What the Project Management Document Is and When It’s Used

A Project Management Document is a structured agreement that records project scope, deliverables, schedule, roles, responsibilities, budget, and acceptance criteria. It centralizes the decisions and signoffs that govern project execution and change control. Organizations use it to reduce ambiguity, align stakeholders, set measurable milestones, and create an auditable record for approvals. Although formats vary by industry, the core purpose is the same: provide a single source of truth for project governance and to document authorization for work to proceed under agreed terms.

Why a Clear Project Management Document Matters

A well-prepared Project Management Document clarifies responsibilities, reduces scope creep, documents approvals, and creates an enforceable record for disputes or audits under applicable law including ESIGN and UETA when executed electronically.

Why a Clear Project Management Document Matters

Who Typically Prepares and Signs This Document

Project managers, contracting officers, vendors, and legal teams typically prepare the document to establish project scope and responsibilities.

  • Internal project team leads and PMOs who need documented approvals and milestone tracking.
  • External vendors or subcontractors agreeing to deliverables, timelines, and payment terms.
  • Legal, procurement, or finance staff who verify contract language, payment terms, and compliance.

Distribution commonly includes stakeholders, finance, procurement, and any regulated parties such as healthcare compliance officers when PHI is involved.

Step-by-Step: Completing a Project Management Document

Follow these sequential steps to prepare, review, and finalize the Project Management Document for signature and recordkeeping.

  • 01
Draft: Populate project name, parties, scope, milestones, budget, and assumptions.
  • 02
Review: Circulate to legal, procurement, and finance for edits and compliance checks.
  • 03
Approve: Obtain sign-offs from authorized representatives with dates and titles.
  • 04
Archive: Store the executed document in a secure system with audit trail and access controls.

Typical Digital Workflow Settings for Online Completion

Configure these settings when using an e-signature platform to collect signatures and preserve audit data.

Field Configuration
Signer Order Sequential or parallel routing per approval needs
Authentication Email link, SMS code, or advanced signer ID
Reminders Automated email reminders and expiry settings
Audit Trail Capture IP, timestamp, and action log for each signer

Delivering and Signing the Document Electronically

Choose a platform that supports PDF/DOCX import, audit trails, and the authentication level required by your organization.

  • File formats: PDF, Word DOCX, and HTML accepted
  • Integrations: Salesforce, Microsoft 365, NetSuite, Box, Procore supported
  • Security: TLS in transit and AES-256 at rest

Ensure the platform can produce a tamper-evident signed file, preserves a detailed audit trail, and supports any required authentication or compliance options for regulated industries.

Typical Online Signing Flow

A standardized e-signing workflow reduces friction and ensures each step is auditable for compliance or dispute resolution.

  • Upload: Sender uploads the document to the signing platform
  • Prepare: Place signature, initial, and date fields where needed
  • Send: Send signer emails or generate secure signing links
  • Complete: Signers authenticate, sign, and receive final signed copy plus audit record
