What a Project Grading Plan Proposal Covers

A Project Grading Plan Proposal is a written technical proposal that defines proposed site grading, earthwork volumes, drainage controls, erosion mitigation, finished elevations, and temporary construction controls for a development project. It combines engineering drawings, quantities, a work sequence, and compliance notes required by local permitting authorities or project owners. The document supports permit applications, contractor bids, and scope-of-work agreements by establishing limits of disturbance, borrow/haul estimates, erosion control measures, and inspection checkpoints. For clarity include references to survey baselines, soil testing reports, and any required environmental or stormwater permits.

Sequential Steps to Prepare and Submit the Proposal

Follow these sequential steps to prepare, document, and submit a Project Grading Plan Proposal accurately.

  • 01
Survey: Obtain topographic and boundary survey with benchmarks referenced to project datum.
  • 02
Design: Develop grading contours, spot elevations, and drainage patterns on engineered plans.
  • 03
Quantities: Calculate cut, fill, export, and import volumes plus haul distances.
  • 04
Permits & Submittal: Assemble permit forms, technical attachments, erosion control plans, and application fees.

Who Typically Prepares or Reviews This Proposal

Typical users include municipal permitting staff, civil engineers, earthwork contractors, and project owners coordinating site development approvals.

  • Civil Engineers: Prepare grading plans, calculate quantities, and provide signed certifications for permit submissions.
  • General Contractors: Use the proposal to price earthwork, plan haul routes, and schedule equipment and crews.
  • Municipal Reviewers: Evaluate compliance with local codes, stormwater ordinances, and erosion control requirements.

Accurate, consistent proposals reduce review cycles and provide a clear basis for contractor bids and permit conditions.

Essential Sections to Include in a Professional Proposal

Key elements of a professional Project Grading Plan Proposal ensure technical clarity, regulatory compliance, and actionable construction instructions for contractors and permitting agencies.

Plan Sheets

Include scaled drawings showing existing and proposed contours, spot elevations, grading limits, and plan view of drainage features. Provide legend, north arrow, scale bar, and sheet index for easy reference.

Specifications

Provide technical specifications for compaction, fill material types, bedding, erosion control products, inspection criteria, and acceptable tolerances for finished grades and slopes, and reference applicable ASTM testing standards.

Quantities

Supply tabulated earthwork quantities with methods, unit rates, heaping allowances, and waste estimates. Present cut and fill summaries and any balancing assumptions by phase in table form.

Erosion Control

Detail temporary and permanent best management practices including silt fencing, sediment basins, check dams, stabilization, inlet protection, and sequencing to minimize disturbed areas during construction.

Schedule

Provide a work sequence, anticipated durations for clearing, grading, compaction, and finish work, and critical inspections tied to permit milestones and weather constraints and seasonal adjustments.

Signatures

Include signature blocks for preparer, reviewer, licensed engineer, and property owner, and contact information. Note professional seals, dates, and any notarization or acceptance lines required by jurisdiction.

Security and Compliance Considerations for Digital Submissions

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest
Certifications: SOC 2 Type II, ISO 27001, PCI DSS
HIPAA: BAA available for HIPAA compliance
ESIGN/UETA: Compliant with ESIGN and UETA
Audit Trail: Detailed timestamps, IP, action log
Accessibility: WCAG 2.0 Level AA support

Key Risks and Consequences of Incomplete Proposals

Permit Denial: Resubmission delays and added costs
Fines: Civil penalties for violations
Erosion Damage: Restoration costs and liability
Contract Disputes: Claims from scope ambiguity
Safety Risks: Unstable slopes or runoff hazards
Inaccurate Quantities: Price escalation or change orders

Common Preparation Pitfalls to Avoid

  • Failing to reference survey datum leads to elevation conflicts and rework during grading; ensure NAVD88 or the local datum is applied consistently across all sheets.
  • Unclear erosion control sequencing or incomplete BMP descriptions cause permit noncompliance during rain events and may trigger fines or stop-work orders.
  • Using inconsistent cut/fill calculation methods between engineer and contractor produces disputes; document methods, software, and factors such as swell or compaction.
  • Omitting signature blocks, professional seals, or notarization when required delays approvals and can invalidate certification statements in the proposal.

Typical Submission and Review Flow

Typical submission flow for a Project Grading Plan Proposal from preparation to permit closeout and certification.

  • Prepare: Compile drawings, specs, quantities, and supporting reports.
  • Submit: File application with local planning or public works.
  • Review: Address plan check comments and revise plans as required.
  • Closeout: Provide as-built elevations and engineer certification.

Digital Submission and Authentication Basics

Digital workflows must match jurisdiction requirements for electronic submissions, signatures, and potential notarization when permitted.

  • File Formats: PDF or PDF/A preferred for plans
  • Integrations: GIS and CAD file support recommended
  • Authentication: Email, SMS or MFA options

Recommended Digital Review Workflow Settings

Configure your digital review workflow to collect signatures, comments, and required attachments for grading plan submission.

Field Configuration
Signature Order Preparer signs first, then licensed engineer, then owner
Field Validation Require numeric formats for elevations; date MM/DD/YYYY
Attachments Mandatory: survey, soils report, BMP details, fee receipt
Notifications Email reviewers on submission and on revisions
