What the Project Management Deferred List Is

A Project Management Deferred List is an internal project control record that tracks tasks, decisions, or deliverables postponed to a later date. Each entry documents the item description, reason for deferral, proposed reassessment date, owner, expected impact on schedule or budget, and approval status. The list helps teams preserve institutional memory, support change-control decisions, and provide a clear audit trail for stakeholders reviewing scope or schedule changes. It is typically used alongside status reports, risk registers, and change requests.

Why a Deferred List Matters for Project Control

Use a Project Management Deferred List to reduce confusion, centralize deferral rationale, and protect schedule integrity by assigning owners and review dates.

Why a Deferred List Matters for Project Control

Who Creates and Uses a Deferred List

Project managers, program offices, and PMO staff typically maintain the deferred list for active projects.

  • Project Managers — Maintain entries, assign owners, and schedule follow-ups.
  • PMO / Program Office — Consolidates lists across projects for portfolio-level oversight.
  • Sponsors & Stakeholders — Review impacts and approve deferral decisions.

Stakeholders, sponsors, and auditors consult the list during reviews, status meetings, and scope-change assessments.

Essential Components of a Professional Deferred List

A well-structured list makes deferral reasons and next steps explicit, enabling reliable follow-up and auditability.

Item ID

Unique reference code for cross-referencing tasks, change requests, or tickets in project systems.

Description

Concise statement of the work or decision deferred so reviewers immediately understand the item.

Reason

Clear rationale for deferral (risk, dependency, resource, cost) to justify timing and priority changes.

Impact Assessment

Short summary of schedule, budget, and scope effects to support risk and mitigation planning.

Owner & Review Date

Named responsible party and a MM/DD/YYYY reassessment date to ensure the item is revisited.

Approval

Record of approver name, role, and signature or electronic confirmation for traceability.

Step-by-Step: Creating and Maintaining a Deferred List

Follow this minimal workflow to record, approve, and revisit deferred items consistently.

  • 01
Record Item: Enter ID, description, reason, and immediate impact.
  • 02
Assign Owner: Designate responsible person and set a review date.
  • 03
Obtain Approval: Capture approver signature or electronic confirmation.
  • 04
Track and Reassess: Monitor status until closure or reinstatement.

Typical Routing and Submission Flow

Use a simple routing model so deferred items move predictably from discovery to resolution or archival.

  • Identify: Team documents deferral in project tool or form.
  • Notify: Automatic alert sent to owner and PMO.
  • Approve: Sponsor or change board approves deferral.
  • Schedule Review: Item assigned a reassessment date for follow-up.

How to Configure an Online Deferred List Workflow

Set up form fields, routing, and reminders to maintain consistency and reduce manual tracking overhead.

Field Configuration
Required Fields Make Item ID, Owner, Reason, and Review Date mandatory.
Routing Rules Auto-assign to owner and notify PMO on creation.
Reminders Schedule reminders 7 and 2 days before review date.
Archive Policy Automatically move closed items to an archive after 30 days.

Digital Sharing and eSubmission Options

Choose sharing channels and authentication levels that match your project sensitivity and audit needs.

  • File Formats: PDF, DOCX, or spreadsheet exports supported.
  • Integrations: Connectors for Salesforce, Microsoft 365, and Google Workspace.
  • Authentication: Email, SMS, or stronger methods available.

Timing Rules and Expected Processing Windows

Define clear timelines for when a deferral is reviewed, approved, and either closed or reinstated to avoid indefinite postponement.

Immediate Notification:

Owner and PMO should be notified within 24–48 hours of deferral.

Initial Review Window:

Conduct first reassessment within 30 days unless otherwise justified.

Sponsor Approval Deadline:

Escalate to sponsor if no decision within 14 days of reassessment.

Reinstatement Period:

If conditions change, reinstate item within the next scheduled sprint or 60 days.

Archive Date:

Move closed items to archive 30 days after closure.

Common Mistakes When Preparing a Deferred List

  • Vague descriptions that omit the scope of work, causing confusion at reassessment and increasing the risk of repeated deferrals.
  • Missing owners or indeterminate review dates, which allow items to linger and create schedule risk across sprints.
  • Failure to document impact estimates (time or cost), hindering objective prioritization and masking downstream budget effects.
  • Not capturing approver identity or signature, weakening auditability and making it difficult to enforce accountability later.

Risks and Consequences of Incorrect or Missing Entries

Scope Creep: Untracked deferrals increase uncontrolled changes.
Budget Overruns: Delayed items can trigger extra costs.
Audit Findings: Incomplete records raise compliance concerns.
Regulatory Exposure: Sensitive items mismanaged may violate rules.
Contract Breach: Missed obligations can lead to liability.
Lost Knowledge: Informal deferrals erode institutional memory.

Required Information and Security Controls

Encryption: TLS 1.2/1.3 in transit; AES-256 at rest.
Audit Trail: Timestamped log of actions and approvals.
Access Controls: Role-based access and SSO support.
HIPAA Support: BAA available when handling PHI.
ESIGN / UETA: Compliant electronic signature framework.
Data Retention: Configurable retention and export options.

Real-World Examples of Deferred Lists in Use

Organizations use deferred lists to streamline approvals and reduce in-person handoffs — here are two customer examples.

Brian Fitzgibbons, COO, Optica Ventures LLC

Optica used a structured deferred list to record postponed features and owners for cloud rollouts.

  • "The interface is simple and easy-to-use for our team; more importantly, it is just as easy for our customers."
  • This approach reduced rework and clarified prioritization, improving handoffs between product and engineering teams while preserving decision context for audits and sponsors.

Tim Martin, Founder, Martin Properties

Martin Properties recorded deferred lease items and tenant requests centrally.

  • "I can process and execute all of these documents online with 100% compliance and built-in security."
  • The centralized list shortened resolution cycles, ensured landlord approvals were captured, and allowed mobile signoffs to maintain project velocity across locations.
