What a Prewire Agreement Covers

A Prewire Agreement is a written contract that defines scope, materials, access, schedule, and responsibilities for low-voltage, audiovisual, data, security, or telecommunications wiring installed before walls, ceilings, or finishes are closed. It allocates risk for latent site conditions, specifies mounting and conduit locations, records required inspections or permits, and lists allowances for materials and labor. The document helps coordinate trades, protects the property owner and installer by recording change-order triggers, and establishes payment milestones tied to prewire progress and inspection sign-offs.

Why a Clear Prewire Agreement Matters

A written Prewire Agreement reduces delays, prevents scope disputes, and documents consent for entry, conduit placement, and testing procedures while establishing payment and warranty terms.

Why a Clear Prewire Agreement Matters

Who Typically Uses a Prewire Agreement

Prewire Agreements are used when cabling or low-voltage infrastructure is installed before finishes are complete.

  • Homeowners and property managers who authorize in-wall wiring and need documented scope and access instructions.
  • General contractors and construction managers coordinating trades, inspections, and sequencing to avoid rework.
  • AV, security, and network subcontractors who need clear acceptance criteria, mounting plans, and testing responsibilities.

Clear responsibilities in the agreement reduce change orders and improve on-site coordination between trades and inspectors.

Core Elements to Include in a Professional Prewire Agreement

A robust Prewire Agreement balances technical detail with contract clarity. Include precise deliverables, acceptance criteria, timelines, materials, payment terms, access and safety provisions, and dispute resolution to avoid ambiguity during construction and occupancy transitions.

Parties

Full legal names and contact information for owner, general contractor, and installing subcontractor; designate authorized signatories and project manager contacts.

Scope of Work

Detailed description of wiring runs, outlet locations, cable types, conduit requirements, terminations, labeling, and any drawings or exhibits that define the physical work.

Materials and Allowances

List specified products, acceptable alternates, and monetary allowances for unspecified items; address responsibility for procurement or owner-supplied material.

Schedule & Access

Dates for mobilization, rough-in completion, inspection windows, and wall closure; identify who schedules inspections and provides site access.

Payment Terms

Milestone-based payments tied to rough-in completion, inspection sign-off, and final acceptance; include retainage, late interest, and change order pricing.

Warranty & Acceptance

Define testing procedures, acceptance criteria, warranty length, remedy options, and responsibilities for repairs or rework after finishes are installed.

Required Information and Short Data Checklist

Site Address: Street, city, state, ZIP
Owner Contact: Name, phone, email
Installer Company: Legal name and license
Scope Reference: Plan or exhibit ID
Schedule Window: Start and completion dates
Payment Terms: Milestones and retainage

Step-by-Step: How to Complete a Prewire Agreement

Follow these sequential steps when preparing, approving, and executing the agreement to reduce rework and scheduling conflicts.

  • 01
Draft Scope: Document wiring locations and reference drawings.
  • 02
Confirm Materials: List part numbers and allowances.
  • 03
Set Schedule: Agree on milestone dates and access.
  • 04
Execute Signatures: Obtain signatures and distribute executed copies.

Customizing an Online Prewire Agreement Workflow

When configuring a digital workflow, map fields, signers, and authentication to your project controls and compliance needs.

Field Configuration
Signers Add owner, GC, subcontractor with role order
Authentication Email link or SMS code for signer verification
Conditional Fields Show change-order pricing fields only if selected
Notifications Set reminders for unsigned milestones

Where to Send, File, and Share the Executed Agreement

After signatures, distribute the final agreement to parties and relevant stakeholders and store a secure archival copy for project records.

  • Owner Copy: Deliver a signed PDF to owner email
  • Contractor File: Store executed agreement in project folder
  • Permit Package: Include agreement with inspection submittals
  • Subcontractors: Share relevant exhibits and access instructions

Digital Signing and eSubmission Options

Choose an eSignature workflow that supports ordered signing, an audit trail, and secure storage for construction records.

  • File Formats: PDF and DOCX are standard
  • Integrations: Connect to project systems like Procore or Google Drive
  • Authentication: Use email, SMS, or stronger methods as needed

Ensure the platform you use preserves timestamps and audit logs for project audits, inspections, and payment disputes.

Typical Timing and Deadline Considerations

Prewire schedules must align with building inspections, electrical rough-in, and wall closure. Specify deadlines and contingency time for inspections and rework.

Permit Submission:

Submit permits before rough-in; timing varies by jurisdiction

Rough-In Completion:

Complete wiring before wallboard installation

Inspection Window:

Schedule inspection within agreed milestone window

Final Acceptance:

Test and sign off after finishes and terminations

Change Order Requests:

Submit within 5–10 business days of discovery

Key Milestones from Quote to Acceptance

Track these sequential stages to manage approvals, access, and handoffs between trades.

Common Mistakes to Avoid When Preparing a Prewire Agreement

  • Leaving locations vague, which causes trades to assume different mounting heights and conduit routes.
  • Omitting testing and labeling responsibilities, resulting in disputes about who completes terminations and verification.
  • Failing to reference plans or exhibits, creating ambiguity when construction drawings change.
  • Ignoring access and protection clauses, which increases risk of damage and rework during follow-on trades.

Risks and Consequences of an Incorrect or Missing Prewire Agreement

Project Delays: Schedule slippage and rework costs
Liability Disputes: Unclear responsibility for damage or defects
Permit Denial: Incomplete documentation may block inspections
Cost Overruns: Unpriced changes increase owner expense
Warranty Voids: Improper installations may void warranties
Payment Disputes: Unclear milestones delay invoices
