What the Transportation Transit Submittal Package Is

A Transportation Transit Submittal Package is a compiled set of documents, drawings, certifications, and forms submitted to a transit agency or contracting authority as part of a procurement, permitting, or construction oversight process. Typical packages include technical drawings, material data sheets, shop drawings, certifications (e.g., DBE, insurance), project schedules, and a cover sheet listing contact and scope details. Agencies use the package to verify compliance with contract requirements, review constructability and safety, and determine approval or revision requests before fabrication, delivery, or installation begins.

Why a Complete Package Matters for Transit Projects

A properly assembled submittal package reduces review cycles, lowers the risk of rework, and supports timely approvals. Legal frameworks such as the ESIGN Act (15 U.S.C. ch. 96) and UETA govern electronic records and signatures for interstate transactions and permit secure eSubmission when agencies accept them.

Why a Complete Package Matters for Transit Projects

Which Parties Prepare and Review These Packages

The package is created by responsible project parties and reviewed by agency staff and technical reviewers prior to approval.

  • Prime contractors and project managers — compile drawings, vendor documents, and coordination data for agency review.
  • Subcontractors and material suppliers — provide shop drawings, product data, certifications, and test reports tied to scope.
  • Transit agency reviewers and design engineers — check compliance, request revisions, and log approvals or comments.

Clear role assignment speeds routing and ensures each required certification, signature, and attachment is present before submission.

Core Components of a Professional Submittal Package

A consistent, well-indexed package helps reviewers find required items quickly. Structure, labeling, and version control reduce clarification requests and support auditability during construction and closeout.

Project title, submittal number, responsible party, contact info, and revision history for tracking purposes.

Drawings & Plans

Scaled drawings and shop plans with revision stamps, drawing numbers, and cross-references that match contract documents.

Product Data

Manufacturer cut sheets, material specifications, and performance data demonstrating compliance with contract requirements.

Certifications

Required certifications such as insurance, DBE/SBE attestations, material test reports, and warranty statements.

Quality Documents

Test reports, inspection plans, factory acceptance test results, and corrective action records where applicable.

Signatures & Approvals

Signature blocks, dated approver fields, and any required notarizations or witness statements for legal acceptance.

Essential Data Fields to Include

Project Name: Official contract title
Submittal Number: Unique identifier
Contractor Name: Legal entity name

Step-by-Step: Preparing and Submitting the Package

Follow a consistent preparation and review workflow to meet agency rules, preserve audit trails, and avoid resubmission delays.

  • 01
Assemble Documents: Collect required drawings, certificates, and forms in the specified order.
  • 02
Internal Review: Verify completeness, versions, and compliance before signature.
  • 03
Sign and Authenticate: Obtain signatures, notarizations, or witness attestations as required.
  • 04
Submit and Track: Send to the agency portal or email and retain proof of submission.

Configuring an Online Submittal Workflow

When preparing an eSubmission workflow, configure authentication, file formats, and routing rules to match agency requirements.

Field Configuration
Authentication Email link, SMS code, or stronger MFA
File formats PDF, DOCX, XLSX, or flattened images
Signing order Sequential or parallel signer routing
Attachment limits Set per-document size and page limits

How eSubmission Typically Flows

A clear eSubmission workflow reduces manual handoffs and captures an auditable trail of actions and approvals.

  • Prepare Package: Compile files and create a single indexed PDF when possible
  • Place Fields: Add signature, date, and checkbox fields for each approver
  • Send for Signature: Deliver via secure link or agency portal with required authentication
  • Archive Signed Copy: Store signed package and audit trail for retention

Technical and Security Requirements for eSubmission Platforms

Use platforms that support required file formats, acceptable signer authentication, and retention of an immutable audit trail.

  • Supported Integrations: Salesforce, NetSuite, Procore available
  • File Formats: PDF, DOCX, HTML, Excel
  • Security Standards: TLS 1.2/1.3 and AES-256

Common Timelines and Deadlines to Track

Key dates are set by the issuing agency and included in the solicitation or contract; track submission deadlines and reply windows carefully.

Submission Deadline:

Firm date and time established in solicitation

Questions Cutoff:

Deadline for submitting clarification requests

Addenda Acknowledgment:

Acknowledge any issued addenda by submission

Award Notification:

Estimated award or approval date provided by agency

Bid Validity Period:

Period bids remain valid after submission

Common Preparation Mistakes That Trigger Rejection

  • Submitting incomplete certification sets, such as missing insurance or DBE forms, which forces administrative holds and review delays.
  • Uploading incorrect or non‑permitted file formats that require reformatting and resubmission, extending review cycles and increasing labor.
  • Using inconsistent revision numbers or dates across drawings and statements, causing reviewers to reject packages for version control issues.
  • Failing to obtain required notarizations or witness signatures when the agency or state law requires them, which can void the submittal.

Consequences of an Incorrect or Incomplete Package

Submission Rejection: Agency rejects package
Disqualification: Bid or claim disqualified
Schedule Delay: Work start delayed
Financial Penalty: Liquidated damages possible
Contract Dispute: Potential claims or change orders
Debarment Risk: Repeated failures may trigger sanctions
