What the Project Management Approved Project Records

The Project Management Approved Project is a formal internal authorization document that captures sponsor approval for a proposed project, including scope, objectives, budget, timeline, key deliverables, and assigned owners. It consolidates the business justification, resource allocations, success criteria, and required signatures into a single record that starts the project lifecycle, triggers procurement and finance workflows, and provides an auditable trail for governance, compliance, and post‑implementation reviews.

Why an Approved Project Matters for Governance and Budgeting

Use the Approved Project document to eliminate approval ambiguity, document financial commitments, and create a single source of truth for auditors and stakeholders. It shortens review cycles, aligns responsibilities, and supports internal controls that reduce rework and exposure during procurement or compliance reviews.

Why an Approved Project Matters for Governance and Budgeting

Who Prepares and Reviews Approved Project Submissions

Typical users include project sponsors, project managers, and PMO staff who manage approval pipelines and portfolio governance.

  • Project sponsors who authorize scope, approve budgets, and set strategic objectives.
  • Project managers who prepare submissions, track conditions, and coordinate reviewers across departments.
  • PMO or portfolio managers who enforce standards, record approvals, and report status.

Records also serve finance, procurement, legal, and audit teams as the authoritative approval source for compliance oversight.

Typical Signatory Roles and Authority

Brian Fitzgibbons, COO

As a project sponsor or executive approver, this role confirms strategic alignment, approves funding allocations, and signs the Approved Project to authorize procurement and resource commitments. The sponsor’s approval triggers budget releases and becomes a compliance artifact for internal and external reviewers.

Project Manager — PMO Lead

The project manager compiles scope, schedule, risk, and budget details, coordinates internal reviews, and ensures the approved conditions are tracked. Their role includes updating the document for amendments and maintaining the project’s audit trail.

Core Components of a Professional Approved Project

A complete Approved Project contains structured sections that make approvals consistent, auditable, and actionable for downstream teams and systems.

Project Summary

Concise project name, identifier, sponsor, and one‑paragraph business justification that orients reviewers and links to strategic objectives.

Objectives

Measurable success criteria and acceptance conditions that define what completion looks like and how benefits will be measured.

Scope & Deliverables

Clear in‑scope and out‑of‑scope items, major deliverables, and exclusions to avoid downstream scope creep and disputes.

Budget & Funding

Line‑item budget, funding source, contingency, and any milestone-based release conditions tied to approvals.

Timeline & Milestones

Key dates, critical path milestones, and milestone acceptance criteria used to gate payments or procurement steps.

Approvals & Signatures

Named approvers, signature blocks, date fields, and any required reviewer notes or conditions for conditional approvals.

Step-by-Step: From Draft to Recorded Approval

Follow these four steps to prepare and submit an Approved Project for review and signature.

  • 01
Draft Submission: Assemble scope, budget, risks, and attachments.
  • 02
Internal Review: Route to finance, procurement, and legal for comments.
  • 03
Sponsor Approval: Sponsor reviews, signs, and confirms budget allocation.
  • 04
Record & Distribute: Store signed copy, notify stakeholders, and trigger procurement.

Configuring an Electronic Approval Workflow

Set these fields when building an online template to automate routing, authentication, and retention settings.

Field Configuration
Field Mapping Map project ID, budget, and sponsor to downstream systems.
Conditional Routing Route higher budgets to additional approvers automatically.
Signer Order Define sequential or parallel signing based on role.
Authentication Method Select email, SMS code, or stronger ID verification.

Where to File or Send the Approved Project

After signature, distribute the executed document to systems and stakeholders that require the authorization to act.

  • PMO Repository: Primary record store for portfolio and audit reporting.
  • Finance System: Attach approval to budget code and release funds.
  • Procurement: Trigger purchase orders or vendor contracting workflows.
  • Sponsor & Stakeholders: Send final signed PDF to named approvers and distribution list.

Distribution and Digital Signing Considerations

Choose platforms compatible with your document formats and your organization’s authentication requirements.

  • eSignature Platform: Supports PDF/DOCX, audit trail, and strong authentication.
  • Document Repository: Integrates with SharePoint, Box, or cloud storage for retention.
  • Authentication: Email, SMS codes, or multi‑factor methods supported.

Security and Compliance Controls to Check

Encryption (Transit): TLS 1.2 and TLS 1.3
Encryption (At rest): AES-256 encryption
Audit Trail: Immutable timestamps and event log
HIPAA/BAA: BAA required for PHI processing
Certifications: SOC 2 Type II and ISO 27001
Access Controls: Role-based access and 2FA

Common Preparation Mistakes to Avoid

  • Incomplete budget line items that force follow‑up reviews and delay approvals.
  • Ambiguous scope language that creates disagreement about deliverables and contract obligations later.
  • Missing or mismatched signatories that render approvals technically incomplete for finance or procurement.
  • Incorrect dates or project IDs that prevent system reconciliation and cause reporting errors.

Risks When an Approved Project Is Incorrect

Invalid Approval: Funding not legally authorized
Budget Overrun: Unapproved spending risk
Schedule Delay: Missed milestones and penalties
Procurement Hold: Contracts cannot proceed
Audit Finding: Control exceptions reported
Legal Exposure: Contract enforceability concerns

Supporting Documents and Export Options

Common attachments and export formats ensure downstream teams receive the information they need in compatible formats.

Attachments

Budget spreadsheets, risk register, meeting minutes, and vendor quotes attached as PDF or Excel.

Budget Worksheets

Line‑item budgets exported to finance systems in CSV or XLSX for reconciliation.

Risk Register

Updated risk log with mitigation plans included as a formal exhibit.

Communication Plan

Stakeholder list and notification cadence exported as PDF for project onboarding.

Examples: Approved Project in Practice

Real-world examples show how an Approved Project streamlines handoffs, auditability, and remote approvals across organizations.

Optica Ventures — COO

Optica Ventures used the Approved Project to centralize decision records and accelerate budget authorization across portfolios.

  • Signatures and timestamps were captured electronically for audit and traceability.
  • This reduced back-and-forth approvals, made budget transfers auditable, and provided a single source of truth during due diligence and vendor onboarding.

Martin Properties — Founder

A regional property firm standardized approvals for renovation projects to reduce contract delays.

  • Conditional routing sent higher-value requests to senior sponsors automatically.
  • The standardized document reduced contract execution time, clarified payment triggers, and improved transparency between operations, finance, and external contractors.

Typical Timelines and Processing Expectations

Establish standard turnaround targets to reduce bottlenecks and set stakeholder expectations for review and approval.

Initial Review Target:

5 business days for finance and procurement review

Sponsor Approval Target:

10 business days for executive or sponsor sign-off

Budget Release:

Funds released upon fully executed signature page

Procurement Start:

Begin procurement within 3 business days of approval

Archive Process:

Store executed document within 3 business days after approval

Key Milestones From Submission to Execution

Track these sequential stages so approvals trigger the correct downstream actions without delay.

01

Submission

Requester uploads package and required attachments for review.

02

Technical Review

Finance, procurement, and legal provide comments and return a consolidated review.

03

Final Approval

Sponsor executes the approval and confirms budget release.

04

Implementation

Project team begins work and procurement processes start.
