What the Local Government County Package Is

The Local Government County Package is a grouped submission used to apply for county-level approvals, permits, records filings, or administrative actions. It typically bundles a cover letter, completed application form, required attachments (plans, maps, proof of payment), authorizing signatures, and a record of supporting documentation. Use of an organized county package reduces intake errors, clarifies the reviewing authority, and provides a single reference file for county clerks, planning departments, or recorders. Where electronic delivery is allowed, follow ESIGN (15 U.S.C. ch. 96) and applicable state UETA rules for legal validity.

Why a Complete County Package Matters

A properly prepared package shortens review times, reduces rejections, and creates a clear administrative record for the county office.

Why a Complete County Package Matters

Who Prepares and Reviews These Packages

Each participant has distinct responsibilities: preparers ensure completeness, applicants confirm signatures and fees, and county staff validate jurisdictional requirements.

  • County clerks and recorders who intake, index, and archive submissions for public record.
  • Applicants, consultants, and contractors who assemble forms, plans, and proof of payment for submission.
  • Legal counsel or permitting specialists who verify statutory compliance and signatory authority.

Practical tips for accurate and efficient completion

Adopt consistent filing habits and quality checks to minimize rework and support auditability.

Check local ordinance and fee schedule
Before assembling the package, confirm the county's current fee schedule and any ordinance-specific submittal requirements so you include correct payments and avoid rejected filings.
Use precise parcel and case identifiers
Always use the official assessor parcel number or assigned case number; mismatches commonly cause misindexing and administrative delays that can add weeks to processing.
Include complete supporting exhibits
Label and paginate maps, plans, and reports; include legends, scales, and revision dates to make technical review straightforward and reduce questions from reviewers.
Preserve an auditable submission trail
Keep receipts, delivery confirmations, and signed acknowledgements; maintain electronic audit logs showing who uploaded, reviewed, and signed each document.

Common preparation challenges to avoid

  • Missing or incorrect parcel or case numbers that prevent proper indexing and cause intake rejections or delays.
  • Signatory authority not documented: absent POA, resolutions, or mismatched names can void submissions.
  • Inconsistent dates across documents that create ambiguity about effective dates and applicable review periods.
  • Insufficient supporting documents such as missing plans, incomplete fee proof, or unsigned exhibits that trigger resubmission.

Consequences of an incomplete or incorrect package

Processing Fines: Monetary fines possible
Permit Denial: Application may be rejected
Statutory Delay: Deadlines or appeals affected
Legal Exposure: Increased liability risk
Record Rejection: County may refuse recording
Fraud Penalties: Criminal penalties for misrepresentation
