What the Plumbing Service Disclosure Is and Why It Matters

A Plumbing Service Disclosure is a written statement provided by a plumbing contractor or service provider that describes the scope of work, materials, estimated cost, timelines, permit responsibilities, access needs, and warranty or liability limits for a specific job. It documents customer authorization and any conditions that may change price or completion date. The disclosure reduces misunderstanding between homeowner and contractor, supports billing and insurance claims, and helps meet state or municipal consumer protection and licensing requirements when present.

Why a Clear Disclosure Protects Both Parties

A clear Plumbing Service Disclosure creates a shared expectation for the job, provides evidence of consent and price terms, and reduces disputes by documenting exceptions, required permits, and warranty coverage.

Why a Clear Disclosure Protects Both Parties

Who Commonly Completes and Receives This Disclosure

The Plumbing Service Disclosure is used by contractors and property stakeholders to set expectations and document authorization before work begins.

  • Licensed plumbing contractors and service technicians who perform repairs, replacements, or installations for residential or commercial clients
  • Property managers and landlords arranging routine or emergency plumbing services on behalf of tenants or owners
  • Homeowners and tenants who must authorize work, permits, or access and who need written documentation for warranty and insurance

Properly completed disclosures protect service providers, property owners, and any third parties (insurers, property managers) involved in the transaction.

Typical Signers and Their Roles

Licensed Plumber

A licensed plumbing contractor or company principal signs to confirm scope, material choices, estimated cost, permit responsibilities, and warranty terms; the signer accepts operational responsibilities and documents any conditional exclusions.

Property Owner

The homeowner, landlord, or authorized agent signs to confirm site access, acceptance of the estimate, payment terms, and permission to obtain permits or perform work as described in the disclosure.

Frequent Mistakes When Preparing a Plumbing Service Disclosure

  • Using vague scope language such as 'repair as needed' which leaves material choices and labor hours undefined and invites disputes.
  • Failing to state whether permit or inspection costs are included, causing unexpected out-of-pocket expenses for the customer after authorization.
  • Not capturing customer authorization date in MM/DD/YYYY format and lacking an auditable signature method when consent is electronic.
  • Omitting license or insurance details for the service provider, which can complicate claims or regulatory inquiries after work completes.
