What the Project Delivery System Completion Form Is

The Project Delivery System Completion Form documents final acceptance, project closeout items, and the transition of deliverables from contractor to owner. Essential Elements of a Professional Completion Form

A professional form balances clarity, legal sufficiency, and ease of verification to minimize disputes and accelerate final payments.

Clear Scope

A precise description of delivered work and contract reference prevents ambiguity about what was completed and what remains outstanding, reducing scope disputes.

Acceptance Criteria

Documented criteria or inspection checklists tied to contractual specifications provide objective measures for owner acceptance and warranty start dates.

Punch List

A concise, dated punch list with responsible parties and cure deadlines clarifies remaining tasks and sets expectations for final acceptance.

Financial Summary

Final payment calculations, retainage release, change order adjustments, and offsets should be itemized to justify the requested final amount.

Signatory Authorization

Include printed names, titles, and authority statements to confirm that signers are empowered to bind their organizations legally.

Attachments

Attach final invoices, lien waivers, certificates of insurance, and as-built drawings to create a single comprehensive closeout packet.

Common Preparation Mistakes to Avoid
