What the Miscellaneous SEFA Document Is and when it’s used

The Miscellaneous SEFA Document is a Schedule of Expenditures of Federal Awards (SEFA) template used by entities that receive federal funds to list grant and program awards, catalog federal award amounts, and show expenditures by grant or program for a fiscal year. It supports Single Audit reporting under the Single Audit Act and OMB Uniform Guidance (2 C.F.R. §200.500 et seq.), and is typically included with audited financial statements submitted to oversight bodies and the Federal Audit Clearinghouse.

Why an accurate SEFA matters for audits and compliance

A complete, accurate SEFA minimizes audit findings, supports correct indirect cost allocation, and ensures compliance with OMB Uniform Guidance and cognizant agency requirements. It documents federal award identification and expenditures needed by auditors and federal reviewers.

Why an accurate SEFA matters for audits and compliance

Who typically prepares and relies on this SEFA template

The SEFA is prepared by grant accounting or finance teams and reviewed by external auditors and program managers before submission.

  • Grant accounting teams — compile award lines, reconcile ledger balances, and calculate program expenditures for each federal award.
  • External auditors — use the SEFA to select major programs, test compliance, and prepare the Single Audit reporting package.
  • Program managers and federal reviewers — verify programmatic expenditures, match to award terms, and confirm allowability.

Essential parts of a professional SEFA file

A professional SEFA groups awards by federal agency and CFDA, shows award identifiers and fiscal-year expenditures, and includes notes that explain reconciling items, cluster grouping, and indirect cost treatment.

Award ID

Unique federal award identifier or grant number listed for each award line, used to match transactions to the federal award.

CFDA Number

Catalog of Federal Domestic Assistance (CFDA) or Assistance Listing number to identify program origin and enable cross-agency reporting.

Federal Amounts

Total federal award amount obligated or passed through during the fiscal year, ensuring consistency with grant agreements and ledgers.

Expenditures

Fiscal-year expenditures charged to each award, shown by federal share and non-federal match where applicable, reconciled to the general ledger.

Indirect Costs

Method and rate used, allocation base, and any adjustments; disclose if de minimis indirect cost rate is used under 2 C.F.R. §200.414.

Notes & Recon

Narrative notes explaining significant reconciling items, cluster aggregation, program income treatment, and material accounting policies.

Core fields required on every SEFA

Recipient Name: Legal entity name
Fiscal Year: FY begin/end dates
Federal Agency: Awarding federal agency
CFDA: CFDA/Assistance Listing
Award Number: Federal award ID
Expenditure: Amount charged

Step-by-step: completing the Miscellaneous SEFA Document

Follow a consistent sequence to gather source data, map awards, reconcile totals, and insert explanatory notes before audit submission.

  • 01
Collect source reports: Export grants subledger and bank reconciliations to identify award transactions.
  • 02
Map awards: Assign CFDA and award numbers to each transaction line item.
  • 03
Reconcile totals: Ensure SEFA totals match general ledger and trial balance.
  • 04
Add notes: Document cluster grouping, program income, and indirect cost method.

How to set up an online SEFA workflow

Configure a digital workflow that centralizes data entry, applies validation rules, and preserves an audit trail for each SEFA revision.

Field Configuration
Source mapping Connect ledger exports to SEFA line fields
Validation rules Require CFDA format and numeric expenditure checks
Signer order Specify preparer → controller → authorized official
Retention Auto-save versions and store immutable audit trail

Where to send or file the completed SEFA

After auditor review, include the SEFA in the Single Audit reporting package and submit per federal and pass-through requirements.

  • External auditor: Provide final SEFA as part of the audited financial statements
  • Federal Audit Clearinghouse: Submit the audit package to the FAC per OMB guidance
  • Cognizant agency: Share with cognizant or oversight agency when requested
  • Internal records: Retain signed SEFA with supporting schedules and workpapers

Digital delivery and platform considerations

Choose software that preserves version history, produces a tamper-evident PDF, and supports role-based approvals.

  • File formats: PDF and XLSX supported
  • Integrations: Connectors for ERP/GL exports
  • Authentication: Multi-factor or email/SMS verification

Common deadlines and processing expectations

SEFA preparation follows the audit cycle and must align with Single Audit submission deadlines and any pass-through entity requirements.

Audit completion:

Complete audit and SEFA before report release

FAC submission:

Submit the Single Audit package per OMB and FAC instructions

Internal review:

Allow time for finance and program review before auditor testing

Extensions:

Request extensions per Uniform Guidance when needed

Retention start:

Retention clocks run from report submission date

Frequent preparation errors to avoid

  • Omitting program cluster aggregation leads to incorrect major program selection and audit rework.
  • Mismatching ledger and SEFA totals because of timing differences or unreconciled adjustments.
  • Incorrect CFDA or award IDs that prevent auditors from linking expenditures to the correct federal program.
  • Failing to document indirect cost method or program income, which often produces audit findings.

Potential consequences of an incorrect SEFA

Audit findings: Questioned costs
Repayments: Return of disallowed funds
Grant action: Withheld future funds
Reputational risk: Damage to funding relationships
Increased oversight: Additional monitoring requirements
Penalties: Civil or contractual remedies

Two practical SEFA use cases

These brief scenarios show how organizations compile and use SEFAs in typical audit cycles.

Prepared Recipient

A midsize nonprofit consolidates grant ledgers into a single SEFA line per award

  • auditor identifies a major program based on the $750,000 threshold
  • clear notes on indirect costs prevented a finding and eased FAC submission logistics.

Pass-through Entity

A state agency compiles multiple subrecipient awards into cluster totals on the SEFA

  • program income and matching were disclosed separately
  • thorough supporting schedules shortened auditor inquiries and improved reviewer confidence.
