What the Project Management Parking Garage Agreement Covers

A Project Management Parking Garage Agreement is a formal contract that defines responsibilities, deliverables, schedule, budget, safety obligations, and acceptance criteria for building or rehabilitating a parking garage. It allocates risk among owner, contractor, design team, and specialty subcontractors; documents insurance, bonding, lien waiver, and permitting requirements; and establishes invoicing, change order, and punch-list procedures to move the project from planning through turnover and warranty. The agreement may be used for new construction, structural retrofit, or phased rehabilitation and typically attaches construction drawings, specifications, and a project schedule as exhibits.

Why a Clear Agreement Matters for Garage Projects

A focused agreement reduces ambiguity about scope, schedule, cost, and safety, lowering dispute risk and improving coordination among owners, general contractors, and trade partners. Clear acceptance criteria, payment milestones, and change-order procedures help preserve cash flow and create objective triggers for occupancy and warranty start dates.

Why a Clear Agreement Matters for Garage Projects

Who Typically Prepares and Signs This Agreement

Final signatures are often executed by authorized corporate officers or delegated project managers with explicit authority to bind each party.

  • Owners and developers — define scope, budget limits, insurance, and permit responsibilities in clear contractual terms.
  • General contractors — confirm schedule, subcontractor flow-down terms, and site safety obligations before mobilization.
  • Design and engineering firms — attach drawings and performance specs and accept design-related responsibilities and correction timelines.

Common Mistakes to Avoid When Preparing the Agreement

  • Vague scope descriptions that omit performance metrics, leading to disputes over incomplete or out-of-spec work and time-consuming change orders.
  • Missing or inconsistent signatory authority where individuals sign without corporate delegation, creating enforceability problems for payments and claims.
  • Failing to attach critical exhibits such as drawings, permit conditions, and schedule baseline, which prevents objective verification of completion.
  • Not specifying lien waiver timing, retainage release conditions, or document submittal sequences, causing payment holdbacks and contractor cashflow issues.

Consequences of an Incorrect or Incomplete Agreement

Payment Delays: Invoice disputes or withheld payments
Liability Exposure: Undefined indemnities increase risk
Permit Denials: Missing approvals delay work
Lien Claims: Contractor may record mechanics lien
Change Order Cost: Unclear change process inflates costs
Schedule Overruns: No time-extension rules cause disputes
