What the Project Estimate Authorization Is

A Project Estimate Authorization is a written document that records client approval to receive a formal cost estimate and permits a vendor to survey, quote, or begin preliminary work. It typically identifies the project, scope limits, any preliminary access permissions, estimate validity period, and whether the estimate is binding or non-binding. Organizations use it to confirm client intent, allocate resources for site visits or detailed takeoffs, and establish who may approve subsequent change orders. Clear authorization reduces disputes and clarifies whether the provided estimate can be relied upon for budgeting or procurement.

Why a Project Estimate Authorization Matters

Use this form to document client consent, set expectations about scope and validity, and create a record that supports cost control, scheduling, and procurement decisions.

Why a Project Estimate Authorization Matters

Who typically completes a Project Estimate Authorization

Assign a single authorized signer per party to prevent later disputes about consent or scope.

  • Project managers and estimators who need access and approval to prepare a formal cost estimate.
  • Clients or authorized representatives who confirm readiness to proceed with an onsite visit or detailed pricing.
  • Procurement or contract administrators who record authorization for budgeting and vendor selection.

Step-by-step: issuing and approving the authorization

Follow these steps in order to prepare, share, and obtain a valid Project Estimate Authorization.

  • 01
Prepare Document: Draft scope, site needs, estimate assumptions
  • 02
Attach Supporting Info: Include photos, sketches, or site access notes
  • 03
Send for Approval: Email or eSign to authorized client contact
  • 04
Record Acceptance: Store executed copy and update project tracker

Where to send and how routing typically works

Identify the correct recipient and routing order so approvals are recorded and notifications reach the right stakeholders.

  • Primary Client Contact: Send first to the authorized representative for signature
  • Project Manager: Copy internal PM for scheduling and resource planning
  • Procurement / Accounting: Provide a record for budgeting and invoice setup
  • File Location: Store in contract repository or document management system

Configuring an online authorization workflow

Set these core workflow settings before sending to ensure compliance and traceability.

Field Configuration
Signature Order Sequential or parallel per project needs
Authentication Email link; add SMS code for higher assurance

Retention Set automatic archival after 7 years

Digital signing and technical needs

Verify the provider offers audit trails, conditional fields, and the authentication level your organization requires.

  • Supported Formats: PDF | DOCX | XLSX
  • Integrations: Salesforce | NetSuite | Google Workspace
  • Security: TLS 1.2/1.3 and AES-256 encryption

Essential elements to include in a professional authorization

A comprehensive authorization balances enough detail to define expectations with concise language to speed approvals.

Clear Scope

Define included tasks and explicit exclusions so the estimator and client share the same assumptions and avoid scope creep.

Access Permissions

Specify whether site access, keys, parking, or safety gear will be provided to enable inspections or measurements.

Estimate Type

State if the estimate is preliminary, detailed, guaranteed maximum price, or conditional on site findings.

Validity Period

Include a firm expiration date for pricing and terms to prevent stale proposals becoming binding unintentionally.

Acceptance Terms

Describe how a client accepts the estimate (signature, purchase order, email) and any down payment requirements.

Contact & Billing

Provide responsible contacts for scheduling, invoicing, and dispute resolution to streamline follow-up.

Required data elements at a glance

Project ID: Unique identifier
Client Name: Legal entity
Authorized Signer: Name and title
Estimate Value: Numeric amount
Effective Date: MM/DD/YYYY
Signature Type: E-signature or wet signature

Common preparation mistakes to avoid

  • Vague scope language that leads to differing expectations and extra change orders.
  • Missing signer authority, causing delays when a signature is later rejected by procurement.
  • Incorrect dates or currency that invalidate the validity period or pricing assumptions.
  • Failing to attach required site photos or sketches that the estimator needs to prepare an accurate quote.

Risks and potential consequences of errors

Delayed Start: Project scheduling setbacks
Disputed Charges: Increased client disputes
Estimate Rejection: Quotation invalidated
Contractual Exposure: Unclear scope invites claims
Budget Overruns: Unexpected costs accrue
Payment Delay: Invoicing disputes slow cash flow

Key timing considerations and deadlines

Track the authorization lifecycle from issuance through acceptance so estimates remain current and enforceable.

Estimate Validity:

Set an explicit expiration (e.g., 30 days) to lock pricing

Response Window:

Client acceptance deadline to avoid re-quote

Site Access Window:

Date range for inspections or measurements

Deliverable Date:

When the formal estimate will be issued

Record Retention:

Archive executed document per policy
