What the Project Management Evaluation Procedure Is

The Project Management Evaluation Procedure is a standard document and workflow used to record, assess, and approve project performance at defined milestones. It captures project scope, deliverable status, risk and issue logs, stakeholder feedback, schedule adherence, budget variance, and recommended corrective actions. Organizations use the procedure to create an auditable record of evaluation findings, decisions, and approval signatures so that project governance, audit, and knowledge-transfer requirements are satisfied across teams and external reviewers.

Why a Formal Evaluation Procedure Matters

A documented evaluation procedure ensures consistent assessments, reduces disputes, and creates a single source of truth for project decisions. It supports governance, post-project reviews, and regulatory or contractual evidence needs while improving traceability of who approved which actions and when.

Why a Formal Evaluation Procedure Matters

Who Typically Completes This Procedure

Project managers or assigned project analysts usually prepare the evaluation; stakeholders and approvers review and sign.

  • Project Manager — Prepares the evaluation, documents variances, and proposes corrective actions for approval.
  • Sponsor / Steering Committee — Reviews findings and authorizes major scope or budget changes in writing.
  • Functional Leads — Provide technical validation and confirm that corrective actions are feasible and resourced.

Use role-based routing so each approver receives the evaluation in the correct sequence and an audit trail is retained.

How to Complete the Evaluation Step by Step

Follow these steps in order to prepare, route, and archive the evaluation systematically.

  • 01
Gather Records: Collect schedule, budget, change logs, and test reports before drafting.
  • 02
Draft Evaluation: Summarize status, issues, root causes, and recommended actions.
  • 03
Route for Review: Send to functional leads and stakeholders in role-based order.
  • 04
Obtain Authorizations: Get required signatures and archive the completed record.

Typical eSubmission and Approval Flow

A standard electronic workflow reduces turnaround while capturing an audit trail of actions and approvals.

  • Upload Document: Attach the filled evaluation form to the workflow package.
  • Place Fields: Add signature, date, and approval checkboxes on the form.
  • Assign Signers: Enter approver emails and define signing order if required.
  • Send and Track: Send invites, monitor completion, and store the completed PDF and audit trail.

Typical Digital Workflow Configuration

Configure these settings to match your approval and security requirements before sending.

Field Configuration
Authentication Email link, SMS code, or stronger KBA where required
Signing Order Sequential or parallel routing based on roles
Audit Trail Enable IP, timestamp, and action logs
Retention Policy Auto-archive to secure storage with retention tags

Platform and File Requirements

Ensure the chosen eSignature platform supports required integrations and security controls.

  • File Formats: PDF, DOCX supported
  • Integrations: CRM, ERP, cloud storage
  • Security: Encryption and detailed audit logs

Essential Elements of a Professional Evaluation Procedure

A complete procedure combines clear structure, required fields, controlled routing, and compliance-ready records to support governance and audits.

Scope

A clear description of what the evaluation covers, including project phases, deliverables, and excluded items for consistent interpretation.

Metrics

Quantitative measures such as schedule variance, cost variance, earned value, and quality indicators tied to the project baseline.

Risk Log

Documented risks, likelihood, impact, mitigation plans, and owners so issues are tracked and reassessed.

Decision Log

Recorded approvals and scope changes with dates and authorizing parties to support later audits and claims.

Signatures

Designated signature blocks for preparer, technical reviewers, sponsor, and quality assurance with dates and roles.

Archive Controls

Retention, access, and retrieval instructions to keep the evaluation discoverable for audits and lessons learned.

Security and Compliance Checklist

Encryption: TLS 1.2/1.3 in transit
Data at rest: AES-256 encryption
Audit trail: IP, timestamp, action log
HIPAA: BAA required for PHI
ESIGN / UETA: Legal recognition for e-signatures
SOC 2 / ISO: Independent security certifications

Key Risks of an Incorrect Evaluation

Governance Gap: Unapproved changes may be vulnerable to dispute
Audit Findings: Missing records can trigger compliance exceptions
Contract Liability: Unauthorized scope changes can create financial risk
Data Integrity: Incomplete audit trails may reduce evidentiary value
Regulatory Exposure: HIPAA or industry rule breaches can incur penalties
Operational Delay: Rework of approvals extends project timelines

Common Preparation Mistakes to Avoid

  • Using informal notes instead of the standardized evaluation form causes inconsistency across projects.
  • Missing signatory fields or incorrect signer order delays final approval and archival.
  • Not capturing version history leads to confusion about which evaluation was authorized.
  • Attaching incomplete supporting documents prevents reviewers from verifying findings efficiently.

Typical Timelines and Processing Expectations

Set clear deadlines for each step and communicate expected review times to avoid bottlenecks.

Submission Deadline:

Evaluator submits within 5 business days after the milestone completes

Reviewer Response:

Functional reviewers provide comments within 3 business days

Sponsor Decision:

Sponsor signs or rejects within 5 business days

Appeal Window:

Parties may request reconsideration within 10 business days

Archival:

Completed evaluation archived within 2 business days of final signature

Key Milestones and Processing Stages

Track these milestones sequentially to monitor progress from draft to archived record.
