What the Project Management Elevator STA Is and when it’s used

The Project Management Elevator STA is a standardized Site Task Authorization used to document approval, scope, and safety requirements for elevator-related work within a project management workflow. It records the parties responsible, work description, scheduled start and end dates, required access instructions, and defined safety controls. The form establishes traceable authorization for vendors, contractors, maintenance teams, and facilities staff, and is designed to be attached to project schedules, permits, and safety plans to reduce ambiguity during handoffs and on-site execution.

Why a clear STA improves project outcomes

A concise Project Management Elevator STA centralizes authority, captures required safety measures, and documents scheduling constraints so work proceeds with fewer delays, clearer accountability, and an auditable record for compliance and post-work review.

Why a clear STA improves project outcomes

Which roles commonly complete or sign this STA

Typical signers and preparers vary by project but share responsibility for scope, safety, and schedule.

  • Project managers and construction managers who own scope, schedule, and site approvals and coordinate contractors and inspections.
  • Facilities managers and building owners who confirm access permissions, site rules, and operational constraints for elevator work.
  • Contractor supervisors and elevator technicians who accept scope, acknowledge safety controls, and confirm readiness for work.

Core sections every professional Project Management Elevator STA should include

A well-structured STA groups authorization, scope, risk controls, scheduling, approvals, and attachments so reviewers can find critical information quickly.

Authorization

Names and signatures of the authorizing manager, contractor acceptance, and effective date to establish who may proceed and when.

Scope of Work

Concise description of tasks, limits of work area, specific elevator components affected, and any exclusion items to avoid scope creep.

Safety Controls

Required lockout/tagout, hoistway protections, occupant notification, and PPE needs; reference to site safety plan and emergency contacts.

Schedule

Planned start and finish dates, shift windows, access hours, and contingency windows for inspections or delays.

Attachments

Reference drawings, permits, inspection reports, vendor procedures, and equipment data sheets that substantiate the authorization.

Approvals

Signatures, printed names, titles, and timestamps for each required approver including the project manager and the contractor representative.

Step-by-step: completing and issuing the STA

Follow a predictable sequence from preparation through approval and distribution to reduce rework and ensure safety compliance.

  • 01
Prepare: Populate fields with project data and attach supporting documents.
  • 02
Review: Have safety and technical leads verify required controls and scope.
  • 03
Authorize: Obtain signatures from the project manager and contractor representative.
  • 04
Distribute: Send final STA to on-site teams, security, and the facilities contact.

Typical approval and execution flow for an elevator STA

A clear linear workflow keeps approvals traceable and links the STA to site execution and inspection steps.

  • Submit: Sender uploads STA and supporting files to the project repository.
  • Review: Technical and safety reviewers confirm controls and sign off or request edits.
  • Authorize: Project manager provides final authorization and records effective date.
  • Execute: Contractor performs work and records completion details and inspection results.

Configuring an online STA workflow

Map each workflow step to a responsible role and an automated notification so routing and accountability are consistent.

Field Configuration
Initiator Project Manager creates and submits STA
Reviewer Safety lead reviews and approves or requests changes
Approver Facilities or owner signs to permit work
Completion Recorder Contractor uploads completion report and inspection certificate

Technical considerations for eSubmission and ongoing access

Choose a platform that supports standard file types, audit trails, and role-based access to protect records and simplify retrieval.

  • File formats: PDF, DOCX, and image attachments supported
  • Integrations: Works with Microsoft 365, Google Workspace, NetSuite
  • Authentication: Email, SMS code, or stronger 2FA options

Ensure storage meets your retention policy, supports export to common formats, and preserves an audit trail for each signed STA.

Common timing milestones when issuing a Project Management Elevator STA

Identify and record target dates to align site scheduling, inspections, and trade coordination with the STA.

Submission Deadline:

Submit STA at least 72 hours before planned work to allow review and permits.

Review Turnaround:

Allow 24–48 hours for safety and technical review for non-emergency tasks.

Approval Lead Time:

Expect final authorization within 48–72 hours after all documents are received.

Work Window:

Record scheduled start and end times and any noise or access restrictions.

Completion Report:

Require completion and inspection records within 24–72 hours after work finishes.

Key milestones from request to closeout

Track these numbered stages so the STA lifecycle is auditable from request through final inspection and record retention.

01

1. Request Received

Initiator files STA with project and attaches vendor scopes.

02

2. Safety Review

Safety lead confirms controls and approves mitigation steps.

03

3. Authorization

Project manager signs and issues access authorization.

04

4. Completion & Closeout

Contractor submits completion report and inspector records.

Common mistakes to avoid when preparing the STA

  • Incomplete access instructions that lead to on-site delays, rework, and missed windows for inspections.
  • Vague scope descriptions that allow unapproved work or create disputes over change orders and billing.
  • Missing safety controls or failure to reference lockout/tagout procedures, increasing the risk of incidents.
  • Incorrect or inconsistent project names and codes that prevent linkage to schedules and cost tracking systems.

Risks and compliance consequences of an incorrect or incomplete STA

Schedule Delays: Unclear authorization causes work stoppages and extended project timelines
Safety Incidents: Missing controls increase accident risk and potential OSHA scrutiny
Contract Disputes: Ambiguous scope leads to claims, change orders, and increased costs
Permit Violations: Work performed without proper approval can result in fines or forced remediation
Recordkeeping Failures: Insufficient documentation complicates audits and liability determinations
Payment Delays: Unsigned or mismatched approvals can delay contractor invoicing and payments
