What a Payment Request Claim Is and Why It Matters

A Payment Request Claim is a formal document used by a supplier, contractor, or service provider to request payment for delivered goods or completed work. It documents the amount due, the basis for the charge, contract or purchase order references, supporting evidence, and the requested payment method. While not a lawsuit, the claim serves as a written demand that can support collections, lien filings, or dispute resolution. Electronic execution is generally acceptable for commercial transactions under federal and state e-signature laws when intent, consent, attribution, and retention are met.

Why a Clear Payment Request Claim Improves Collections

A well-prepared Payment Request Claim reduces disputes, creates a documented audit trail, and clarifies payment terms and deadlines. It preserves evidence needed for mechanic’s liens, bonding claims, or internal approvals and supports faster reconciliation and accounting when combined with digital workflows and auditable e-signatures under ESIGN and UETA.

Why a Clear Payment Request Claim Improves Collections

Who Typically Prepares and Receives These Claims

Common parties that prepare or receive Payment Request Claims depend on the industry and contractual role.

  • General contractors and subcontractors — prepare progress or final payment requests tied to contract milestones and retain backup documentation.
  • Vendors and suppliers — send claims after delivery of goods or per invoice terms to trigger accounts payable action.
  • Property managers and owners — receive claims for maintenance, repair charges, or pass-through payments and verify supporting invoices.

Roles typically align with payment responsibility: the claimant documents what is owed; the payer verifies, approves, or disputes per contract terms.

Typical Signatories and Authorized Submitters

Subcontractor Foreman

Field-level foremen or operations managers commonly prepare and certify the work described in the claim, provide attachments such as daily logs and change orders, and are authorized to sign when the subcontract authorizes their role as claimant or agent.

Accounts Payable Manager

An accounts payable manager or finance director receives the claim, validates invoice numbers and contract references, approves payment per company policy, and is the point of contact for disputes or requests for additional documentation.

Essential Fields to Include on Every Payment Request Claim

Claimant Name: Full legal name
Recipient Name: Payee or payer entity
Claim Amount: Dollar amount and currency
Contract Reference: PO or contract number
Period of Work: Start and end dates
Attachments: Invoices, timesheets, receipts

Common Errors That Make Claims Ineffective

  • Missing or incorrect contract or purchase order references that prevent matching with internal records or trigger duplicate-payment concerns.
  • Unclear scope descriptions that omit critical dates, locations, or deliverables and lead to payer requests for clarifying evidence.
  • Mismatched payee names or bank details that delay payment and can trigger compliance or tax reporting issues.
  • Absent supporting documents such as invoices, lien waivers, or delivery receipts, which increase the probability of dispute and rejection.

Consequences of Incorrect or Late Payment Claims

Delayed Payment: Interest accrual
Denied Claim: Requires resubmission
Loss of Lien Rights: Statutory deadline risk
Contract Penalties: Withholding or fines
Tax Issues: TIN mismatches
Collection Costs: Legal and recovery fees
