Overview of the Project Management Service Procedure

The Project Management Service Procedure is a written, standardized document that defines how project management services are requested, accepted, executed, monitored, and closed. It sets roles, deliverables, acceptance criteria, timelines, and escalation paths for project teams and clients, and it records approvals, scope changes, and payment terms. Organizations use this procedure to reduce ambiguity, ensure consistent handoffs between teams, and document obligations for audits and compliance. The procedure can be executed in hard copy or electronically and should reference contractual terms, confidentiality, and applicable regulatory requirements.

Why a Formal Procedure Matters for Project Work

A clear Project Management Service Procedure reduces scope disputes, accelerates approvals, and standardizes communication across stakeholders. It creates an auditable trail of decisions and signoffs, supports compliance with internal controls, and helps manage client expectations and billing accuracy.

Why a Formal Procedure Matters for Project Work

Who Typically Uses or Completes This Procedure

Project teams, client account managers, procurement staff, and legal or compliance reviewers commonly use the procedure to confirm service scope and signatory authority.

  • Project Manager — Prepares scope, milestones, and acceptance criteria; submits the procedure for client approval and records changes
  • Client Representative — Reviews deliverables, approves scope and payment terms, and provides formal acceptance signatures
  • Contracts or Legal Reviewer — Verifies terms, confidentiality, liability limits, and required regulatory language before final signature

Use the listed roles to assign responsibilities, ensure proper approvals, and reduce delays during project intake, execution, and closeout.

Core Elements to Include in a Professional Procedure

A comprehensive Project Management Service Procedure contains defined scope, deliverables, milestones, roles, acceptance criteria, and change control to keep projects predictable and auditable.

Scope

Clear, itemized description of tasks and exclusions with measurable acceptance criteria and referenced exhibits or attachments for technical details.

Deliverables

List of outputs, expected formats, delivery dates, and responsible parties; specify who verifies acceptance and what constitutes completion.

Milestones

Key dates tied to payments or approvals; include late-delivery remedies, dependent tasks, and escalation paths for missed milestones.

Payment Terms

Pricing, invoicing schedule, payment methods, and late-payment penalties; reference invoicing documentation required for payments.

Change Control

Procedure for submitting, reviewing, and approving scope changes including impact assessment, cost adjustments, and amended signoffs.

Acceptance

Criteria, test procedures, and signoff fields for formal client acceptance; include timeframe for acceptance and remedies for rejection.

Step-by-Step: Completing and Executing the Procedure

Follow these sequential steps from intake through closeout to ensure consistent execution and auditable approvals.

  • 01
Draft: Prepare scope, milestones, and pricing using the fillable fields.
  • 02
Internal Review: Route to legal, finance, and PMO for compliance checks.
  • 03
Client Approval: Send to client for review and signature via chosen distribution method.
  • 04
Execute & Monitor: Begin work after signatures and track milestones and changes.

How to Configure the Online Workflow

Set up a repeatable electronic workflow to automate routing, reminders, and record capture for each procedure instance.

Field Configuration
Signer Order Sequential or parallel routing based on responsibility

Common Preparation Mistakes to Avoid

  • Vague scope descriptions that omit exclusions and acceptance tests, which lead to disputes and scope creep during execution.
  • Missing signer authority where individuals sign without proper delegation, causing payment holds or contract repudiation.
  • Incorrect or inconsistent dates across fields that create ambiguity for milestone scheduling and statute of limitations calculations.
  • Failing to attach referenced exhibits or SOWs so deliverable definitions lack technical detail and cannot be validated.

Risks and Consequences of Errors in the Procedure

Payment Delays: Invoices may be withheld
Contract Disputes: Increased litigation risk
Regulatory Exposure: Noncompliance fines possible
Rework Costs: Additional hours and fees
Record Invalidity: Signatures contested
Tax Penalties: Incorrect records can trigger IRS penalties

Authorized Officer

An officer or other delegated signatory with contracting authority signs to bind the organization to legal and financial terms; ensure the signer is listed in authorization records or has an executed power delegation.
