What the Request for Information (RTI) Form Is

A Request for Information (RTI) Form is a formal document used to ask for clarifying data from a third party during procurement, contracting, compliance checks, or project planning. The RTI organizes specific questions, deadlines, and required attachments so recipients provide consistent, comparable responses. In many industries it precedes bids or proposals and creates a written record of information requests and responses for audit, procurement, or legal review. The form can be issued manually or sent electronically with verification and an audit trail to support later decision-making and record retention.

Why an RTI Form Matters for Accurate Decisions

An RTI centralizes information requests, reduces miscommunication, and creates an auditable record that supports procurement, regulatory review, and contract clarity.

Why an RTI Form Matters for Accurate Decisions

Who Typically Issues or Completes an RTI Form

Common users span procurement, legal, project-management, and compliance teams that need comparable supplier or stakeholder information.

  • Procurement teams requesting vendor specifications, certifications, and pricing for evaluation and bid shortlisting.
  • Project managers gathering technical details, timelines, or change-order impacts before approving scope adjustments.
  • Compliance and legal staff seeking evidence of certifications, insurance limits, regulatory adherence, or contract terms.

Knowing typical users helps tailor question scope, authentication, and distribution methods to organizational roles and regulatory needs.

Core Components of a Professional RTI Form

A well-structured RTI contains clear instructions, a question list grouped by topic, required attachments, response format guidance, submission deadline, and contact information for clarifications.

Cover and Context

Explain purpose, scope, and how responses will be used so recipients understand the evaluation context and limits of disclosure.

Question Sections

Group questions by technical, commercial, and compliance topics to make responses comparable and easier to score.

Required Attachments

List documents to attach (certificates, sample reports, product datasheets) and acceptable file formats to avoid incomplete submissions.

Response Format

Specify preferred format (table, PDF, spreadsheet), maximum file sizes, and whether answers should be redacted or include supporting evidence.

Submission Terms

State the deadline, designated recipient(s), method of delivery, and whether partial responses are acceptable.

Confidentiality Notice

Clarify whether submissions are confidential, any nondisclosure conditions, and how data will be stored and used.

Step-by-Step: Filling Out an RTI Form

Follow these steps in sequence to prepare a clear, complete RTI and reduce follow-up questions.

  • 01
Prepare Context: Summarize purpose and scope before drafting questions.
  • 02
Define Response Format: Specify templates and file types to standardize answers.
  • 03
Set Deadlines: Choose a clear date/time and include time zone for submission.
  • 04
Distribute and Track: Send via tracked electronic delivery and log recipients.

How to Configure an Online RTI Workflow

Set up a repeatable digital workflow that routes questions, collects answers, and captures an audit trail for compliance and procurement records.

Field Configuration
Question Sections Create grouped fields and required/optional flags
Attachments Allow PDF, DOCX, XLSX; limit file size
Authentication Email link with optional SMS code or KBA
Audit Trail Enable IP, timestamp, and action logging

Where to Send or File Completed RTI Responses

Choose a central submission path and communicate it clearly; use methods that preserve timestamps and content integrity.

  • Email to Designated Inbox: Route responses to a monitored procurement or project mailbox.
  • Secure Upload Portal: Use an authenticated portal for large or sensitive attachments.
  • eSignature Platform: Collect signed declarations and retain completion certificates.
  • Procurement System: Ingest responses directly into the sourcing or contract-management tool.

Distribution and eSubmission Options

RTI responses can be collected by email, secure upload, or an eSignature-enabled workflow depending on confidentiality and verification needs.

  • Email: Simple delivery; low authentication
  • Secure Portal: Stronger access controls, file validation
  • eSignature Platforms: Provides audit trail and signed attestations

Typical Timing and Deadlines for RTI Responses

Establish realistic deadlines based on complexity; allow time for internal review and any required notarization or certification of attachments.

Standard Response Window:

7–21 days depending on complexity

Expedited Requests:

24–72 hours for limited-scope clarifications

Attachments Verification:

Extra 3–7 days to validate third-party documents

Post-Submission Review:

Allow 5–10 business days for evaluation

Amendment Period:

Issue clarifying addenda within original response window

Common Mistakes Preparing an RTI

  • Ambiguous or overlapping questions that yield inconsistent answers and increase evaluation time.
  • Unclear required attachments or formats that force respondents to resubmit documentation.
  • Missing deadlines or time zone information that create disputes over timeliness.
  • Failure to specify authentication or signature requirements leading to rejected responses.

Risks of an Incorrect or Incomplete RTI

Procurement Delay: Delayed project timelines and extended vendor negotiations
Disqualification: Incomplete submissions can be excluded from evaluation
Regulatory Noncompliance: Missing certifications may expose the organization to compliance risk
Contractual Disputes: Ambiguous answers can lead to scope disagreements later
Financial Exposure: Incorrect cost data can skew budgeting and award decisions
Audit Findings: Poor recordkeeping can trigger negative audit outcomes
