What the Project Management Water Application Is

The Project Management Water Application is a standardized form used to request authorization or approval for water-related activities tied to a project, such as allocation of water resources, temporary diversion, construction dewatering, or site water use. The application documents project details, expected water volumes, proposed controls, maps, responsible parties, and regulatory contacts so permitting authorities can assess environmental and legal compliance before issuing a permit or authorization.

Why a Complete Application Matters

A clear, accurate application reduces review delays, minimizes follow-up requests from regulators, and establishes a defensible administrative record for project water use decisions.

Why a Complete Application Matters

Who Typically Prepares and Reviews This Application

Regulators, agency reviewers, and third-party stakeholders use the completed form to evaluate risk, public interest, and compliance requirements.

  • Project managers coordinating field work and contractor schedules.
  • Environmental consultants supplying technical reports and monitoring plans.
  • Legal or compliance officers ensuring permit terms and conditions are met.

Step-by-step: Submitting a Complete Application

Follow these practical steps to compile, review, and submit the Project Management Water Application to the permitting authority.

  • 01
Gather documents: Collect site plans, maps, monitoring plans, and technical reports.
  • 02
Complete form fields: Enter accurate applicant data, location, and estimated water volumes.
  • 03
Attach supporting material: Upload PDFs of studies, mitigation plans, and state-required exhibits.
  • 04
Submit and track: File with the agency and record submission ID for follow-up.

Typical Review and Approval Flow

Understanding the standard processing steps helps set realistic timelines and identify where you must provide clarifications or supplemental materials.

  • Intake: Agency logs application and issues a receipt or tracking number.
  • Administrative review: Staff check completeness and required attachments.
  • Technical review: Specialists assess hydrology, environmental impact, and controls.
  • Decision and conditions: Agency issues approval, denial, or conditional permit with terms.

How to Configure an eSubmission Workflow

Set up a digital workflow to collect signatures, attachments, and reviewer approvals in the correct sequence.

Field Configuration
Signing Order Applicant → Project Manager → Legal → Agency
Authentication Email link with optional SMS code for signer verification
Attachments Require PDF uploads and size limits to ensure completeness
Notifications Email alerts for outstanding signatures and completed submissions

Digital Submission: Platform and Integration Considerations

Choose solutions that fit agency filing requirements and preserve an audit trail for each submission and signature event.

  • File formats: PDF and DOCX support for forms and attachments
  • Integrations: Connectors to cloud storage and project systems
  • Security: TLS in transit, AES-256 at rest

Core Sections to Include in a Professional Application

A complete application contains standardized sections that regulators expect; each section supports assessment of public interest, environmental risk, and technical feasibility.

Concise description of scope, purpose, and schedule; helps reviewers understand overall intent.

Site Details

Exact location, maps, and access points to confirm jurisdiction and downstream impacts.

Water Use Description

Detailed account of water sources, volumes, timing, and withdrawal methods.

Mitigation Measures

Controls, monitoring, and contingency plans to reduce environmental harm.

Supporting Technical Reports

Hydrology, geology, and environmental assessments that substantiate site claims.

Signatures and Certifications

Authorized signatures, sworn statements, and required notarizations or attestations.

Essential Data Elements and Submission Checks

Applicant ID: Legal entity or individual identifier
Contact Email: Monitored address for agency notices
Project Coordinates: Latitude and longitude
Estimated Volume: Daily or total units
Attachments: Plans and technical reports included
Signature Date: MM/DD/YYYY

Common Application Pitfalls to Avoid

  • Incomplete maps or missing coordinates that prevent correct jurisdictional routing and cause administrative holds or rejections.
  • Vague water-volume estimates without supporting calculations, which often trigger requests for additional data and extend review timelines.
  • Missing or unsigned attestations and certifications that invalidate the filing and require formal resubmission.
  • Attachments submitted in non-searchable image-only PDFs that slow technical review and require re-submission in accessible formats.

Potential Consequences of Incorrect or Incomplete Applications

Permit Delay: Longer review or administrative hold
Fines: Civil penalties under state environmental statutes
Work Stoppage: Agency orders suspending activities
Liability: Third-party claims or remediation costs
Record Challenges: Permit defensibility at appeal
Criminal Risk: Rare for willful violations

Typical Timelines and Processing Expectations

Timelines differ by agency and permit complexity; use these common windows to plan submissions and stakeholder notifications.

Agency Intake:

Acknowledgement within 7–14 days in many jurisdictions

Administrative Completeness:

30 days is a common window for completeness checks

Technical Review:

30–90 days depending on complexity and public comment

Public Notice:

30-day comment period typical where required

Permit Term:

Varies; renewals often every 1–5 years
