What the Site Locations Mark-up Is and Why It Exists

The Site Locations Mark-up is a structured document that identifies, annotates, and authorizes physical locations associated with a project, parcel, or permit application. It typically includes a site identifier, street address, parcel or tax ID, GPS coordinates, a scaled plan or map, boundaries or easements, and instructions for access or staging. Organizations use the mark-up to route approvals, notify stakeholders, and support permit, construction, environmental, or real estate recording processes. The file is often submitted to permitting authorities, recorded with county offices, and retained for compliance and auditing purposes.

Why a Clear Site Locations Mark-up Matters for Projects

A concise, accurate Site Locations Mark-up reduces ambiguity during permitting and construction by standardizing location data and attachments.

Why a Clear Site Locations Mark-up Matters for Projects

Who Typically Prepares and Signs a Site Locations Mark-up

Project teams, property owners, surveyors, permitting agents, and municipal reviewers commonly prepare or request Site Locations Mark-ups before active work begins.

  • Project managers and general contractors coordinating site mobilization and permitting activities across stakeholders.
  • Licensed surveyors or civil engineers providing map attachments, boundary lines, and GPS verification for record accuracy.
  • Property owners, lessors, or authorized agents providing legal authorization and contact details for the site.

Distribution often extends to contractors, utility companies, environmental consultants, and county recorders who rely on consistent location data for approvals and field operations.

Typical Signatories and Their Roles

Project Manager

The project manager certifies site access details, confirms construction staging areas, and coordinates distribution to contractors and permitting authorities. They must ensure attached maps match permit applications and that listed contacts are up to date for field coordination and inspections.

Property Owner

The property owner or authorized agent grants permission, confirms parcel and ownership identifiers, and signs to authorize on-site work. Owner signatures establish authority for easement access, temporary use, or staging and may be required for recordation.

Core Components to Include in a Professional Mark-up

A complete Site Locations Mark-up groups location identifiers, visual plans, legal references, and authorization elements so reviewers and field teams can act without follow-up.

Site Identifier

Unique name or code for the site and project reference, linking the mark-up to permits, purchase orders, and project management records to avoid mismatches.

Address and Parcel

Street address, city, state, ZIP, and local parcel or tax ID to match county records and permit application fields precisely.

Coordinates

Latitude/longitude in decimal degrees (e.g., 34.052235, -118.243683) and coordinate datum (WGS84) for accurate GPS navigation and mapping.

Plan or Map

Scaled site plan or aerial image showing boundaries, access points, staging, and critical features annotated with legend and scale bar.

Access & Safety Notes

Instructions for site entry, restricted areas, environmental constraints, and contact information for immediate coordination in the field.

Authorization

Signature block, printed name, title, and date for the party granting permission or certifying the accuracy of the mark-up.

Required Data Fields to Capture on the Mark-up

Site Name: Official project or site title.
Street Address: Full address with ZIP.
Parcel / Tax ID: Local parcel identifier.
GPS Coordinates: Decimal degrees and datum.
Owner Contact: Name, phone, email.
Revision Date: MM/DD/YYYY of last update.

Step-by-Step: Completing a Site Locations Mark-up

Follow this sequence to prepare an accurate mark-up and reduce review cycles or rejections from permit authorities.

  • 01
Collect Site Details: Gather address, parcel ID, and GPS coordinates.
  • 02
Attach Map: Include a scaled plan or annotated aerial image.
  • 03
Confirm Authority: Obtain owner or agent authorization and contact info.
  • 04
Distribute and Record: Send to reviewers and record in permitting systems.

Configuring an Online Mark-up Workflow

Standardize settings for authentication, required fields, and file attachments to maintain consistent, auditable submissions.

Field Configuration
Signer Authentication Email plus optional SMS code for higher assurance
Mandatory Fields Make site name, address, coordinates required
File Attachment Allow PDF, JPG, or DOCX for maps and surveys
Notifications Email stakeholders when completed and when revised

Where to Send the Mark-up and Typical Routing

A clear routing plan reduces review cycles—send authoritative copies to permitting agencies, recorders, and operational teams.

  • Permitting Agency: Submit as part of permit application or upload portal
  • County Recorder: Record when legal authorization or easement is required
  • Owner / Agent: Provide signed copy for owner records and insurance
  • Field Team: Share annotated map and contact information

Digital Submission and Signing: Platform Considerations

Use a platform that preserves attachments, timestamps, and a searchable audit trail when submitting or signing mark-ups.

  • Formats Supported: PDF, DOCX, HTML, XLSX
  • Integrations: Salesforce, NetSuite, Google Workspace, Box
  • Authentication: Email, SMS code, KBA, SSO

Typical Timelines and Review Expectations

Review and submission timelines vary by agency and project size; allow buffer time for revisions after initial review.

Preparation Lead Time:

Start 30–90 days before planned work for permit assembly

Agency Review:

Expect 2–6 weeks for standard administrative review

Recordation Window:

County recording processes may take 1–4 weeks

Revisions:

Allow additional 1–3 weeks after agency comments

Effective Date:

Document is effective on the signature date unless noted

Key Milestones from Draft to Field Use

Track these stages to monitor progress and ensure the mark-up is approved before any site activity begins.

01

Draft Mark-up

Create annotated map, enter location fields, attach supporting docs

02

Internal Review

Project team confirms accuracy and resolves discrepancies

03

External Submission

Send to permitting authority and owner for signatures

04

Record and Distribute

Record if required and circulate final signed copy to teams

Common Preparation Errors That Cause Delays

  • Using inconsistent site names or project codes across documents creates mismatches during filing and slows agency review.
  • Submitting maps without a scale, legend, or datum leads to clarify requests and potential re-drafts by surveyors.
  • Entering coordinates without specifying datum (for example WGS84) can cause GPS navigation errors for field crews.
  • Failing to include an authorization signature or clear title line results in permit rejection or requests for proof of authority.

Risks and Consequences of Incorrect Mark-ups

Permit Denial: Application rejected
Project Delays: Work cannot commence
Recordation Issues: Mismatched parcels recorded
Contract Disputes: Scope or access contested
Regulatory Fines: Penalties or stop-work orders
Liability Exposure: Increased insurer and legal risk

Supporting Documents Often Submitted with the Mark-up

Include these commonly required attachments to streamline review and reduce the need for subsequent document requests.

Survey Map

Certified survey or site plan with scale, legend, north arrow, and surveyor stamp to verify boundaries and dimensions.

Permit Application

The primary permit form or cover sheet showing the linked project and permitting authority reference number for intake.

Proof of Ownership

Deed, title report, or authorized agent letter to demonstrate authority to grant access or sign for the property.

Phase I/II assessments or mitigation plans when environmental conditions affect allowable staging or access.

Real-World Uses for a Site Locations Mark-up

Two practical examples show how accurate mark-ups reduce friction in field operations and regulatory processes.

Construction Site Survey

A contractor prepares an annotated site map to schedule deliveries and staging

  • The map includes GPS waypoints for access gates
  • The signed mark-up is sent to permitting authorities and field teams, avoiding misdeliveries and ensuring inspectors find the correct work areas.

Parcel Recording for Easement

A utility files a mark-up with an attached legal description to create an access easement

  • The record includes parcel ID and owner authorization
  • Recording the mark-up with county authorities and providing a certified copy to the owner secures legal access and reduces future disputes.
