What the Project Management Drive Thru Relocation Plan Is

The Project Management Drive Thru Relocation Plan is a structured operational document that coordinates moving a drive-thru facility from one site to another while minimizing service interruptions and regulatory exposure. It combines site selection criteria, permitting and inspection checklists, timeline milestones, vendor and subcontractor roles, stakeholder communications, traffic and safety controls, and contingency procedures into a single plan. The document is intended to be used by project managers, facilities teams, and compliance officers to align logistics, secure required approvals, and provide an auditable record of decisions and actions taken during the relocation.

Why a Formal Relocation Plan Matters

A written relocation plan reduces downtime, clarifies responsibilities, and creates an auditable record for regulatory review. It supports permit applications, helps control costs, and documents risk mitigation steps that protect operations and public safety.

Why a Formal Relocation Plan Matters

Teams and Roles That Commonly Use This Plan

Typical users span operations, construction, real estate, and regulatory compliance teams.

  • Project managers coordinating schedules, budgets, and vendors during relocation and commissioning.
  • Facilities and maintenance teams handling equipment removal, installation, and testing at both sites.
  • Real estate and permitting specialists preparing local applications and responding to municipal inspections.

The plan centralizes responsibilities so cross-functional teams can execute a time-sensitive move without unnecessary delay.

Who Signs and Approves the Plan

Project Manager

Typically the primary signer who accepts responsibility for execution, schedules, vendor contracts, and final acceptance testing; must ensure all attachments and permits are included.

Owner / Operations

Senior operations or site owner signs to acknowledge business continuity plans, budget approvals, and legal indemnities; their signature confirms readiness to reopen the relocated drive-thru.

Essential Sections to Include in the Relocation Plan

A complete plan breaks the relocation into clear, actionable sections that align stakeholders and simplify regulatory review.

Site Assessment

Document site surveys, zoning and setback constraints, ADA access, traffic flow modeling, and environmental screening required for municipal approval.

Permits & Approvals

List required local permits (building, electrical, plumbing, grading) with application owners and expected lead times for submission and inspection.

Schedule & Milestones

Provide a dated milestone plan covering closure, equipment decommission, transport, installation, testing, and soft reopening steps with owners.

Vendor & Procurement

Identify selected movers, contractors, temporary traffic control vendors, and procurement lead times for specialized equipment or custom canopies.

Safety & Traffic Control

Prescribe traffic staging, temporary signage, worker PPE, site fencing and customer routing to protect patrons and comply with local codes.

Contingency & Rollback

Define acceptance criteria, rollback triggers, alternate service plans, and communication protocols in case the relocated facility cannot open as scheduled.

Step-by-Step: Completing the Relocation Plan

Follow these core steps in order to create an actionable, auditable relocation plan.

  • 01
Assemble team: Identify stakeholders and assign responsibility for permits, logistics, and communications.
  • 02
Survey sites: Complete site assessments and capture measurements, utilities, and traffic impacts.
  • 03
Prepare schedule: Build a milestone schedule with critical-path items and inspection windows.
  • 04
Obtain signatures: Collect approvals and signatures from owners, contractors, and safety officers.

How the Relocation Plan Flows Operationally

The plan supports a linear operational process from planning through post-move verification.

  • Draft: Create initial plan and attach surveys and vendor quotes.
  • Review: Circulate to permits, operations, and safety for comments.
  • Approve: Obtain required signatures and finalize permit submissions.
  • Execute: Coordinate move, inspections, and final acceptance testing.

Safety Violations: Fines or stop-work
Utility Damage: Repair liability
Traffic Incidents: Civil exposure
Data Loss: Compliance breach

Common Preparation Mistakes to Avoid

  • Failing to confirm local zoning setbacks can result in rejected permit applications and costly redesigns.
  • Not aligning contractor schedules with inspection windows often forces costly temporary closures or re-inspections.
  • Inadequate traffic control planning can create safety hazards and attract regulatory enforcement from local authorities.
  • Using ambiguous acceptance criteria or unsigned checklists creates disputes over whether the relocation met operational standards.

Typical Deadlines and Timing Expectations

Expect permit lead times and contractor availability to drive the earliest feasible relocation date.

Permit Submission:

Allow 2–8 weeks depending on municipality

Utility Coordination:

Schedule 2–6 weeks for disconnect/reconnect

Major Equipment Deliveries:

Lead times 3–10 weeks for specialized units

Inspection Availability:

Reserve inspection windows at least 7–14 days ahead
