What the Project Management Approved Plan Is and When It Applies

The Project Management Approved Plan is a formal, written document that captures the agreed scope, schedule, resources, deliverables, acceptance criteria, and governance for a specific project. It consolidates baseline documents—scope statement, work breakdown structure, milestone schedule, risk register, communication plan, and quality controls—into a single reference used by project stakeholders. The approved plan is used to authorize work, align internal and external teams, enable change-control decisions, and provide an audit trail for approvals and revisions throughout the project lifecycle.

Why an Approved Plan Matters for Project Control

An approved plan formalizes expectations, reduces scope ambiguity, and provides a contractual basis for change control and acceptance. It supports accountability, cost tracking, and regulatory or client compliance by recording who approved what and when.

Why an Approved Plan Matters for Project Control

Core Components Included in a Professional Approved Plan

A robust approved plan groups essential project information into clear sections so stakeholders can find scope, schedule, budget, and acceptance criteria quickly.

Scope Summary

Define deliverables, exclusions, key assumptions, and acceptance criteria. This prevents scope creep and provides objective criteria for sign-off and change requests.

Schedule Baseline

Include a milestone calendar, critical path highlights, and key dependencies with baseline dates to measure schedule variance against approved progress.

Resource Plan

List roles, responsibilities, and allocation for each phase. Tie costs to resource assignments to enable earned-value or weekly burn analysis.

Risk and Issue Register

Document identified risks, probability/impact, mitigation plans, and owners. Include an escalation path for high-impact issues requiring sponsor approval.

Change Control

Describe the change-request workflow, approval thresholds, required artifacts, and how changes update baselines and budgets.

Quality and Acceptance

Provide test criteria, inspection procedures, acceptance sign-off form, and post-implementation review schedule that define project completion.

Who Completes and Approves the Project Management Approved Plan

Once approved, the plan becomes the reference for monitoring, change control, and final acceptance across the project lifecycle.

  • Project manager and planning team draft the plan and maintain the baseline during execution.
  • Project sponsor or steering committee provides executive approval and budget authorization.
  • Functional managers and key stakeholders review resource commitments and acceptance criteria.

Step-by-Step: How to Prepare and Approve the Plan

Follow a structured sequence to ensure completeness and traceability from draft to approval.

  • 01
Assemble Inputs: Collect scope documents, contracts, schedules, and risk logs.
  • 02
Draft Baselines: Create scope, schedule, and budget baseline sections for review.
  • 03
Review Cycle: Circulate to stakeholders, capture comments, and reconcile conflicts.
  • 04
Formal Approval: Obtain documented sign-off from sponsor and required authorities.

Configuring an Online Approval Workflow

Set up fields, routing rules, and authentication to mirror your internal approval process when using an eSubmission platform.

Field Configuration
Approval Order Sequential or parallel routing based on sponsor and stakeholder roles.
Signer Authentication Email link, SMS code, or advanced authentication (KBA) for high-assurance approvals.
Versioning Enable automatic version control and keep an audit trail for each revision.
Notifications Configure reminders and escalation notices for overdue approvals.

Where to Send and How Approvals Flow

Approval routing defines the path a plan follows from drafter to final signatory and where records are stored after approval.

  • Draft to Review: Uploader assigns reviewers and attaches supporting documents for comment.
  • Review to Revise: Reviewers provide redlines; the owner reconciles comments and issues a new version.
  • Sign-Off: Designated approvers sign in order; authentication is captured for each event.
  • Archive: Final signed plan and audit trail are saved in the project repository.

Technical Requirements for Digital Approval and eSubmission

Ensure platform policies include encryption in transit and at rest, and enable export of audit logs for compliance reviews.

  • Document Formats: PDF and DOCX supported for editable and locked baselines.
  • Authentication: Email, SMS, or advanced signer verification available.
  • Integrations: Connectors for CRM, PM tools, and cloud storage are recommended.
