What the Mandatory Requirements Checklist Is

A Mandatory Requirements Checklist is a structured list used to confirm that all contractually or regulatorily required items, signatures, and evidentiary attachments are present before a submission, award, or filing. It centralizes required fields, assigns responsibility, and timestamps completion to reduce rework and demonstrate compliance across internal and external reviewers.

Why a Mandatory Requirements Checklist Matters

The checklist reduces missed items, speeds review cycles, and creates an auditable record that supports regulatory and contractual compliance under ESIGN and UETA frameworks.

Why a Mandatory Requirements Checklist Matters

Who Typically Completes This Checklist

Teams that manage contracts, procurements, regulatory filings, or vendor onboarding commonly use the Mandatory Requirements Checklist to ensure completeness before final execution.

  • Procurement and contract managers who must validate deliverables, insurance, and contract clauses prior to award.
  • Compliance and legal teams responsible for statutory disclosures, signatures, and retention policies.
  • Project administrators and site managers who confirm operational prerequisites are met before work begins.

Use the checklist to assign ownership, set approval gates, and maintain an auditable trail for internal review or external audit.

Primary Roles That Sign or Approve

Compliance Officer

Manages checklist rules, verifies statutory elements, and certifies completion. Typically ensures ESIGN/UETA compliance, confirms required attachments, and coordinates notarization or witness steps when applicable.

Contract Manager

Prepares the checklist with contract-specific items, routes it for sign-off, and maintains version history. Often responsible for retention decisions and responding to post-award audits.

Step-by-Step: Completing the Mandatory Requirements Checklist

Follow these steps in order to prepare, validate, and finalize the checklist so that submissions proceed without administrative holds.

  • 01
Prepare Document: Upload or reference the governing contract and populate checklist fields.
  • 02
Attach Evidence: Add required attachments and verify filenames match the list.
  • 03
Assign Verifiers: Designate reviewers and set response deadlines.
  • 04
Capture Signatures: Obtain signatures and record timestamps in the audit trail.

How the Checklist Moves Through Your Workflow

A typical route includes preparation, verification, approval, signature capture, and final submission with an attached audit trail.

  • Preparation: Create checklist and add required items.
  • Verification: Assigned reviewers confirm each item.
  • Approval: Legal or compliance signs off where required.
  • Submission: Send final packet to filing authority or contract owner.

Configuring an Online Checklist Workflow

Map fields and routing rules before distribution to avoid rework and ensure reliable data capture during e-submission.

Field Configuration
Automatic Detection Use auto-detect for common items like dates and names to reduce entry errors.
Conditional Logic Show or hide items based on previous answers to streamline the form.
Authentication Require email, SMS, or stronger verification for high-risk approvals.
Template Locking Lock critical fields after approval to preserve integrity.

Technical Requirements for eSubmission and Signatures

Ensure the chosen platform supports required authentication, audit trails, and the file formats used by your reviewers or filing agency.

  • Integrations: Salesforce, NetSuite, Microsoft 365, Google Workspace
  • File Types: PDF, Word DOCX, Excel supported
  • Authentication: Email, SMS, KBA, SSO available

Prefer platforms that preserve a detailed audit trail, support conditional fields and templates, and offer export to standard archival formats for long-term retention.

Core Elements of a Professional Mandatory Requirements Checklist

A complete checklist includes identity and contact data, itemized requirements, verifier assignments, signature fields, evidence attachments, and version history.

Identity and Dates

Full legal names, dates in MM/DD/YYYY format, and project or contract identifiers to ensure traceability.

Itemized Requirements

A clear, numbered list of required documents, approvals, and thresholds tied to contractual clauses.

Verification Fields

Designated verifier name, role, date, and a pass/fail or status indicator for each required item.

Signature Blocks

Role-based signature fields that capture signer identity, timestamp, and method of authentication.

Attachments

Named evidence files (insurance, permits, W-9) linked to checklist items for easy review.

Audit Trail

Immutable log of actions showing who changed or approved items and when.

Security and Compliance Essentials

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest
HIPAA: BAA available for protected health information
Audit Trail: Timestamped event history for every signature
Certifications: SOC 2 Type II and ISO 27001
21 CFR Part 11: Support for FDA-regulated electronic records
Accessibility: WCAG 2.0 Level AA compliance

Consequences of an Incomplete or Incorrect Checklist

Contract Delay: Missed milestones or award rescission
Regulatory Fines: Potential penalties for noncompliance
Tax Penalties: Backup withholding or Information Return fines
Audit Findings: Adverse findings from external audits
Liability Exposure: Claims due to incomplete proof of compliance
Data Breach Costs: HIPAA or privacy breach remediation

Common Mistakes to Avoid

  • Using informal or partial names that fail identity checks
  • Omitting required attachments or misnaming files
  • Skipping verifier initials or dates on key items
  • Relying on handwritten notes instead of an auditable record

Real-World Examples of Checklist Use

Organizations use Mandatory Requirements Checklists to streamline signings, preserve compliance evidence, and reduce transaction cycles in day-to-day operations.

Martin Properties — Tim Martin

The company moved to online checklists to ensure compliance before closing leases.

  • Impact: reduced in-person steps and secured remote signatures.
  • Outcome: They report consistent completion with secure audit trails and the ability to close transactions on mobile without sacrificing compliance.

Fertility Centers of Illinois — John Butler

The clinic standardized consent and intake checklists to attach required authorizations.

  • Impact: reduced missing paperwork during patient intake.
  • Outcome: Standardized forms improved compliance reviews and lowered administrative time spent reconciling patient records and signed authorizations.

Practical Tips for Accurate Completion

Adopt clear naming conventions, version control, and role-based approvals to minimize errors and speed processing.

Use consistent naming and versioning
Name each checklist and its attachments with a standard convention including contract ID, version number, and date so reviewers find and verify evidence quickly during audits and handoffs.
Require role-based approvals
Assign specific verification responsibilities to named roles, not generic groups, so accountability is clear and sign-offs are attributable in the audit trail.
Validate identity formats
Standardize name formats to match government IDs, use MM/DD/YYYY for dates, and require contact emails to be institutional addresses to reduce identity mismatches.
Keep an immutable audit trail
Record timestamps, IP addresses, and authentication methods for each action. A complete audit trail supports enforceability under ESIGN and evidentiary needs.
