What the Project Time & Effort Document Is

A Project Time & Effort Document records labor hours, task allocation, and percentage effort for project team members across a defined reporting period. It reconciles planned and actual effort, ties hours to specific work packages or cost objectives, and supports billing, payroll, audit, or grant reporting. Typical entries include employee identifiers, project code, task descriptions, hours by day or week, percent effort, and authorizing signatures. Accurate documentation helps satisfy contract terms, supports invoicing, and provides an auditable trail for internal control and compliance reviews.

Why a Clear Time & Effort Record Matters

Maintaining a consistent Project Time & Effort Document ensures accurate billing, supports labor allocation decisions, and creates an auditable record for compliance with contract, grant, and tax requirements.

Why a Clear Time & Effort Record Matters

Who Prepares and Relies on This Document

Clear roles for preparation, review, and approval reduce disputes and support defensible audit positions.

  • Project managers verifying resource allocation against deliverables and milestones.
  • Finance or billing departments using recorded hours to generate invoices or client billings.
  • Grant or compliance officers confirming effort commitments and matching expenditures to funding terms.

Core Components of a Professional Time & Effort Document

A complete Project Time & Effort Document combines identifying data, daily or weekly hour logs, task codes, percent effort summaries, approvals, and an audit trail so reviewers can verify who completed work, when, and under what authority.

Project Identifier

A unique project code or contract number linking effort to a specific cost objective and enabling accurate aggregation for billing and reporting.

Employee Details

Full legal name, employee or contractor ID, job title, and billing rate where applicable; used for payroll and chargeback calculations.

Time Entries

Daily or weekly logged hours with date, task or work package code, and short task description to support audit sampling and time allocation accuracy.

Percent Effort

Calculated percentage of an individual's total work time devoted to the project during the reporting period, often required by grants and contracts.

Approvals

Signature lines, printed name, title, and date for the employee and an authorized manager to attest to accuracy and completeness of recorded effort.

Audit Trail

Record of edits, timestamps, and signer attribution to demonstrate authenticity and meet audit or regulatory review standards.

Essential Fields to Capture

Digital Signing and Submission Considerations

Ensure the chosen platform meets ESIGN and UETA requirements for legal enforceability and retains records in a tamper-evident format.

  • Authentication: Email, SMS, or SSO
  • Audit Trail: IP, timestamp, action log
  • File Formats: PDF/A and DOCX supported

Typical Electronic Submission Flow

A standard eSubmission follows upload, field placement, signer assignment, authentication, signing, and secure storage with an audit trail.

  • Upload Document: Add the form PDF or DOCX to the signing platform.
  • Place Fields: Add name, date, signature, and numeric fields.
  • Assign Signers: Enter signer emails and signing order.
  • Capture Audit: Platform stores timestamps and IP addresses.

Common Timelines and Reporting Deadlines

Establish internal submission dates and align them with payroll cycles, billing cutoffs, and contract or grant reporting periods.

Payroll Cutoff:

Submit before payroll processing begins for the period.

Billing Cycle:

Match submission to invoice preparation schedule.

Grant Reporting:

Align with grant report due dates and expense periods.

Audit Sampling:

Allow time for manager review before external audit.

Late Submissions:

Late entries may be excluded from current billing or require exception approval.

Key Processing Milestones

Track these sequential milestones from entry to final archiving to ensure completeness and traceability.

01

Entry

Employee completes daily or weekly time entries.

02

Manager Review

Supervisor verifies accuracy and approves hours.

03

Finance Validation

Billing or payroll validates codes and rates.

04

Archive

Signed record is stored in secure repository.

Common Preparation Mistakes to Avoid

  • Using inconsistent project codes that cause misallocation of labor charges and require corrective journal entries during reconciliation.
  • Rounding hours improperly or entering negative adjustments without documented justification, which can trigger payroll or audit exceptions.
  • Failing to capture manager approval or relying on email confirmations that cannot be reproduced as a durable signed record.
  • Entering vague task descriptions that prevent auditors from confirming that the charge aligns with the contract’s scope of work.

Risks and Consequences of Inaccurate Records

Billing Errors: Invoice disputes or delayed payments
Grant Noncompliance: Funding disallowances or repayments
Payroll Corrections: Additional payroll adjustments
Audit Findings: Negative audit reports
Legal Exposure: Contract breach claims
Reputational Risk: Client trust erosion

How This Document Differs from a Standard Timesheet

A Project Time & Effort Document often contains project-specific allocation data and signatures required for audits, unlike a routine payroll timesheet.

Criteria Project T&E Timesheet
Purpose charge allocation payroll hours
Billing Use sometimes
Granularity task-level day-level
Approval Required

Saving, Exporting, and Supporting Files

Project records must be exportable and stored in durable formats; include supporting attachments to substantiate billed effort when required.

PDF/A Export

Save a locked, archival PDF/A copy of the signed record to preserve appearance and metadata for long-term retention and audits.

CSV Time Export

Provide a CSV export of time entries for import into payroll, billing, or project accounting systems to streamline reconciliation.

Signed Audit Trail

Retain a machine-readable audit trail showing signer identity, timestamps, and actions to support disputes and compliance reviews.

Supporting Attachments

Attach task deliverables, receipts, or change-order approvals that corroborate recorded hours and project activity.
