Project Identification

Scope of Work and Validation Objectives

This Validation Plan defines the validation activities, acceptance criteria, responsibilities, and evidentiary requirements necessary to establish that project deliverables meet the contractual requirements set forth between the Client and the Service Provider. Validation activities include inspection, functional testing, performance testing, and acceptance review as appropriate.

Deliverables and Acceptance Criteria

Each deliverable below must include objective acceptance criteria and the method of validation. Acceptance requires documented evidence and signed sign-off by the Client's authorized representative.

Milestones & Acceptance Testing

Milestones below indicate checkpoints where validation evidence must be produced and reviewed. Tests must be reproducible and documented; test artifacts (logs, screenshots, reports) shall be retained in accordance with the record retention clause.

Budget, Payments & Change Control

The Validation Plan budget and payment schedule below govern compensation for validation activities specifically. Any changes to scope that materially affect cost or schedule shall be managed through the Change Order process.

Validation Procedures and Evidence

Procedures must produce objective, auditable evidence. Each test case must include expected result, pass/fail criteria, tester identity, timestamp, and supporting artifacts. The Service Provider shall maintain a test log and deliver a Validation Package for each deliverable.

Risk, Audit Rights and Records

The parties agree to permit reasonable audit and inspection of validation artifacts and test evidence. Records created under this Validation Plan will be retained according to the retention period stated below.

The Client shall have the right to audit validation artifacts on reasonable notice.

What the Project Management Validation Plan Is

A Project Management Validation Plan documents the approach, criteria, roles, and evidence required to confirm that a project's management processes meet defined quality and compliance objectives. It typically identifies scope, success metrics, test and verification activities, acceptance criteria, responsibilities, timelines, and recordkeeping requirements. Organizations use this plan to ensure repeatable, auditable validation of project governance and deliverables, to support internal reviews, third-party audits, and regulatory oversight where applicable, and to reduce the risk of process drift or incomplete handoffs during execution and closeout.

Why a Validation Plan Matters for Project Outcomes

A clear Project Management Validation Plan provides objective acceptance criteria, assigns responsibility, and creates an auditable trail that reduces rework and miscommunication. It helps teams validate that processes were followed, decisions were documented, and deliverables meet stakeholder requirements.

Why a Validation Plan Matters for Project Outcomes

Who Typically Prepares and Reviews This Plan

Project managers, quality assurance leads, compliance officers, and PMO staff commonly prepare or contribute to the validation plan.

  • Project Manager: Owns the plan, coordinates validation activities, and reports outcomes to stakeholders.
  • Quality Assurance Lead: Designs verification tests and confirms acceptance criteria are measurable.
  • Compliance Officer: Checks legal, regulatory, or contract obligations and documents evidence of compliance.

Signatories often include the project sponsor and head of quality or compliance to confirm final acceptance.

Step-by-Step: Completing the Validation Plan

Follow these sequential actions to create, review, and approve a Project Management Validation Plan for a typical project.

  • 01
Draft Plan: Compile scope, criteria, roles, and timelines in a single document.
  • 02
Internal Review: Circulate to QA, PMO, and legal for feedback and corrections.
  • 03
Validation Execution: Perform verification tasks, record evidence, and capture deviations.
  • 04
Approval & Archive: Obtain required signatures and store the signed plan with retention metadata.

Configuring an Online Validation Workflow

Set up digital fields and routing to automate assignments and signatures when using an eSubmission platform.

Field Configuration
Owner Field Assign to specific role or email for auto-notification
Acceptance Checkbox Require explicit selection before routing proceeds
Evidence Upload Allow file attachments and require file type checks
Final Signature Enforce signer order and timestamp capture

How eSubmission and Review Work

A standard digital review uses upload, field placement, signer routing, authentication, signing, and evidence capture.

  • Upload Document: Sender uploads the validation plan and supporting exhibits.
  • Place Fields: Add signature, date, checkbox, and evidence fields where required.
  • Route to Signers: Define signer order or parallel signing as appropriate.
  • Capture Audit Trail: System logs timestamps, IPs, and actions for each signer.

Essential Sections Every Professional Validation Plan Should Include

A complete plan combines governance, criteria, evidence capture, testing approach, roles, and acceptance mechanics so reviewers can quickly assess conformity and trace decisions.

Governance

Define oversight, escalation paths, signoff authority, and change control procedures so validation remains consistent through project lifecycle.

Scope & Boundaries

Clearly describe included deliverables, excluded items, assumptions, and interfaces to prevent ambiguity during verification activities.

Acceptance Criteria

Provide measurable, testable conditions, thresholds, or sample sizes that constitute formal acceptance for each deliverable or process.

Validation Activities

List verification tasks, test scripts, required evidence, responsible parties, and the schedule for completing each activity.

Deviation Handling

Specify how nonconformances are documented, triaged, approved for rework, and re-verified before final acceptance.

Records & Retention

Document where signed plans and evidence are stored, retention periods, access controls, and disposition procedures.

Security and Compliance Data to Record

Encryption: TLS 1.2/1.3 in transit; AES‑256 at rest
Audit Trail: Timestamped logs with IP and action history
Access Controls: Role-based permissions and SSO options
BAA Availability: Business associate agreement required for HIPAA
Regulatory Standards: ESIGN, UETA, 21 CFR Part 11 support
Certifications: SOC 2 Type II and ISO 27001

Penalties and Risks from an Incomplete Validation Plan

Contract Noncompliance: Failure to meet contract terms can trigger remedies or liquidated damages.
Regulatory Exposure: Missing controls may lead to citations under applicable statutes.
Project Delays: Insufficient acceptance criteria increase rework and schedule risk.
Financial Loss: Rework and penalties can materially increase project cost.
Audit Findings: Lack of traceable evidence can generate negative audit outcomes.
Data Privacy Risk: Improper handling may violate HIPAA or state privacy laws.

Common Preparation Mistakes to Avoid

  • Vague acceptance criteria that permit subjective approval and cause disputes during review.
  • Missing responsibility assignments which leave tasks unowned and validation incomplete at deadlines.
  • Failing to collect or attach supporting evidence such as test logs, screenshots, or approvals.
  • Not defining retention or archive location, causing retrieval problems for audits or disputes.

Key Dates and Deadlines to Track

Identify firm milestone dates and the responsible party for each deliverable, then enforce review and signoff deadlines to avoid late acceptance.

Draft Completion Date:

Date when the initial plan draft must be ready for internal review.

Review Comment Deadline:

Date by which QA, legal, and PMO must return comments.

Validation Execution Window:

Start and end dates for performing verification activities.

Final Approval Date:

Deadline for collecting all required signatures and signoffs.

Record Archival Date:

Date when signed plan and evidence must be moved to long-term storage.

Milestone Sequence from Draft to Archive

Use a numbered sequence to track milestone completion and approvals through the project lifecycle.
