What the Post Runoff Report Is and when it’s used

A Post Runoff Report documents election results and administrative actions that follow a runoff contest. It aggregates certified vote totals, any corrections from canvass procedures, recount outcomes, and official determinations needed to finalize the office holder and close the contest. The report typically accompanies county-level certification and is forwarded to the state election authority, and it becomes part of the public election record and audit trail for subsequent challenges or historical review.

Why a clear Post Runoff Report matters

A complete Post Runoff Report provides an auditable record for election officials, supports transparency to voters and candidates, and reduces the risk of administrative error or legal challenge.

Why a clear Post Runoff Report matters

Who prepares and relies on the Post Runoff Report

The report serves administrative, legal, and public-information functions across the election lifecycle.

  • County election directors and canvass teams responsible for certifying runoff results and submitting official totals.
  • State election offices that aggregate county certifications and publish statewide records or issue final certificates.
  • Candidates, campaign counsel, and watchdog groups who review post-runoff outcomes and may pursue recounts or challenges.

Step-by-step: completing a Post Runoff Report

Follow a consistent sequence to reduce errors and preserve the audit trail.

  • 01
Collect certified totals: Gather official vote counts from each precinct and canvass board.
  • 02
Record adjustments: Document any corrections, provisional ballot rulings, or recount changes.
  • 03
Verify signatories: Ensure authorized officials sign and date the report.
  • 04
Submit and archive: File with the state authority and keep a secure copy for records.

Essential components to include in a professional Post Runoff Report

Include structured sections so reviewers can quickly validate results and provenance.

A concise cover page identifying jurisdiction, election and runoff dates, and the report identifier to standardize filing and retrieval.

Certified totals

A tabular summary of final vote counts by candidate and precinct, clearly marked as certified results and including subtotal and statewide aggregation where applicable.

Canvass adjustments

A section listing any changes made during canvass or recount, with a brief rationale and reference to supporting documentation or docket entries.

Signatures

Designated signature blocks for the presiding canvass officer and any additional officials required by local statute, with printed names and dates.

Attachments

Attach supporting materials such as precinct abstracts, chain-of-custody logs, and audio/video files of canvass proceedings if retained.

Certifying Official: Name and title

Where to file and how the routing typically works

Routing paths vary by state but most reports move from county canvass to the state election office for final aggregation.

  • County filing: Submit the signed report to the county elections office for local record.
  • State submission: Forward the county-certified report to the Secretary of State or state board as required.
  • Public posting: Provide a public-facing summary or upload that meets open-records rules.
  • Archival storage: Retain a secure copy per retention rules and for audit requests.

Digital submission and file format considerations

Ensure the chosen platform preserves an auditable trail (timestamps, signer attribution, and tamper-evidence) and supports secure export for official archives.

  • Supported formats: PDF, DOCX, CSV for tabular totals
  • Integrations: Common integrations: NetSuite, Microsoft 365, Salesforce
  • Authentication: Email, SMS code, or higher-assurance methods

Typical timing and certification windows to track

Deadlines are state-specific; record and comply with statutory canvass and certification windows.

Canvass completion window:

Usually set by state statute; counties must finish canvass within a specified number of days.

State aggregation deadline:

State authorities often set a fixed date to receive county certifications.

Public notice timing:

Publish certified results in accordance with open-records rules and local timelines.

Recount or contest windows:

Statutes prescribe short timeframes after certification for recount requests.

Retention trigger:

Retention periods begin at certification or final resolution, depending on law.

Common mistakes that delay or invalidate submissions

  • Missing or inconsistent candidate names across precinct abstracts leads to aggregation errors and manual reconciliation work.
  • Omitting signature or certification date prevents acceptance by state authorities and may trigger resubmission requirements.
  • Using nonstandard file formats or scanned images that obscure totals can impede automated ingestion and extend processing time.
  • Failing to attach required supporting logs (chain of custody, provisional ballot rulings) increases vulnerability to legal challenge.

Risks and potential consequences of incorrect reporting

Certification delay: Can postpone final results
Legal challenge: May trigger recounts or litigation
Record rejection: State may refuse incomplete filings
Public confidence: Errors can erode voter trust
Operational cost: Rework increases staff time
Document mismatch: Inconsistent records hamper audits
