What the Subcontractor Employment Handbook Covers

The Subcontractor Employment Handbook is a concise operational and legal guide that sets out expectations, procedures, and required paperwork for engaging subcontractors. It consolidates classification rules, onboarding checklists, scope-of-work templates, payment and invoice instructions, insurance and indemnity requirements, confidentiality and data handling rules, and termination processes into a single reference. The handbook is designed for consistent treatment of subcontractors across projects and departments, helping hiring teams, contract administrators, and subcontractors understand roles, compliance obligations, and recordkeeping responsibilities.

Why a Standardized Handbook Matters

A single handbook reduces classification errors, speeds onboarding, and documents consistent controls for payments, insurance, and confidentiality. It helps employers demonstrate repeatable processes, which supports regulatory compliance and reduces disputes with subcontractors over scope, timing, or payment.

Why a Standardized Handbook Matters

Who Relies on This Handbook

The handbook is intended for internal teams and external subcontractors involved in project delivery, compliance, and payment processing.

  • Hiring managers and project leads who assign work and verify deliverables.
  • Contract administrators who manage agreements, invoicing, and insurance certificates.
  • Subcontractors who need clear instructions on deliverables, invoicing, and compliance.

Use the handbook as a living document during contract lifecycle events: onboarding, performance reviews, change orders, and closeout.

How to Complete and Issue the Handbook Package

Follow a consistent sequence when preparing a subcontractor file to minimize errors and speed approvals.

  • 01
Prepare packet: Assemble contract, scope, W-9, insurance requirements, and onboarding checklist.
  • 02
Send for signature: Deliver documents to subcontractor with clear signing order and due dates.
  • 03
Verify documents: Confirm W-9/TIN, insurance certificates, and any required licenses before work begins.
  • 04
Store records: Archive signed files and audit trail per retention rules.

How to Configure an Online Completion Workflow

Map digital steps to your approval groups and signing order to automate routing and reduce manual handoffs.

Field Configuration
Upload method PDF or DOCX; convert to flattened PDF for final archival
Signing order Sequential or parallel; set approver roles and order
Authentication Email link by default; enable SMS or KBA for higher assurance
Notifications Auto-reminders at 3, 7, and 14 days past due

Typical Submission and Approval Flow

A streamlined digital flow reduces turnaround and preserves an audit trail for compliance reviews.

  • Upload documents: Sender uploads contract, W-9, insurance checklist.
  • Assign signers: Add subcontractor and internal approvers in order.
  • Authenticate signer: Use email or stronger verification for sensitive agreements.
  • Capture audit trail: System records timestamps, IPs, and actions for each signer.

Technical Requirements for eSubmission and Signing

Choose a platform that supports common file formats and integrates with core systems to avoid manual exports.

  • File formats: PDF, DOCX, XLSX supported
  • Integrations: Salesforce, NetSuite, Google Workspace
  • Authentication: Email, SMS, SSO options

Confirm vendor certifications and API availability for automated archival, and ensure audit trails are preserved for audits and dispute resolution.

Key Deadlines and Timing Expectations

Track these deadlines in onboarding and accounts payable to avoid compliance gaps and payment delays.

Onboarding packet due:

Submit signed contract, W-9, and insurance before start date.

I-9 timing:

Complete Form I-9 within three business days of hire (8 CFR §274a.2).

W-9 provision:

Provide W-9 on request; payer must have TIN before year-end reporting.

Invoice submission:

Invoices should follow stated cycle (for example, monthly) to meet Net terms.

Insurance evidence:

Certificate of insurance required prior to site access or first payment.
