What the Project Management Administration Procedure Is

Project Management Administration Procedure defines a standardized set of administrative processes used to initiate, manage, and close projects across an organization. It records required approvals, roles and responsibilities, document control practices, change request handling, reporting requirements, and retention rules. The procedure creates a consistent audit trail for decisions and authorizations and supports governance, regulatory compliance, and operational continuity throughout the project lifecycle.

Why a Formal Procedure Matters for Projects

A clear Project Management Administration Procedure reduces ambiguity, speeds approvals, and preserves an auditable record of decisions. It helps enforce signatory authority, align stakeholders, and manage risk by documenting required forms, routing rules, retention obligations, and escalation paths.

Why a Formal Procedure Matters for Projects

Who Typically Completes and Uses This Procedure

Typical users include project managers, PMO staff, functional managers, contract administrators, and internal auditors responsible for executing and monitoring the Project Management Administration Procedure.

  • Project managers: complete procedure steps, submit change requests, record approvals and status updates.
  • PMO staff: enforce governance, reconcile documentation, maintain templates and version control for all projects.
  • Contract administrators and legal: confirm signatory authority and ensure contract compliance during reviews and renewals.

In larger organizations the PMO owns maintenance while individual project leads apply the procedure to day-to-day approvals and reporting.

Step-by-Step: Completing the Procedure

Follow these steps to prepare, route, and finalize the Project Management Administration Procedure for a specific project.

  • 01
Prepare: Gather project ID, scope summary, budget baseline, and stakeholder list.
  • 02
Populate Forms: Enter required fields, attach supporting documents, and set effective dates.
  • 03
Route for Approval: Send to approvers in sequence and capture each sign-off.
  • 04
Archive: Store final signed procedure and record audit metadata.

Essential Components to Include in the Procedure

A complete Project Management Administration Procedure should combine governance, approvals, controls, and records management into a single, usable reference for all projects.

Governance

Define roles, decision thresholds, and escalation paths so that approvals and exceptions route to the correct authority without ad hoc shortcuts.

Approval Matrix

Specify who signs what and at which thresholds; include delegated authority rules and documentation required for each approval tier.

Change Control

Describe how to log, evaluate, approve, and record changes to scope, schedule, or cost so changes remain auditable and reversible.

Document Control

Prescribe naming conventions, version numbering, storage location, and who may update the procedure to prevent divergent copies.

Communication Protocols

List notice requirements, reporting cadence, and distribution lists to keep stakeholders informed during approvals and transitions.

Retention Rules

Set retention periods, archival location, and disposition triggers so records remain available for audits and legal holds.

Required Administrative and Security Controls

Data Encryption: TLS in transit; AES-256 at rest
Access Controls: Role-based permissions
Audit Trail: Immutable timestamps and user IDs
HIPAA BAA: Execute BAA if PHI involved
ESIGN / UETA: Electronic signatures legally recognized
Retention Policy: Controlled archival and deletion

Where to File, Send, or Submit the Procedure

Follow these routing and storage paths to ensure the completed procedure is available to stakeholders and auditable by regulators.

  • Project Repository: Store the signed procedure in the project document management system.
  • PMO Archive: Send final copy to the PMO for governance records.
  • Contract Filing: Attach to related vendor contracts if approvals affect procurement.
  • Audit Folder: Place a read-only copy in the audit-ready archive.

How to Configure an Online Workflow for This Procedure

Configure fields, routing, and authentication to match your organization’s approval model and compliance needs.

Field Configuration
Signature Order Specify sequential or parallel routing
Authentication Email link, SMS code, or stronger MFA
Conditional Fields Show fields only when relevant
Notifications Set reminders and escalation timers

Digital Signing and eSubmission Requirements

Use an eSignature platform that supports audit trails, access controls, and the file formats you use for project records.

  • File Formats: PDF, DOCX, or exported PDF/A
  • Integrations: Connect to SharePoint, NetSuite, or Google Workspace
  • Authentication: Support for MFA and audit logging

Key Timelines and Processing Expectations

Set clear deadlines for each step to avoid delays and to meet audit or regulatory timelines.

Initial Submission Deadline:

Submit the procedure before project kickoff or within five business days of approval.

Approval SLA:

Typical approver response expected within five to ten business days, depending on threshold.

Change Request Timing:

Log and route change requests within three business days of discovery.

Annual Review:

Review procedure annually or when governance changes occur.

Audit Availability:

Provide signed records within five business days upon audit request.

Common Preparation Errors to Avoid

  • Using informal or outdated templates that lack version numbers, which creates confusion and audit exceptions.
  • Entering inconsistent project identifiers or names, preventing reliable cross-referencing with financial and procurement systems.
  • Skipping required approval steps or using initials where a full signature is required, risking invalidation of approvals.
  • Failing to attach supporting schedules or budgets, leaving reviewers unable to validate scope and cost assumptions.

Consequences of an Incorrect or Incomplete Procedure

Invalid Approvals: May void commitments
Audit Findings: Regulatory exposure
Contract Risk: Vendor disputes possible
Financial Loss: Budget overruns untracked
Legal Liability: Claims from stakeholders
Operational Delay: Project schedule impact
