Overview: What a Project Management Strategic Plan RFP Is

A Project Management Strategic Plan RFP is a formal request for proposals issued by an organization seeking vendors or consultants to develop, deliver, or support a strategic project management plan. The RFP defines scope, deliverables, evaluation criteria, schedule, budget range, and contractual terms so respondents can submit comparable proposals. It frames governance, success metrics, risk management expectations, and required documentation such as work breakdown structures, staffing plans, and sample deliverables. Properly drafted, the RFP reduces ambiguity, speeds vendor evaluation, and creates an auditable procurement record for public or private buyers.

Why Use a Strategic Plan RFP for Project Management

An RFP standardizes requirements and evaluation across competing vendors, clarifies responsibilities, and helps you compare pricing and capabilities objectively. It protects procurement integrity and documents expectations that become part of contract negotiations and performance monitoring.

Why Use a Strategic Plan RFP for Project Management

Who Typically Issues or Responds to This RFP

Organizations with complex projects or portfolios use this RFP to hire external project management strategy resources and select platform or services vendors.

  • Project Management Offices and PMO directors seeking standardized enterprise project approaches and capacity planning.
  • Procurement and purchasing teams managing competitive sourcing, budget controls, and vendor contract terms.
  • Consulting firms and professional services vendors preparing structured proposals against defined evaluation criteria.

Both public-sector agencies and private companies use the RFP format to create a defensible selection record and align vendor deliverables with business objectives.

Primary Signatories and Decision Makers

Procurement Director

A procurement director signs on behalf of the buying organization when delegated authority exists; they approve procurement strategy, award recommendations, and contract terms and ensure compliance with purchasing rules and recordkeeping requirements.

PMO Lead

The Project Management Office lead or sponsor authorizes technical scope, acceptance criteria, and performance metrics, and typically attests to the project plan's requirements before award and through initial contract milestones.

Follow these sequential actions to prepare a complete, procurement-ready RFP package.

  • 01
Define Scope: Describe objectives, deliverables, and exclusions clearly and concisely.

  • 03
Assign Criteria: Weight technical, cost, and past performance factors explicitly.
