What the Project Management T&M Work Document Is

A Project Management T&M Work Document records time-and-materials engagements where billing is based on labor hours, hourly rates, and reimbursable expenses. It defines the scope of work, rate schedules, timekeeping rules, expense categories, charging codes, and acceptance criteria for deliverables. The document establishes invoicing intervals, approval and dispute processes, and change-order procedures so both the performing party and the client understand how work is measured and billed. Properly completed, it reduces ambiguity about compensation, supports audits, and provides a clear record for project controls and accounting.

Why a Clear T&M Work Document Matters

A precise T&M Work Document minimizes billing disputes, speeds approvals, and documents contract terms that affect cash flow and compliance. It aligns expectations on rates, overtime rules, expense reimbursement, and change orders, helping project managers and finance teams reconcile time entries to invoices and audits.

Why a Clear T&M Work Document Matters

Who Completes and Relies on This Document

Use the T&M Work Document as the single source of billing truth throughout the engagement lifecycle.

  • Project Managers responsible for scope, approvals, and verifying time entries against project plans.
  • Billing and Accounts teams that generate invoices, validate rates, and reconcile payments.
  • Client Contract or Procurement Representatives who approve work, validate hours, and authorize reimbursements.

Who May Sign the Agreement

Project Manager

A Project Manager signs when authorized by the performing organization to commit resources, accept deliverables, and approve time and expense records. The signer should be named in internal delegations of authority and have access to project budgets and rate schedules.

Authorized Client Rep

An Authorized Client Representative signs when empowered by the client organization to accept work, approve invoices, and direct change orders. Signing authority is typically documented in procurement policy or a master services agreement.

  • Failure to attach receipts or approve expenses in advance, resulting in reimbursement rejections.

Risks and Consequences of Errors

Payment Delays: Invoices subject to hold or rejection
Contract Disputes: Increased legal and remediation costs
Regulatory Exposure: Tax or labor compliance violations
Audit Findings: Reversal of billed amounts
