What the Project Management General Arrangement Is

A Project Management General Arrangement is a consolidated project-level document that maps responsibilities, physical layouts, major deliverables, and high-level schedules for a construction or engineering project. It combines role assignments, milestone sequencing, stakeholder contacts, and referenced drawings so teams and contractors share a single source of truth for coordination, change control, and site logistics throughout execution.

Why a General Arrangement Matters for Project Delivery

A well-prepared Project Management General Arrangement reduces ambiguity between stakeholders, clarifies who is accountable for deliverables, and supports timely decision making; it also provides a reference for audits and claims while aligning workflows with contractual obligations and regulatory rules.

Why a General Arrangement Matters for Project Delivery

Core Components to Include in a Professional General Arrangement

These six elements form the backbone of a Project Management General Arrangement and help translate contract terms into execution-ready tasks and controls.

Project Identity

Project name, unique project ID, client and contractor legal names, and primary contact details for coordination and contract reference.

Scope Summary

Concise description of included works, exclusions, and interfaces with adjacent contracts to prevent scope overlap and disputes during execution.

Roles & Responsibilities

RACI-style assignments for project manager, design lead, construction lead, QA/QC, safety officer, and subcontractor points of contact.

High-Level Schedule

Major milestones, key delivery windows, critical path constraints, and float allowances to align procurement and resource plans.

Site Layout & Logistics

General arrangement drawings, temporary works, access routes, laydown areas, and interfaces that affect sequencing and safety.

Change Control

Reference to the change order process, approval thresholds, notification channels, and documentation requirements for scope or schedule changes.

Essential Fields to Capture

Project Title: Official project name
Project ID: Unique contract identifier
Primary Parties: Client and contractor legal names
Effective Date: Agreement start date
Signatory Authority: Name and role of authorized signer
Reference Drawings: Key drawing numbers and revisions

Digital Signing and Distribution Requirements

Use a platform that supports secure signatures, audit trails, and the document formats used on your project.

  • File formats: PDF, DOCX supported
  • Integrations: CRM and storage connectors
  • Security: TLS and AES encryption

Confirm your chosen solution supports role-based access, retention controls, and the authentication level required by your contract and regulators.

Typical eSubmission Flow for the General Arrangement

  • Upload document: Sender uploads final draft.
  • Place fields: Add signature and date fields.
  • Authorize signers: Enter signers and order.
  • Complete audit: Signed PDF and certificate delivered.

Key Timeline Dates to Track

Project Milestones — Sequential Processing Stages

A sequential milestone view helps teams visualize approvals and handoffs during project mobilization and execution.

01

Stage One: Preparation

Compile contract documents and initial layout for review.

02

Stage Two: Review

Internal technical and commercial review with stakeholders.

03

Stage Three: Approval

Authorized signatories execute the General Arrangement.

04

Stage Four: Distribution

Distribute signed documents to project teams and archive.

Common Mistakes to Avoid

  • Failing to use the contract legal name for a party, which can create ambiguity and delay invoicing or enforcement.
  • Omitting referenced drawing revision numbers, leading to scope disputes and rework on site when mismatched versions are used.
  • Using informal signatory authority without documented delegation, which can invalidate approvals and widen claim exposure.
  • Not preserving an audit trail or final signed PDF, complicating claim defense and regulatory inspections.

Risks and Contractual Consequences of Errors

Schedule Delays: Can trigger liquidated damages
Cost Overruns: Owner may deny change orders
Noncompliance: Regulatory fines possible
Claims Exposure: Increased arbitration or litigation risk
Payment Withhold: Progress payments may be withheld
Record Deficiencies: Compromised audit defense
