What the Social Value Sign Off Agreement Is

The Social Value Sign Off Agreement documents formal acknowledgement that a delivered project, service, or procurement outcome meets predefined social value criteria agreed by the parties. It records the responsible parties, the specific social value metrics or deliverables, the period covered, and the point at which an authorized representative confirms compliance. The document may be used in procurement, grant reporting, corporate social responsibility programs, or contract closeouts to establish that targets such as local hiring, community investment, environmental benefits, or social procurement thresholds have been achieved.

Why a Clear Sign Off Matters

A signed Social Value Sign Off Agreement creates an auditable record of compliance with social value commitments, reduces disputes about whether obligations were met, and supports reporting to stakeholders and regulators.

Why a Clear Sign Off Matters

Who Typically Completes This Agreement

The agreement is also used by auditors and third-party verifiers as a primary record when validating reported social outcomes.

  • Public procurement teams and contract managers who need documented evidence of supplier social commitments.
  • Nonprofit program officers and grant administrators tracking outcomes tied to funding conditions.
  • Corporate sustainability or supplier diversity teams verifying vendor performance against social value KPIs.

Who Can Sign

Project Owner

The person with managerial responsibility for the project or contract. Typically has delegated authority to confirm deliverables and sign off on compliance matters; the signature binds the contracting organization.

Supplier Representative

An officer or authorized agent of the supplier/vendor who attests that social value commitments were met and agrees to any post-signature obligations such as reporting or remediation.

Acceptance Criteria

Define the threshold for acceptance, including sampling methods and acceptable evidence formats.

Documented Evidence

Specify required supporting documents and the format for submission to facilitate audit and retention.

Signatory Authority

State the signer’s title or delegated authority to eliminate questions about validity in audits.

Dispute Resolution

Include a short clause specifying how disagreements over measurement or evidence will be handled.

State where the executed agreement and evidence will be stored and for how long, aligned with policy.

Typical Timelines and Processing Expectations

Organizations commonly set internal deadlines to reduce cycle time and support downstream payments and reporting.

Allow 5–10 business days to assemble verifiable evidence

Internal Review:

Managerial review typically 3–5 business days after submission

Signatory Turnaround:

Expect external signer response within 7–14 calendar days

Record Filing:

Store executed agreement within 2 business days of final signature

Reporting Cycle:

Align sign off timing with quarterly or annual reporting deadlines as required

Practical Tips for Reliable Sign Offs

Define KPIs Clearly
Use numeric, time-bound targets and state acceptable evidence formats to prevent interpretation issues.
Assign Authority
Document who may sign for each party and attach delegation letters where relevant.
Centralize Records
Store executed agreements and evidence in a single, access-controlled repository for audits.
Use Audit Trails
Capture timestamps, IP addresses, and signer emails to strengthen attribution and defensibility.
