What the Project Management Change Notice Is

A Project Management Change Notice documents a proposed alteration to scope, schedule, cost, or deliverables within an existing project agreement. It records the initiating party, describes the requested change, assesses impacts (time, budget, resources, quality), and sets the decision and implementation path. The notice creates a formal audit trail used by project managers, contractors, and stakeholders to evaluate, approve, negotiate, or reject changes while preserving contractual governance and dispute-evidence. Properly prepared notices reduce ambiguity and help teams implement changes in an accountable, auditable way.

Why a Formal Change Notice Matters

Using a standardized Project Management Change Notice clarifies responsibilities, documents cost and schedule impacts, and preserves legal and audit evidence. It supports consistent decision-making, reduces scope creep, and creates a record for contract enforcement or claims while improving transparency between stakeholders.

Why a Formal Change Notice Matters

Who Typically Prepares and Receives This Notice

Project managers, contract administrators, general contractors, and vendors commonly prepare change notices; clients and approving authorities typically receive them.

  • Project Manager — Prepares impact analysis, documents approvals, and coordinates implementation steps with teams.
  • Contract Administrator — Verifies contract terms, calculates cost adjustments, and tracks amendment records.
  • Client / Owner Representative — Reviews scope and budget impacts, approves or negotiates terms, and issues formal responses.

Proper circulation ensures the right signatories review the change, limiting downstream disputes and enabling clearer schedule and budget control.

Core Sections to Include in a Professional Change Notice

A complete Change Notice organizes information so reviewers can assess impact quickly. Use discrete sections for identification, description, justification, impact, approvals, and implementation to streamline review and create defensible records.

Notice ID

Unique identifier linking the request to the project and contract for tracking and audit purposes.

Requester

Party name, role, contact details, and date of submission so decision-makers can follow up or verify intent.

Change Description

Concise statement of the proposed change, affected deliverables, and precise technical or scope modifications.

Impact Assessment

Estimated cost, schedule delta, resource needs, and quality implications to inform approval decisions.

Supporting Documentation

Attachments such as revised drawings, quotes, test results, or budget worksheets that substantiate the request.

Approval Block

Designated signatories, signature fields, and dates that finalize the decision and begin implementation.

Step-by-Step: Submitting a Change Notice

Follow these sequential steps to prepare, submit, and finalize a change notice with clear accountability.

  • 01
Prepare Notice: Complete all fields and attach supporting estimates and documents.
  • 02
Impact Review: Assess time, cost, resource, and quality impacts with stakeholders.
  • 03
Submit for Approval: Send to designated approvers using contract-specified routing.
  • 04
Log Decision: Record approval or rejection, update contract and schedule records.

Typical Routing and Review Workflow

A consistent routing flow reduces review time and ensures the correct people see the notice in order.

  • Initiation: Requester uploads notice and attachments into project records.
  • Technical Review: Subject-matter experts evaluate feasibility and provide comments.
  • Commercial Review: Estimators and contract admins calculate cost and schedule effects.
  • Final Approval: Designated signatory accepts, rejects, or modifies terms.

Configuring an Online Change Notice Workflow

Set workflow parameters to automate routing, authentication, and version control when you use a digital system.

Field Configuration
Authentication Method Email link with optional SMS code for stronger signer identity.
Routing Order Sequential approvals: technical → commercial → executive sign-off.
Notifications Auto-reminders at configurable intervals until action is taken.
Versioning Store prior versions and record change history for each notice.

Technical Requirements for Digital Submission

Ensure your platform supports secure e-signature, attachments, and authenticated routing before digitizing change notices.

  • File Types: PDF and DOCX attachments supported.
  • Integrations: Connectors for Project and ERP systems (e.g., NetSuite).
  • Authentication: Email, SMS, or SSO options available.

Verify audit trails, encryption, and retention features meet contract and regulatory requirements before storing official notices digitally.

Common Timelines and Response Expectations

Set and communicate deadlines clearly in the notice; use contractual notice windows and company SLAs to define response timing.

Submission Window:

Provide the notice promptly upon identification of the change, typically within 5 business days.

Initial Acknowledgement:

Approvers should acknowledge receipt within 2–3 business days.

Review Period:

Technical and commercial review commonly takes 7–14 calendar days.

Negotiation Window:

Allow 14–30 days for price or scope negotiations depending on complexity.

Implementation Start:

Begin work only after formal approval and updated schedule entries.

Key Milestones from Request to Implementation

Track milestones as numbered stages so project controls and stakeholders can monitor progress and handoffs.

01

1. Request Filed

Requester files notice and attached justifications.

02

2. Impact Analysis

Team completes cost and schedule assessment.

03

3. Decision Issued

Approver signs approval, rejection, or conditional amendment.

04

4. Update Records

Revise contract, schedule, and budget documents upon approval.

Common Mistakes to Avoid

  • Incomplete descriptions that omit affected deliverables and leave reviewers guessing about technical scope.
  • Missing cost backups or vendor quotes, which delays approval and invites rework requests.
  • Failing to route to required contract approvers, causing unauthorized work or payment disputes.
  • Using handwritten signatures without an audit trail when electronic consent is contractually required.

Risks and Consequences of Poorly Managed Change Notices

Contract Disputes: Increased claim risk and litigation exposure.
Cost Overruns: Unapproved work can create unrecoverable costs.
Schedule Delays: Uncoordinated changes cascade and extend completion dates.
Regulatory Noncompliance: Failure to retain required records can breach laws.
Tax Reporting Issues: Incorrect contractor payments may trigger IRC penalties.
Audit Failures: Missing audit trail undermines contract and financial audits.

Security and Compliance Considerations

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest.
Audit Trail: Timestamped logs with IP and action history required.
Access Controls: Role-based permissions and SSO recommended.
HIPAA Support: BAA required for protected health information workflows.
21 CFR Part 11: Controls for FDA-regulated records when applicable.
SOC and ISO: SOC 2 Type II and ISO 27001 available for assurance.
