What Project Management Support Services document covers

A Project Management Support Services document defines the scope, deliverables, milestones, roles, responsibilities, governance, reporting, and change-control processes for a project engagement. It establishes acceptance criteria, payment terms, and performance metrics so both client and provider share clear expectations. The document is used by PMOs, consultant teams, and vendors to coordinate work, allocate resources, and manage risks. Where permitted, signatures and consent can be captured electronically in compliance with ESIGN and UETA to create a reproducible record of agreement and approval.

Why a formal Project Management Support Services document matters

A clear written agreement reduces scope disputes, sets measurable milestones, and documents acceptance criteria so payments and responsibilities are easier to enforce and audit.

Who commonly prepares and relies on this document

Typical creators and users include internal PMO teams, external consultants, procurement and legal reviewers, and client project sponsors.

  • Independent consultants and vendors documenting deliverables, invoicing schedules, and acceptance criteria for client engagements.
  • Procurement, contract administrators, and legal staff reviewing terms, confidentiality, and liability clauses prior to signing.

Recipients and signers vary by organization but typically include a client sponsor, a vendor representative, and an authorized billing/contact manager.
