What the Project Management Framing Template Is

The Project Management Framing Template is a structured planning document used at project initiation to record purpose, scope, objectives, key stakeholders, constraints, assumptions, and success criteria. It sets a single source of truth for baseline decisions, clarifies responsibilities, and summarizes deliverables, schedule, budget estimates, and major risks to guide planning and governance.

Why a Formal Framing Template Matters

A clear framing document aligns sponsors and teams, reduces ambiguity, speeds decision making, and establishes measurable success criteria. It limits scope creep, provides a defensible baseline for change control, and documents assumptions that affect cost, schedule, and risk exposure.

Why a Formal Framing Template Matters

Who Typically Prepares and Uses This Template

The template is designed for project leaders and governance stakeholders who must define scope and approve initial plans before detailed planning begins.

  • Project Manager — Prepares the framing content, consolidates inputs, and updates the template for approvals and handoff.
  • Project Sponsor / Steering Committee — Reviews high-level objectives, approves budget and scope, and confirms strategic alignment.
  • PMO / Portfolio Office — Uses the template for intake, scoring, prioritization, and to ensure consistent documentation across projects.

Use the document as the authoritative record for initiation decisions and for any later dispute or audit of initial assumptions.

Core Components to Include in a Professional Framing Template

A complete framing template contains standard sections so reviewers can find critical information quickly and compare projects consistently.

Scope Statement

Define what is in scope and out of scope in measurable terms so team and stakeholders share the same boundaries for deliverables.

Objectives

List specific, measurable objectives tied to business outcomes and KPIs so approval decisions can be evaluated against expected benefits.

Deliverables

Enumerate major deliverables, acceptance criteria, and owners to prevent ambiguity during execution and acceptance testing.

Stakeholders

Identify sponsor, decision makers, key stakeholders, and their roles for escalation, approvals, and communication responsibilities.

Constraints & Assumptions

Document schedule, budget, resource constraints, and assumptions that materially affect planning and risk assessments.

Success Criteria

Provide objective measures for program success, including timelines, quality metrics, and financial targets to guide validation at closeout.

Required Information and Key Data Elements

Project Title: Official project name
Effective Date: MM/DD/YYYY start date
Sponsor: Primary approving executive
Estimated Budget: High-level cost estimate
Primary Stakeholders: Names and roles
Approval Signatures: Authorized signatories

Step-by-Step: How to Complete the Framing Template

Follow these sequential steps to prepare a usable framing document that can be reviewed, approved, and baseline-controlled.

  • 01
Gather Inputs: Collect charter, business case, and stakeholder expectations.
  • 02
Draft Sections: Populate scope, objectives, deliverables, and constraints.
  • 03
Review with Sponsor: Confirm objectives, budget, and risks with authorizing sponsor.
  • 04
Approve & Baseline: Obtain formal signoff and record the baseline version.

How to Configure an Online Approval Workflow

Set up routing and controls before distribution to ensure signed, traceable approvals and version history.

Field Configuration
Access Control Role-based approver groups with read/write limits
Routing Order Sequential or parallel signers as required
Conditional Fields Show/hide fields based on earlier responses
Notifications Email and SMS reminders to pending signers

Where to File, Send, and Archive the Completed Template

Define destination systems and distribution lists so approved templates are discoverable and auditable.

  • PMO Repository: Store final PDF in the project folder for governance
  • Sponsor & Stakeholders: Email signed copy or provide secure link
  • Contracting / Legal: Send copies if template triggers contractual terms
  • Records Management: Archive according to retention policy and legal hold

Technical Requirements for Digital Completion and Sharing

Choose a platform that supports required file formats, signer authentication, and audit trails before distribution.

  • File Formats: PDF, DOCX supported
  • Integrations: Salesforce, Microsoft 365, Google Workspace
  • Authentication: Email, SMS, or advanced methods

Ensure retention, encryption, and access controls meet internal policy and any applicable regulatory obligations.

Key Milestones and Processing Stages

Track major milestones from initiation through closeout so governance checkpoints are visible and actionable.

01

Initiation

Sponsor approval and baseline signoff recorded

02

Planning

Detailed schedule and resource plan finalized

03

Execution

Deliverables produced and progress monitored

04

Closeout

Acceptance, documentation, and lessons learned captured

Common Timeframes and Deadlines to Record

Include target dates and review windows to reduce ambiguity and support compliance or audit requirements.

Kickoff Date:

Date for project start and team onboarding

Baseline Approval Due:

Sponsor signoff deadline for scope and budget

Milestone Reviews:

Periodic checkpoints for progress and risk re-evaluation

Change Request Window:

Defined period for submitting scope changes

Project Closeout:

Target date for final acceptance and archival

Common Mistakes When Preparing the Template

  • Vague scope language that omits exclusions, creating later disputes over what the project must deliver.
  • Missing or informal sign-off which leaves the project without an enforceable baseline for change control.
  • Understated risks or unrecorded assumptions that later cause schedule or budget overruns.
  • Failure to identify decision owners and escalation paths, leading to approval delays and stalled execution.

Penalties and Risks of an Incorrect or Incomplete Template

Contract Disputes: May trigger claims
Regulatory Noncompliance: Industry fines possible
Data Exposure: Privacy breach risk
Budget Overrun: Unfunded cost increases
Schedule Delays: Missed milestones
Invalid Signoff: Authority challenges

Real-World Examples of Template Use

Organizations of varying sizes use framing templates to accelerate approvals and maintain consistent governance across projects.

Martin Properties — Tim Martin

Tim Martin used the template to centralize approvals and shift to online execution for leasing projects.

  • He cited full mobile and offline signing support.
  • The standardized framing reduced turnaround time and ensured consistent compliance across property transactions.

Fertility Centers of Illinois — John Butler

John Butler adopted the template to unify intake and approval steps across clinics.

  • The team emphasized secure, auditable signatures for clinical consent.
  • Using a consistent framing document improved audit readiness and reduced administrative rework for patient forms.

Practical Tips for Accurate and Efficient Completion

Follow these practical steps to reduce rework and improve governance outcomes when preparing the template.

Standardize Versions
Keep a single master template under version control and record changes to preserve an audit trail.
Use Clear Definitions
Define terms and acronyms in a glossary to avoid misinterpretation by cross-functional teams.
Capture Assumptions
Document assumptions explicitly so future variance analysis and change control has a reference point.
Record Approvals
Use signed records with timestamps and signer identity to support audits and dispute resolution.
