What the Project Management Commencement Program Is

The Project Management Commencement Program is a structured initiation package used to formally launch projects. It consolidates governance elements — scope summary, roles and responsibilities, schedule baseline, acceptance criteria, budget authorization, and risk assumptions — into a single record that establishes the working contract between the project sponsor, project manager, and key stakeholders. The document creates an auditable start point for change control, invoicing triggers, and regulatory compliance where applicable, and it can be executed on paper or electronically to document mutual agreement.

Why a Commencement Program Matters for Projects

A clear commencement program reduces ambiguity at project start, aligns sponsors and delivery teams on scope and success criteria, and creates a documented baseline for risk allocation, payments, and delays. When executed and retained correctly it supports dispute resolution and auditability under applicable law, including ESIGN and UETA where electronic execution is used.

Why a Commencement Program Matters for Projects

Who Typically Completes the Commencement Program

Multiple stakeholders normally review and sign; routing order should mirror organizational approval authority to avoid rework.

  • Project Sponsor or Executive — signs to authorize budget and strategic alignment with the organization.
  • Project Manager — defines scope, milestones, required resources, and the communication plan for delivery.
  • Procurement / Contract Manager — verifies payment terms, vendor responsibilities, and contract clauses before execution.

Core Components to Include in a Professional Commencement Program

A complete package clearly states what will be delivered, who is responsible, how performance is measured, and how changes are handled; each element reduces legal and operational risk.

Scope Statement

Concise description of deliverables, inclusions, exclusions, and acceptance criteria tied to measurable outcomes and acceptance tests for project completion.

Roles & RACI

Named stakeholders, decision authorities, and a RACI matrix that explains who is Responsible, Accountable, Consulted, and Informed during each phase.

Baseline Schedule

High-level milestones and target dates with dependencies and a defined change-control process for schedule updates and rebaseline actions.

Budget Authorization

Approved budget line items, funding source, invoicing schedule, contingency allowances, and financial approval signatures.

Risk & Assumptions

Key initial risks, assumptions, and required mitigations with assigned owners and monitoring cadence for early-warning detection.

Signatures & Approvals

Designated signature blocks, effective date, governing law, and any notarization or witness fields required for enforceability or internal policy.

Key Milestones from Initiation to Execution

A sequential milestone view helps stakeholders track readiness and approval dependencies during project start.

01

Initiation

Sponsor approves and signs the commencement program.

02

Planning

Project manager finalizes detailed schedule and resource plan.

03

Approval

Legal and procurement clear terms; budget is authorized.

04

Execution

Teams mobilize and work begins under the baseline plan.

Common Preparation Mistakes to Avoid

  • Missing or inconsistent signatory names that cause delays in verification and may invalidate acceptance actions.
  • Undefined acceptance criteria that lead to disputes over whether deliverables meet contract requirements.
  • Incomplete budget or funding authorizations that prevent invoicing or stop work orders from being issued.
  • Poor routing order that requires re-signatures when an approver changes terms after later signers have executed.

Consequences of an Incorrect or Incomplete Commencement Program

Project Delay: Start dates postponed; mobilization postponed
Payment Hold: Invoices withheld until authorizations verified
Contract Dispute: Higher litigation risk and arbitration costs
Regulatory Finding: Noncompliance exposure where regulated
Audit Issues: Missing audit trail or signatures
Data Exposure: Improper storage can breach privacy rules
