What the Publishing Publisher BDQ Is and When it’s Used

The Publishing Publisher BDQ is a standardized publisher data questionnaire used to collect author metadata, rights assignments, permissions, payment instructions, and production details needed to process a manuscript for publication. Typical items include author legal name, contact and tax details, manuscript title, ISBN placeholders, rights granted, territory and language restrictions, and required supporting documents. The form is intended to create a single authoritative record for contract negotiation, editorial workflows, and downstream metadata ingestion by production, distribution, and royalty systems.

Why a Completed BDQ Matters to Publishers and Authors

A complete BDQ reduces ambiguity about ownership, speeds contract execution, and ensures accurate metadata for distribution and royalty accounting. It documents permissions, clarifies deliverables, and provides the information production and legal teams need to meet distribution, tax, and reporting obligations.

Why a Completed BDQ Matters to Publishers and Authors

Who Typically Completes or Reviews the BDQ

The BDQ is primarily completed by authors or their agents and reviewed by editorial, legal, and rights teams before contract signing.

  • Acquisitions and editorial staff verify metadata, rights, and delivery schedules before forwarding to contracts.
  • Legal and rights teams confirm assignment language, territory limits, and third-party permissions.
  • Authors or agents provide taxpayer identification, payment details, and necessary releases for third-party content.

Who Signs and Approves the BDQ

Acquisitions Editor

An acquisitions editor typically reviews the BDQ for editorial accuracy and confirms manuscript delivery milestones. They coordinate with legal and production to ensure metadata matches contract terms and that any third-party permissions are documented prior to contract execution.

Author / Agent

The author or their authorized agent provides personal identification, tax and payment details, and signs any author warranties or rights assignments. Signatory authority must match the name on government ID or agent appointment documentation to avoid execution issues.

Core Sections Every Professional BDQ Should Include

A professional BDQ organizes information for legal clarity, production readiness, and distribution metadata. Each section should be discrete, unambiguous, and cross-referenced to contract clauses and exhibits.

Author Identity

Full legal names, pseudonyms, date of birth if required, contact info, and government ID references to ensure signatures and tax forms align with legal identity.

Rights & Territory

Explicit list of granted rights (print, digital, audio), territory and language limits, and any retained or excluded rights to avoid downstream licensing conflicts.

Third-Party Content

Itemized list of quotes, images, or excerpts requiring permission and copies of clearance letters or license terms attached as exhibits.

Payment Details

Taxpayer identification (TIN/SSN/EIN), preferred payment method, bank routing details if applicable, and backup withholding triggers if a valid TIN is not provided.

Production Metadata

Preferred author bio, series name, suggested BISAC categories, keywords, approximate page count, and any ISBN/identifier requests for metadata ingestion.

Signatures & Dates

Signature blocks for author, publisher representative, and witness/notary information where required; effective date and version control for amendments.

Essential Data Elements to Provide

Legal Name: As on government ID
Preferred Name: Public author name
TIN/SSN/EIN: For tax reporting
Mailing Address: Street, city, state, ZIP
Payment Method: Direct deposit or check
Permissions List: All third-party licenses

Step-by-Step: Completing and Submitting the BDQ

Complete the BDQ in the order below to align with contract negotiation, legal review, and production handoff.

  • 01
Collect Data: Gather IDs, tax forms, and permissions first.
  • 02
Populate BDQ: Enter fields carefully and attach exhibits.
  • 03
Legal Review: Send to legal for rights and warranty checks.
  • 04
Finalize Signatures: Execute signatures and notarization if required.

How to Configure an Online BDQ Workflow

A simple online workflow ensures consistent data capture, version control, and an auditable signing process.

Field Configuration
Signature Method Email link or embedded eSign field
Authentication Email and optional SMS verification
Template Use Save BDQ as template for reuse
File Format PDF or DOCX with flattened form fields

Typical Routing: From Author to Signed Record

Routing should be linear and recorded: author fills BDQ, legal reviews, publisher signs, final PDF stored with audit trail.

  • Author Fill: Author completes fields and uploads attachments.
  • Editorial Check: Editorial confirms metadata and delivery dates.
  • Legal Approval: Legal verifies rights and required permissions.
  • Execution: Signatures captured and signed PDF archived.

Digital Sharing and eSignature Compatibility

Choose a platform that supports secure eSigning, audit trails, and standard document formats for archival.

  • File Types: PDF, DOCX supported
  • Integrations: Connectors to Google Drive and NetSuite
  • Authentication: Email, SMS, or stronger

Common Timelines and Deadlines for BDQ Completion

Typically 14–30 days from request

Manuscript Delivery:

As defined in contract; often 60–180 days

Legal Review Period:

Allow 7–14 business days for clearance

Production Handoff:

Occurs after signed BDQ and contract

Payment Timing:

Common Mistakes That Cause Delays

  • Missing third-party permissions or unclear license terms that require additional legal negotiation and resubmission.
  • Incomplete payment or banking details leading to delayed advances or missing royalty payments.
  • Using non-standard metadata (incorrect BISAC codes or inconsistent series naming) that causes distribution errors.

Risks and Consequences of an Incorrect BDQ

Contract Risk: Enforceability issues
Payment Delay: Royalties withheld
Metadata Errors: Distribution delistings
Legal Exposure: Rights disputes
Tax Liability: Backup withholding
Rework Costs: Additional legal fees
