What a Project Execution Request Is and When It’s Used

A Project Execution Request is a standardized business document used to request formal authorization to begin, modify, or resume project work. It captures scope, objectives, budget, schedule, required resources, risk items, and approval routing so stakeholders can evaluate readiness and compliance before execution. The form creates an auditable record of who requested the work, who approved it, and when approvals occurred. When submitted electronically, the request supports ESIGN and UETA legal frameworks for enforceable e-signatures and can integrate with secure eSignature platforms for authentication and audit trails.

Why Use a Formal Project Execution Request

A clear request reduces ambiguity, documents required approvals, and creates a single source of truth for scope and budget. It helps align stakeholders, prevents unauthorized work, and supports internal controls and auditability under corporate governance and regulatory requirements.

Why Use a Formal Project Execution Request

Typical People Who Create or Approve the Request

Project Execution Requests bridge operational teams and approvers; different roles fill, review, or sign depending on organizational structure.

  • Project Manager — Prepares the request, defines scope, timelines, and resource needs for stakeholder review and approval.
  • Procurement / PMO — Verifies funding, vendor selection, contract terms, and compliance with procurement policies.
  • Sponsor / Executive Approver — Reviews budget and strategic fit, authorizes expenditure and formal project start or change.

Identifying the right preparer and approver streamlines routing and reduces rework during review and authorization.

How to Complete a Project Execution Request, Step by Step

Follow a consistent sequence: prepare details, attach supporting documentation, route for approvals, and collect signatures to create an auditable authorization record.

  • 01
Prepare: Enter project title, objectives, and scope summary; attach SOW or specs.
  • 02
Budget: State estimated cost, funding source, and accounting code.
  • 03
Route: Specify approvers and sequence; include reviewer notes and deadlines.
  • 04
Execute: Collect signatures and record timestamps, then store final package.

Essential Fields at a Glance

Project Title: Concise legal name
Effective Date: MM/DD/YYYY format
Requestor: Full name, job title
Approver: Named approver(s) and role
Budget: Amount and funding code
Attachments: SOW, budget, quotes

Core Components of a Professional Request

A complete Project Execution Request combines technical, financial, and governance information so decision-makers can assess readiness and risk before authorization.

Scope

Define in detail what will be delivered, acceptance criteria, and exclusions so all parties share a single, enforceable understanding and disputes are minimized.

Deliverables

List tangible outputs, format, delivery schedules, and acceptance tests so deliverable acceptance and invoicing are tied to objective criteria.

Schedule

Provide milestone dates and a high-level timeline with dependencies so approvers can evaluate feasibility and resource conflicts before authorizing work.

Budget

State total cost, line-item estimates, contingency amounts, and billing terms so finance can validate funding and approve expenditures.

Resource Plan

Identify internal owners, external vendors, and required skill sets; include estimates of effort and any required procurement steps.

Approvals

Specify required signers, approval order, and any compliance checks. Include e-signature instructions and record retention requirements for auditability.

Consequences of an Incomplete or Incorrect Request

Approval Delays: Extended review cycles and missed start dates
Budget Overruns: Unapproved costs and funding shortfalls
Contract Disputes: Scope ambiguity increases litigation risk
Regulatory Risk: Noncompliance with procurement rules
Data Exposure: Unsecured attachments can leak sensitive information
Invalid Signature: Missing consent or improper e-sign can void authorization

Common Preparation Errors to Watch For

  • Vague scope descriptions that lead to differing interpretations of deliverables
  • Missing funding codes or incomplete budget justification causing finance rejections
  • Incorrect approver names or roles that break automated routing and add delay
  • Unattached supporting documents such as SOWs or vendor quotes that stall approval

Typical Timelines and Expectations

Establish clear submission and review deadlines up front and communicate expected approval SLAs to avoid project start delays.

Submission Deadline:

Requestor sets a date by which materials must be complete for review.

Approval Turnaround:

Typical internal SLA: 3–10 business days depending on scope and approver workload.

Execution Date:

Authorized start date when resources should begin allocated work.

Milestone Reporting:

Specify periodic reporting cadence following execution—weekly or monthly as needed.

Retention Reminder:

Record retention rules may affect archival timing after project close.

How to Configure an Electronic Approval Workflow

Map roles and configure routing rules in your workflow tool so approvals proceed automatically and audit logs are preserved.

Field Configuration
Approver Order Sequential or parallel routing per authorization matrix
Authentication Email link, SMS code, or higher assurance per policy
Attachments Require specific file types and size limits
Notifications Set reminders and escalation intervals

Typical Electronic Submission Flow

An electronic flow reduces manual handoffs: prepare request, attach documents, route for approvals, and capture signatures with an audit trail.

  • Upload: Sender uploads the completed request and supporting files to the system.
  • Place Fields: Add signature, date, and conditional fields where required.
  • Notify: System sends approvers an email or link to review and sign.
  • Record: System stores completed package and audit trail for future reference.

Technical and Integration Considerations for eSubmission

Ensure the chosen platform supports secure signing, required authentication, and integration with your systems of record.

  • File Formats: PDF, DOCX, and image formats supported
  • Integrations: CRM, ERP, and cloud storage connectors
  • Authentication: Email, SMS, KBA, or enterprise SSO
