What the Miscellaneous NAF Form Is and when it applies

The Miscellaneous NAF Form is a flexible administrative document used to record, authorize, or document non-appropriated fund (NAF) transactions, permissions, or notices that do not fit a standard template. It typically captures party identities, a concise description of the item or action, date and signature blocks, and any approvals required by a program or center manager. Agencies and organizations use a Miscellaneous NAF Form for ad hoc reimbursements, small purchases, event authorizations, or internal receipts where a formal purchase order or contract is not required.

Why this form matters for accurate NAF recordkeeping

A clearly completed Miscellaneous NAF Form provides an auditable record that supports accountability, budget reconciliation, and internal controls for non-appropriated fund activity. It helps standardize ad hoc transactions, reduces disputes about authorization and payment, and ensures that approvals and signatures are captured in a retrievable format for audit or review.

Why this form matters for accurate NAF recordkeeping

Who typically completes or approves the Miscellaneous NAF Form

The form is used by staff who handle NAF receipts, program managers, finance clerks, and supervisors responsible for small-dollar transactions and event-related expenses.

  • Program or Activity Managers — complete the description of the transaction and provide initial approval where required.
  • Finance or Accounting Clerks — verify amounts, reconcile receipts, and file the form with NAF accounting records.
  • Supervisors or Authorizing Officials — sign to confirm authorization and final approval for disbursement or recording.

Maintain a copy with supporting receipts and routing approvals so the transaction is auditable and readily available for periodic NAF reviews.

  • Collecting informal initials instead of required signatures, producing a noncompliant record for audit purposes.
