What a Project Management Statement Is and When It Applies

A Project Management Statement is a formal document that summarizes project scope, objectives, governance, deliverables, roles, schedule, and acceptance criteria. It records assumptions, constraints, success metrics, and key stakeholder approvals that guide execution and change control. Organizations use it to align internal teams, external contractors, and sponsors before work begins. When properly completed and retained, it becomes the authoritative reference for decisions, scope changes, and disputes. This template is designed for use across industries and can be completed electronically, including by authorized signers using compliant eSignature workflows.

Why a Clear Project Management Statement Matters

Use a Project Management Statement to clarify responsibilities, reduce scope creep, and document acceptance criteria. It creates a single source of truth for approvals, change requests, and risk allocation, supporting auditability and consistent decision-making throughout the project lifecycle.

Why a Clear Project Management Statement Matters

Who Typically Prepares and Approves This Statement

Project managers, program offices, procurement teams, external contractors, and sponsors commonly prepare or approve the Project Management Statement.

  • Project manager: defines scope, schedule, milestones, and sign-off criteria formally.
  • Procurement/legal: aligns contract terms, deliverables, acceptance testing, and vendor obligations.
  • Sponsors/stakeholders: confirm objectives, budget authority, and acceptance thresholds for delivery.

Distribute the executed statement to all listed parties and retain copies for audit, invoicing, and dispute resolution.

Essential Elements to Include in a Professional Statement

Core elements create a clear, enforceable Project Management Statement that supports governance, delivery control, and stakeholder alignment and measurable success criteria.

Scope

Describe in detail the work included and excluded, deliverables, assumptions, constraints, success metrics, and interfaces with other projects. Clear boundaries reduce disputes and limit scope creep during execution.

Objectives

State measurable goals, priority ranking, and acceptance thresholds. Tie objectives to business outcomes and success measures so stakeholders share a common definition of project completion and benefits realization.

Roles

List primary roles, responsibilities, decision rights, escalation paths, and authorized signatories. Specify single points of contact for change requests, procurement escalations, and technical approvals to streamline communication.

Schedule

Provide milestone dates, critical path items, lead times for approvals, interim deliverables, and dependencies. Include contingency buffers and notification deadlines for schedule changes or delayed approvals.

Acceptance Criteria

Define testing, inspection, or review procedures, measurable acceptance metrics, required documentation, and sign-off process. Specify who verifies deliverables and conditions for partial or conditional acceptance.

Change Control

Describe change request workflow, approval thresholds, cost/time impact assessment procedures, baselining method, version control, and how changes affect invoicing and acceptance milestones.

Step-by-Step: Prepare, Approve, and Archive the Statement

Follow these steps to prepare, review, and execute the Project Management Statement in the correct order to preserve approvals and audit trails.

  • 01
Draft: Compile scope, schedule, roles, and risks.
  • 02
Review: Circulate to stakeholders for comments and technical sign-off.
  • 03
Approve: Obtain sponsor and legal signatures per authority levels.
  • 04
Distribute: Send executed copies to all parties and archive.

Key Dates, Deadlines, and Timing Considerations

Key dates and deadlines tied to the Project Management Statement affect approvals, invoicing, and retention obligations across stakeholders.

Effective Date:

Marks when obligations and schedules begin

Milestone Deadlines:

Set per project schedule and acceptance criteria

Approval Windows:

Allow defined review time before sign-off

Invoice Milestones:

Tie payments to accepted deliverables and dates

Record Retention:

Preserve executed copies per regulatory timelines

Common Preparation Pitfalls to Avoid

  • Vague scope descriptions trigger repeated clarifications, increase change orders, and make it difficult to determine acceptance, causing schedule delays and cost overruns.
  • Missing signatory authority or out-of-date contact details can invalidate approvals and hold up vendor payments or regulatory filings.
  • Poor version control results in multiple conflicting documents in circulation; ensure the final approved statement is clearly identified and archived.
  • Inadequate authentication increases legal risk; projects with sensitive data may require stronger signer verification or a Business Associate Agreement under HIPAA.

Consequences of an Incorrect or Incomplete Statement

Payment Delays: Late invoicing or missing approvals
Contract Disputes: Ambiguous deliverables increase litigation risk
Regulatory Penalties: Noncompliance with retention or reporting
Invalid Approval: Wrong signer authority voids acceptance
Data Breach: Insufficient encryption risks PHI exposure
Audit Failures: Missing records hinder regulatory reviews
