What the Project Management Design Work Completion Is

The Project Management Design Work Completion documents the final delivery and acceptance of design-phase deliverables for a construction, engineering, or product development project. It records scope completed, acceptance criteria met, any outstanding items or punch lists, and the effective completion date. The form identifies the contracting parties, project reference, approvals, and signatures that confirm design milestones are accepted for transition to procurement, construction, or deployment. It serves both operational and contractual functions: closing the design phase, triggering payment or change-order workflows, and establishing the baseline for warranty and retention periods.

Why a Formal Completion Record Matters

A structured completion record reduces ambiguity about scope, confirms mutual acceptance, and creates an auditable milestone for payments, change orders, and handover. It limits disputes by documenting defects, accepted deviations, and agreed remedies in writing.

Why a Formal Completion Record Matters

Who Typically Prepares and Signs This Form

Project managers, design leads, owners' representatives, and contract administrators commonly prepare or complete the form to record design-phase handoff.

  • Owner representative — Confirms acceptance against project requirements and authorizes next-phase actions.
  • Design lead — Certifies that deliverables meet specifications and notes any agreed exceptions.
  • Contract administrator — Records contractual implications, pricing adjustments, and payment triggers.

The completed form is retained by contract parties and attached to project records for audit, invoicing, and warranty purposes.

Core Elements to Include for a Professional Completion Record

A complete document balances technical detail and clear contractual language so it is useful for operations, finance, and legal teams.

Project Identification

Project name, contract number, location, and scope summary to unambiguously tie the record to the project.

Deliverables List

Enumerate drawings, specifications, models, and reports delivered with version numbers and dates for traceability.

Acceptance Criteria

Reference specific tests, reviews, checklists, or sign-off conditions used to verify the design deliverables.

Exceptions / Punch List

List outstanding deficiencies, responsible party, agreed remediation dates, and any impact on schedule or cost.

Signatures & Dates

Signature blocks for design lead, client representative, and contract administrator with printed name, role, and date.

Attachments

Attach final drawings, test reports, correspondence, and a versioned deliverables index for the project file.

Step-by-Step: Completing the Design Work Completion

Follow these steps in order to create an auditable and enforceable completion record.

  • 01
Prepare package: Gather final drawings, specs, and test reports to attach.
  • 02
Populate form: Enter project ID, contract number, deliverables, and effective date.
  • 03
Document exceptions: List punch items with owners and remediation dates.
  • 04
Sign and distribute: Obtain signatures and distribute copies to stakeholders.

Where to Send or File the Completed Form

Route the signed record to the key project stakeholders and store it in the official project repository so it is discoverable during audits.

  • Owner/Client: Provide final signed copy for client acceptance and payment initiation.
  • Project Folder: Store in the document management system under the contract deliverables directory.
  • Procurement/Construction: Notify teams that design is closed and procurement or construction may proceed.
  • Finance: Send copy to accounts payable for payment release against contractual milestones.

Configure an Online Workflow for Digital Completion

Set up a simple digital workflow that captures attachments, signatures, and audit logs to reduce friction and create reliable records.

Field Configuration
Attachments Require PDF, DWG, or DOCX uploads
Signature Order Client last after design lead signs
Authentication Email plus SMS code for key approvers
Retention Auto-archive to project repository after signing

Digital Signing and Distribution Requirements

For reliable e-signing and recordkeeping, choose a platform that supports secure signatures, audit trails, and standard file formats.

  • File types: PDF, DOCX, DWG compatibility
  • Authentication: Email + optional SMS/KBA
  • Integrations: Connect to project repositories and ERP for automated routing

Ensure the chosen platform meets applicable compliance needs (e.g., HIPAA BAA for healthcare projects) and preserves a tamper-evident audit trail for each signed record.

Typical Timing and Deadlines to Track

Track milestone dates precisely; completion records often trigger payment, warranty, or procurement deadlines that carry contractual obligations.

Completion Date:

Sets start of warranty and any defect remedy windows

Payment Trigger:

Invoice submission timeline after acceptance

Punch List Deadline:

Date by which listed defects must be fixed

Retention Start:

Date retention clocks begin for recordkeeping

Dispute Window:

Period for raising acceptance disputes per contract

Key Milestones from Design Finalization to Handover

A sequential milestone view helps stakeholders know when responsibilities shift and what deliverables are due at each step.

01

Design Closeout

Deliver final design package and version index.

02

Client Review

Client reviews materials and logs any exceptions.

03

Acceptance Sign-off

Authorized signers execute completion document.

04

Handover & Archive

Transfer files to construction/procurement and archive record.

Common Preparation Mistakes to Avoid

  • Using ambiguous version references that leave deliverables unclear and trigger disputes.
  • Failing to document exceptions with owners and dates, which undermines enforceability.
  • Collecting signatures without verifying signer authority or identity, risking challenge later.
  • Storing the signed record in multiple uncontrolled locations that break auditability.

Risks and Contractual Consequences of an Incorrect Completion Record

Payment Delay: Missing or incorrect acceptance can withhold milestone payments.
Scope Dispute: Ambiguity may lead to change-order claims and delay resolution.
Warranty Exposure: Incorrect dates can alter warranty start and liability windows.
Regulatory Risk: Incomplete records impede compliance audits where applicable.
Increased Costs: Remediation and legal fees may rise when acceptance is unclear.
Contract Breach: Material errors could be treated as breach under the contract.

Essential Data Elements and Security Considerations
