What Tax Form 4506C Is and when it’s used

Tax Form 4506C is the IRS authorization form used to request a taxpayer transcript or to permit the Internal Revenue Service to disclose tax return information to a third-party requester enrolled in the IRS Income Verification Express Service (IVES). It identifies the taxpayer, the tax years or periods requested, the transcript type, and the third-party recipient. The form documents the taxpayer’s consent to release information and records who will receive the transcript. Use of Form 4506C differs from Form 4506-T and is targeted at institutional requestors and automated delivery channels.

Why Form 4506C matters for verification and underwriting

Form 4506C enables secure, authorized disclosure of tax transcripts to verified third parties, supporting income verification, loan underwriting, and other due-diligence processes in a standardized format.

Why Form 4506C matters for verification and underwriting

Who typically completes or requests Form 4506C

Lenders, mortgage brokers, payroll processors, background screening firms, and other institutional requestors often require a completed 4506C to receive an IRS transcript directly for verification.

  • Mortgage lenders and underwriters use it to verify borrower income for loan approvals and underwriting decisions.
  • Payroll and benefits administrators request transcripts to confirm prior-year wages, self-employment income, or tax attributes.
  • Third-party verification services and IVES participants collect the form to authorize electronic delivery of transcripts.

Keep a copy of the completed and signed form in your transaction file to document consent, support audit trails, and meet retention rules.

Step-by-step: how to complete and submit Form 4506C

Follow these four practical steps to reduce errors and speed processing when requesting an IRS transcript with Form 4506C.

  • 01
Prepare information: Collect legal name, SSN/EIN, address, tax years, and recipient details before starting.
  • 02
Complete fields: Enter requested transcript type, tax periods, and the recipient’s IVES identification exactly as provided.
  • 03
Sign and date: Signer must sign, print name, and date using MM/DD/YYYY; indicate signer authority if signing for a business.
  • 04
Submit to requester: Return the signed form to the requester or upload to the authorized IVES portal per instructions.

How third-party transcript delivery works with 4506C

This summarizes the typical flow when a third party receives authorization via Form 4506C and requests an IRS transcript.

  • Authorization: Taxpayer signs 4506C authorizing IRS to disclose transcript to the named recipient.
  • Request submission: Requester submits the form and request through IVES or manual channels per IRS procedures.
  • IRS processing: IRS validates identity and request details before releasing the transcript to the requester.
  • Delivery: Transcript is delivered electronically to IVES requesters or by mail depending on delivery method selected.

Key parts of a complete Tax Form 4506C

A professionally completed 4506C contains six essential sections; verifying each prevents rejections and protects taxpayer privacy.

Taxpayer identity

Full legal name and identifying number (SSN or EIN). Accurate identity is required for IRS record matching and prevents release to the wrong person.

Contact address

Current mailing address. The IRS uses address information to validate prior returns and route mailed transcripts if electronic delivery is not used.

Transcript type

Specify transcript type and tax return years. Use exact descriptors from the form to ensure the IRS returns the correct document set.

Third-party recipient

Name and delivery details for the recipient. IVES participants must supply their requestor ID and delivery instructions for electronic receipt.

Purpose or use

Optional field describing the purpose of the request. Stating the legitimate business purpose supports compliance reviews.

Signature and authority

Signature, printed name, title (if applicable), and date. If an authorized agent signs, indicate the capacity and attach authorization documentation where required.

Essential data elements required on Form 4506C

Taxpayer name: Full legal name
Taxpayer ID: SSN or EIN
Service address: Complete street address
Years requested: Specific tax years
Recipient details: Third-party name and contact
Signed authorization: Signature, date, and authority

Penalties, risks, and legal exposures

Improper disclosure: Unauthorized release risk
Processing delays: Mismatches cause rejections
Identity fraud: Stolen data risk
Invalid signature: Form may be rejected
Regulatory audit: Document retention scrutinized
Operational fines: Penalties for noncompliance

Common mistakes to avoid when preparing Form 4506C

  • Entering an incorrect or abbreviated taxpayer name that does not match IRS records often results in a rejected request and additional processing time to correct identity information.
  • Providing the wrong SSN or EIN format or a transposed digit prevents the IRS from locating the tax return and will delay or block transcript delivery.
  • Failing to complete the third-party recipient details or supplying an incorrect IVES requestor ID can prevent electronic delivery and force manual handling.
  • Not signing, dating, or indicating the signer’s authority (for business entities or authorized agents) commonly triggers rejection or requires resubmission with supporting authorization documents.

Timelines, processing expectations, and timing considerations

Timing for transcript delivery depends on request method; plan for verification lead time and document retention once received.

Electronic delivery expectations:

IVES participants often receive transcripts within hours to days after verification.

Mailed transcript timelines:

Allow up to several weeks for mailed transcripts depending on IRS workload and postage.

Resubmission delay:

Incorrect or incomplete forms require resubmission and add processing time.

Business cycles impact:

High-volume periods may lengthen processing times.

Plan for verification:

Request transcripts early to avoid deadline risk for underwriting or compliance checks.
