What the Project Management Method Statement Is and When It’s Used

A Project Management Method Statement is a formal document that records how a specific project task or phase will be executed, controlled, and monitored. It describes scope, resources, responsibilities, safety controls, key processes, interfaces with other activities, and measurable acceptance criteria. Prepared by the project manager or designated lead, the statement supports regulatory compliance, contractor coordination, and client assurance by documenting methods, risk controls, quality checkpoints, and required approvals before work begins.

Why a Method Statement Matters for Project Delivery and Compliance

A clear method statement reduces ambiguity about how work will be performed, assigns accountability, and documents controls that protect safety, budget, and schedule. It creates an auditable record for stakeholders and regulators and helps resolve disputes by showing the planned approach and approvals.

Why a Method Statement Matters for Project Delivery and Compliance

Who Prepares and Relies on a Project Management Method Statement

Distribution typically follows established approval workflows so each party retains a signed copy for project records and future reference.

  • Project managers and site leads responsible for daily execution and coordination across teams and subcontractors.
  • Health, safety, and environmental (HSE) staff who verify controls and regulatory compliance on site.
  • Clients, contract administrators, and inspectors who require documented methods as part of contract deliverables.

Essential Sections to Include in a Professional Method Statement

A complete method statement groups technical, safety, quality, and administrative information so reviewers can quickly assess readiness and controls.

Scope & Deliverables

Define the exact tasks, excluded items, deliverables, and acceptance criteria so there is no ambiguity about what will be performed.

Roles & Responsibilities

List names, titles, and specific duties for on‑site personnel, supervisors, subcontractors, and client liaisons who have approval or oversight responsibilities.

Work Procedures

Describe step‑by‑step methods, sequence of operations, equipment, and key control points required to complete tasks safely and to standard.

Risk Assessment

Identify hazards, likelihood and consequence, and specific mitigation measures such as PPE, isolation, permits, and monitoring requirements.

Quality Control

Set inspection points, testing criteria, tolerances, and hold points that determine when work may proceed or must be corrected.

Communication Plan

Specify reporting lines, daily briefings, emergency contacts, and how changes or nonconformances are escalated and recorded.

Required Fields and Core Data Elements

Project Title: Official project name
Client / Owner: Contracting party name
Location: Site address or coordinates
Start and End Dates: MM/DD/YYYY range
Project Manager: Name and contact
Signatures: Authorizing parties

Step‑by‑Step: Preparing a Method Statement

Follow a compact workflow to create, review, and record the method statement so it is actionable and auditable.

  • 01
Gather Inputs: Collect contract scope, permits, drawings, and standards.
  • 02
Draft Procedures: Write stepwise methods, equipment lists, and safety controls.
  • 03
Risk Review: Perform hazard analysis and document mitigations.
  • 04
Approve & Sign: Obtain authorised signatures and distribute signed copies.

How to Configure an Online Workflow for the Method Statement

Set simple, repeatable workflow steps when converting a method statement into an e‑form and routing it for approvals.

Field Configuration
Authentication Email + optional SMS code or stronger MFA
Conditional Fields Show controls only for selected work types
Templates Saved baseline statements for repeatable tasks
Notifications Email alerts for pending approvals

Where to Send, File, or Submit a Completed Statement

Identify the logical destinations for the final signed method statement so continuity and compliance are preserved.

  • Contract Repository: Attach to the contract management system or shared project folder
  • Client Archive: Provide the client representative with a signed copy
  • Site Records: Keep one copy at site for inspectors and supervisors
  • Compliance Audit File: Archive in the project compliance or HSE system

Distribution and Digital Signing Requirements

Use platforms that produce tamper‑evident signed documents and retain a complete audit trail (timestamps, IP, signer identity). Integrations with project systems and cloud storage speed distribution and reduce manual filing while preserving a defensible record for audits and disputes.

  • File Formats: PDF and DOCX are standard for signed copies
  • Integrations: Connectors for project and cloud systems
  • Authentication: Email, SMS, or stronger signer verification

Typical Timelines and Approval Deadlines

Define deadlines for drafting, internal review, client approval, regulatory submission, and implementation so the project schedule reflects compliance tasks.

Draft Completion:

Draft ready at least 10 business days before mobilization

Internal Review:

Safety and quality review within 3–5 business days

Client Approval:

Client signoff typically required 5 business days before start

Permit Submission:

Submit method to authorities per permit schedules

Record Filing:

Signed copy archived immediately upon approval

Common Mistakes to Avoid

  • Vague scope language that leaves execution open to interpretation, increasing dispute risk.
  • Omitting specific risk controls or PPE requirements, which can expose the project to incidents or penalties.
  • Failing to name responsible individuals and contact details, causing delays in approvals and responses.
  • Using inconsistent versions without version control, producing conflicting instructions on site and audit problems.

Principal Risks and Legal Consequences of an Incorrect Statement

Contract Dispute: May lead to claims or delay
Safety Incident: Regulatory fines and civil liability
Permit Refusal: Work stoppage or rework
Insurance Denial: Coverage disputes for noncompliance
Audit Findings: Remediation costs and penalties
Loss of Evidence: Weakens defense in claims

Supporting Documents and Download Options

Method statements are most useful when paired with supporting exhibits and saved in accessible formats for review and archive.

Export Formats

Provide signed copies as PDF and DOCX for compatibility with contract systems and long‑term archiving; PDF/A recommended for preservation.

Supporting Attachments

Include drawings, permits, equipment certificates, and test reports as numbered exhibits linked to the statement for cross-reference.

Version Control

Maintain a version log with timestamps and signatory names so reviewers can trace changes and enforce the current live procedure.

Audit Trail

Keep an immutable audit trail (timestamps, IP, signer details) to support regulatory review and contractual disputes.
