What the Project Management Waiver & Development Plan Is

The Project Management Waiver & Development Plan is a combined template used to document agreed exceptions to standard project processes and to record an approved schedule and scope for development work. It formalizes which requirements are waived, the conditions for those waivers, responsible parties, acceptance criteria, and a time-bound development plan that guides execution. The document helps reduce ambiguity between stakeholders by capturing approvals, milestones, deliverables, and any compensating controls required when standard controls or procedures are relaxed.

Why this document matters for project governance

A clear waiver and development plan creates an auditable record of approved deviations, assigns responsibility, and sets expectations for delivery. It reduces rework and legal exposure by documenting consent, limits scope creep, and preserves alignment between sponsors, project managers, and technical teams.

Why this document matters for project governance

Typical users and approvers

The Project Management Waiver & Development Plan is used by project sponsors, managers, technical leads, and compliance officers whenever a standard requirement is altered or deferred.

  • Project Sponsors and Executives: approve scope changes and accept residual risk, ensure strategic alignment.
  • Project Managers: document milestones, assign tasks, and track waiver conditions during execution.
  • Compliance or Risk Teams: review compensating controls and confirm regulatory impacts before sign-off.

Use this document when deviating from baseline procedures, when explicit stakeholder sign-off is required, or when a formal development schedule must accompany an approved waiver.

Core sections to include in a professional plan

Include these sections to make the form complete, enforceable, and useful for audit and delivery teams.

Waiver Summary

Concise description of the requirement being waived, the scope of the waiver, rationale, and relevant policy references to justify the exception.

Conditions

Specific criteria and time limits for the waiver, required compensating controls, monitoring obligations, and automatic expiration if conditions are unmet.

Development Plan

Detailed tasks, milestones, responsible parties, acceptance criteria, and dependencies that define how deferred or altered work will be completed.

Risk Assessment

Summary of identified risks, severity, mitigation measures, and sign-off by risk or security owners to document acceptance.

Approvals

Signature block listing required approvers, roles, and dates; define authority and escalation for missing approvals.

Change Log

Version history showing changes to waiver terms or schedule, who made them, and when they became effective.

Step-by-step: completing the waiver and plan

Follow these ordered steps to prepare, approve, and implement the waiver and development plan.

  • 01
Draft details: Document the waiver, impacted requirements, and proposed compensating controls.
  • 02
Assess risk: Perform a brief risk assessment and record mitigation actions.
  • 03
Obtain approvals: Route to listed approvers and secure signatures or e-signatures.
  • 04
Implement plan: Begin development work per the documented milestones and monitoring requirements.

Suggested digital workflow setup

Configure an online routing workflow to capture approvals, automate reminders, and preserve an audit trail.

Field Configuration
Signer Order Sequential routing: requestor → risk → sponsor
Authentication Email link plus optional SMS code for higher assurance
Notifications Auto-reminders at 3, 7, and 14 days
Retention Flag Set archive on completion for compliance retention

Typical electronic processing flow

A standard eSubmission flow reduces manual handoffs and preserves signature metadata for compliance.

  • Upload document: Sender uploads the template and maps fields.
  • Place fields: Insert signature, initial, date, and conditional fields.
  • Send to approvers: Dispatch via email link or direct invite.
  • Store record: Signed PDF and audit trail archived for retention.

Technical and integration considerations

Choose a platform that supports audit trails, conditional fields, and the authentication methods your organization requires.

  • File formats: PDF, DOCX supported
  • Integrations: Connectors for MS 365, Google Workspace, NetSuite
  • Security: TLS in transit; AES-256 at rest

Ensure the platform can produce a tamper-evident signed PDF, retain an audit trail, and meet any industry-specific compliance needs such as HIPAA or 21 CFR Part 11 where applicable.

Key dates and submission expectations

Track these deadlines to maintain governance, control the waiver term, and avoid lapses in accountability.

Request Submission:

Submit waiver request as soon as deviation is identified; no universal statutory deadline

Approval Target:

Aim for sponsor approval within 10 business days of submission

Implementation Start:

Begin development per the approved start date in the plan

Milestone Reviews:

Conduct progress reviews at defined milestones or monthly

Renewal Check:

Review for renewal at least 15 days before expiration

Milestones: from request to closure

A sequential milestone view helps teams coordinate approvals, work, and verification activities.

01

Request Filed

Record submission and initial risk assessment within project logs.

02

Approval Received

Sponsor and risk owner sign and date to authorize the waiver.

03

Plan Execution

Development tasks proceed under agreed schedule and controls.

04

Closure and Audit

Verify completion, remove temporary controls, and archive records.

Consequences of incomplete or incorrect documentation

Unenforceable Waiver: Waiver may be invalid
Project Delay: Approvals can be rescinded
Cost Overruns: Uncontrolled scope increases
Regulatory Risk: Noncompliance penalties possible
Tax Exposure: Incorrect records affect filings
Liability Exposure: Higher legal risk for owners

Common pitfalls to avoid

  • Vague waiver language that fails to identify the specific clause or control being waived, causing interpretive disputes during audits or post-implementation reviews.
  • Missing or inconsistent signatory authority where approvers sign without documented delegation, undermining enforceability and internal controls.
  • Failure to document compensating controls and monitoring obligations, which increases residual risk and may trigger compliance findings.
  • Storing signed documents only in email or local folders without a preserved audit trail and tamper-evident signed PDF, complicating future verification.

Security and compliance checklist

TLS: TLS 1.2/1.3 in transit
Encryption: AES-256 at rest
Certifications: SOC 2 Type II available
HIPAA: BAA required for PHI
21 CFR: Supports 21 CFR Part 11 needs
Audit Trail: Full timestamped history retained

Real-world examples of use
