning vendor costs, travel, and internal coaching hours required to achieve the plan objectives and support approvals.

Milestones

Interim checkpoints and deliverables for progress reviews, including dates for 30/60/90-day updates and annual competency reassessments.

Signatures

Participant and manager signatures with dates confirming commitment; include optional HR or sponsor sign-off for high-investment plans.

Common Preparation Mistakes to Avoid

Align to Competency Framework
Map objectives to an established competency model so development efforts are comparable across roles and can feed into succession planning and promotion criteria.

Document Changes
Record amendments with dates and approver initials. A clear change log preserves auditability and protects against disputes about commitments or outcomes.
