What the Utility Net Metering Agreement Is

A Utility Net Metering Agreement records the terms between a customer-generator and a utility for measuring, crediting, and billing electricity produced on-site (typically from solar). It defines interconnection, metering, billing credits, measurement period, and termination terms so both parties understand export compensation and responsibilities.

Why a Clear Net Metering Agreement Matters

A properly drafted Utility Net Metering Agreement ensures accurate billing, protects both utility and customer rights, and documents interconnection and safety responsibilities. It creates an auditable record for credits, dispute resolution, and regulatory review under ESIGN and state UETA frameworks.

Why a Clear Net Metering Agreement Matters

Who Typically Completes This Agreement

Parties who commonly complete or sign a Utility Net Metering Agreement include utility account managers, distributed generation customers, and site owners or their authorized agents.

  • Residential solar owners enrolling for export credits and monthly netting of generation against consumption
  • Commercial and industrial customers with on-site generation seeking demand offset and credit reconciliation
  • Utility operations or interconnection teams managing safety, metering, and billing integration

Each signer should confirm authority to agree to metering, billing, and interconnection obligations before signing; utilities may require additional documentation for commercial customers.

Step-by-Step: How to Complete the Agreement

Follow a consistent sequence to avoid missing technical or administrative requirements and to speed utility processing.

  • 01
Gather Documents: Collect ID, utility bill, meter number, and interconnection paperwork.
  • 02
Enter System Details: Record capacity, inverter model, and installation address accurately.
  • 03
Review Tariff Terms: Confirm applicable net metering tariff and crediting method with the utility.
  • 04
Sign and Submit: Have authorized signer sign, then deliver per utility instructions.

How Submission and Processing Typically Flow

Net metering enrollment moves through administrative and technical checks before credits appear on bills.

  • Submission: Utility receives completed agreement, supporting docs, and application fee if required.
  • Administrative Review: Utility validates account, meter number, and signer authority.
  • Technical Review: Interconnection and safety checks determine if inspection or equipment changes are needed.
  • Activation: Metering changes and billing credits begin on the effective date agreed.

Online Workflow Configuration for Electronic Completion

Set up the online form to capture required fields and to route for approvals automatically.

Field Configuration
Signer Order Utility first, then customer; enforce required fields before routing
Authentication Email plus optional SMS code for stronger signer attribution
Attachments Allow upload for photos, permits, and proof of ownership
Notifications Email confirmations and completion certificates to all parties

Digital Signing and Submission Considerations

Choose a platform that provides a reliable audit trail, basic signer authentication, and secure storage for signed agreements.

  • Supported Formats: PDF and DOCX are standard for executed records
  • Authentication: Email + SMS or KBA improves attribution
  • Integration: Integrate with billing or CRM systems for automatic crediting

Ensure the platform supports ESIGN and UETA compliance, enables record retention for audit, and provides an exportable certificate of completion for utility files.

Key Sections to Include in a Professional Agreement

A complete Utility Net Metering Agreement balances technical interconnection details with billing and liability terms to reduce later disputes.

Parties

Full legal names and contact details for utility and customer to ensure contractual clarity and notices.

System Description

Specify system capacity, location, inverter, and meter ID for precise interconnection and tariff application.

Metering and Credits

Describe how exports are measured, credit calculation, and monthly or annual reconciliation procedures.

Safety & Interconnection

Reference equipment standards, inspection, and disconnection rights to protect grid safety and personnel.

Term & Termination

State effective date, contract length, renewal, and termination rights including decommissioning obligations.

Liability & Indemnity

Allocate risk, require insurance where appropriate, and detail indemnification between parties.

Essential Data Elements for Records and Compliance

Account Number: Utility account identifier
Meter ID: Field meter serial or identifier
System Size: kW AC nameplate capacity
Installer: Contractor company name
Inspection Date: Local inspection or commissioning date
Agreement ID: Unique contract reference

Common Pitfalls to Avoid

  • Using a mismatched legal name between utility account and agreement delays enrollment
  • Incorrect or missing meter numbers cause billing credits to be misapplied
  • Leaving effective date blank can postpone activation and credit start
  • Skipping required attachments (inspection/certificate) often triggers rework

Key Risks and Potential Consequences

Billing Errors: Lost credits or back-billing
Interconnection Delay: Inspection hold or temporary disconnection
Noncompliance: Fines or denied export permissions
Incorrect Signer: Voidable agreement or processing denial
Data Retention Lapse: Audit findings or regulatory exposure
Insurance Gaps: Uninsured liability for damages

Typical Timeframes and Processing Expectations

Processing times vary by utility and project size; residential enrollments are usually faster than commercial.

Application Acknowledgement:

1–5 business days after complete submission

Technical Review:

7–30 business days depending on complexity

Inspection Scheduling:

7–21 business days, varies by local inspectors

Meter Changeover:

Typically within billing cycle after approval

Credit Posting:

Appears on next or subsequent utility bill

Key Milestones from Submission to Activation

A sequential view of the main processing stages and what each stage requires from customer and utility.

01

Submit Agreement

Customer provides signed agreement and required attachments.

02

Administrative Check

Utility verifies account, meter, and signer authority.

03

Technical Assessment

Interconnection review that assesses safety and capacity impacts.

04

Representative Examples of Use

Real-world scenarios show how agreements vary by customer type and utility policy.

Residential Solar Enrollment

A homeowner completes the Net Metering Agreement to receive monthly export credits

  • Small rooftop 6 kW system exports during midday
  • Utility applies retail-rate credits monthly; homeowner receives offset on subsequent bills and retains ownership responsibilities for maintenance and inspection.

Commercial Rooftop System

A retailer signs to offset consumption across meters at a single site

  • 250 kW system ties to facility meter and requires commercial inspection
  • Agreement includes allocation method, metering upgrades, and a performance testing schedule to support large-scale crediting and safety oversight.

Who Signs and What Authority Is Required

Customer Representative

An owner, authorized officer, or delegated agent with explicit authority must sign. Utilities often require proof such as account authorization, corporate resolution, or power of attorney for commercial accounts.

Utility Officer

An authorized utility signatory or delegated operations staff signs for the utility, attesting to tariff application, metering procedures, and readiness to process credits under utility rules.
