What the Project Management Project Request Is

A Project Management Project Request is a standardized internal document used to propose, describe, and obtain approval for a new project, change initiative, or work package. It records the requestor, summary scope, business justification, preliminary budget, estimated timeline, and key stakeholders so decision makers can evaluate priorities and resource needs. The form creates a single source of truth for intake, enabling consistent triage, scoring, and routing to sponsors, portfolio offices, or procurement teams prior to formal chartering or contracting.

Why a Clear Project Request Matters

A concise Project Management Project Request improves approval speed, reduces rework, and creates accountability by documenting scope, value, and required resources up front. Clear requests support consistent prioritization across portfolios and provide an auditable trail for budget and governance decisions.

Why a Clear Project Request Matters

Who Typically Completes and Reviews a Project Request

Project requests are completed by business stakeholders and routed to project managers, portfolio managers, procurement, and sponsors for review.

Essential Sections in a Professional Project Request

A complete Project Management Project Request combines descriptive, financial, and governance information so reviewers have the context needed to approve or reject the initiative.

Project Title

A concise name that uniquely identifies the initiative and appears on all related records and tracking systems.

Business Justification

Clear statement of the problem, expected benefits, and how the project supports strategic objectives or regulatory requirements.

Scope Summary

High-level description of deliverables, boundaries, and in-scope versus out-of-scope items to reduce ambiguity during intake.

Estimated Budget

Preliminary cost estimate with cost categories (labor, hardware, software, third-party services) and any known constraints.

Timeline Overview

Target start and end dates, major milestones, and any hard deadlines driven by external obligations.

Approvals & Stakeholders

Named approvers, requestor contact, impacted departments, and escalation contacts for governance and procurement routing.

Step-by-Step: Completing and Routing the Request

Follow these four steps to prepare, submit, and track a Project Management Project Request so it progresses efficiently through governance gates.

  • 01
Draft the Request: Complete all required fields and attach supporting estimates and documents.
  • 02
Internal Validation: PMO or technical reviewer checks feasibility and completeness before routing.
  • 03
Approval Routing: Send to named approvers in sequence or parallel per governance rules.
  • 04
Record Outcome: Log approval or rejection with rationale and update the intake tracking system.

How to Configure an Online Request Workflow

Set up a digital intake workflow with field validation, conditional routing, and attachments to reduce manual handoffs.

Field Configuration
Required Fields Mark title, requestor, cost, and dates as mandatory
Conditional Routing Route to sponsor if cost exceeds threshold
Attachments Allow PDFs, DOCX, and spreadsheet budget files
Notifications Email or Teams alerts for pending approvals

Typical Routing: From Request to Decision

A standard routing flow ensures each stakeholder receives the request at the right time and retains an audit trail of actions.

  • Submission: Requestor submits completed form with attachments
  • PMO Review: PMO verifies scope and readiness
  • Sponsor Approval: Budget owner confirms funding and priority
  • Procurement / Contracts: Procurement evaluates vendor needs if required

Distribution and eSubmission Options

Choose delivery channels and authentication suitable for your governance and security requirements.

  • Email Links: Send a secure signing link to approvers
  • Integration: Connect to systems like Salesforce, NetSuite, or Microsoft 365
  • In-Person: Support kiosk or on-device signing when face-to-face is required

Common Intake Mistakes to Avoid

  • Missing budget detail — leads to rejection or rework and slows approvals.
  • Vague scope descriptions — cause scope creep and inaccurate resource estimates.
  • Incorrect dates or formats — create scheduling conflicts and processing delays.
  • Failing to attach estimates or approvals — results in manual follow-up and audit gaps.

Risks from Incomplete or Incorrect Requests

Budget Overruns: Understated costs lead to unplanned spend and require emergency approvals
Scheduling Delays: Missing timeline constraints push out dependent work and increase costs
Regulatory Exposure: In healthcare, missing privacy provisions can create HIPAA compliance risks
Contractual Errors: Incorrect signatory information can invalidate procurement documents
Audit Findings: Incomplete intake records can trigger internal audit exceptions
Stakeholder Friction: Poorly defined requests reduce confidence and increase review cycles

Typical Timelines and Response Expectations

Set realistic response windows and milestone dates to keep requests progressing and to meet downstream procurement or deployment deadlines.

Initial Review Window:

2–5 business days for PMO completeness check

Sponsor Decision:

5–10 business days depending on budget impact

Procurement Evaluation:

10–30 business days for vendor sourcing and contracts

Authorization to Proceed:

Date recorded upon final approval and funding confirmation

Escalation SLA:

Escalate unresolved requests after 10 business days
