WHEREAS, Effective Date: this Handbook will govern the relationship between the Organization and the Volunteer for the term described below.

Purpose

This Handbook describes the policies, expectations, and procedures applicable to individuals participating in the Organization's volunteer program. The Handbook is intended to provide a uniform set of standards for conduct, safety, training, and program administration.

Definitions

"Volunteer" means an individual who provides services for the Organization without expectation of compensation except as expressly provided in this Handbook. "Confidential Information" means non-public information the disclosure of which would be detrimental to the Organization or violate agreements to which the Organization is a party.

Scope of Work

Eligibility and Background Checks

Volunteers must meet eligibility criteria established by the Organization. The Organization may require background checks, fingerprinting, or other screening procedures as a condition of participation. Consent to a background check is a condition of placement and continued service.

I acknowledge that a background check is required and I consent to the Organization conducting such screening.

Training and Supervision

The Organization will provide required orientation and role-specific training. Volunteers must complete assigned training prior to unsupervised duties. Supervisors will provide regular oversight and performance feedback.

Attendance, Scheduling, and Timekeeping

Volunteers are expected to report for scheduled shifts punctually and to notify their supervisor in advance of absences. Repeated unexcused absences or tardiness may result in suspension or termination from the program.

Payment Terms

Volunteers typically receive no wages for service. Where the Organization provides compensation or a stipend, the terms will be set forth below and constitute the entire payment arrangement for the Volunteer.

Reimbursements require submission of itemized receipts within days of the expense. The Organization reserves the right to deny reimbursement if documentation is incomplete or untimely.

Confidentiality and Use of Information

Volunteers will have access to Confidential Information and agree to protect such information from unauthorized disclosure. Confidential Information does not include information that (a) becomes publicly available through no breach by the Volunteer, (b) is independently developed by the Volunteer without use of Confidential Information, or (c) is required to be disclosed by law, provided the Volunteer gives prompt notice to the Organization to seek protective measures.

Volunteer agrees that violation of this confidentiality obligation will cause irreparable harm and that the Organization may obtain injunctive relief in addition to any other remedies at law or in equity.

Safety, Insurance, and Incident Reporting

Volunteers must follow all safety policies and report accidents, injuries, or unsafe conditions to a supervisor immediately. The Organization's liability coverage applicable to volunteers will be provided as set forth in Organization policies; volunteers are encouraged to carry personal insurance for medical costs.

Term and Termination

Term Start Date: . Term End Date (if applicable):

Conduct and Discipline

Volunteers must adhere to the Organization's standards of conduct, including nondiscrimination, harassment-free environment, and respectful behavior. Misconduct may result in counseling, suspension, or termination depending on severity.

Data Protection and Recordkeeping

The Organization will maintain volunteer records as required by applicable law. Volunteers consent to the processing of personal data necessary for program administration. Access to volunteer records is restricted to authorized personnel.

Acknowledgment and Acceptance

By signing below, Volunteer acknowledges receipt and review of this Handbook, agrees to comply with the policies contained herein, and understands that the Handbook may be revised by the Organization from time to time. What a Volunteer Program Handbook Is and Why It Matters

A Volunteer Program Handbook is a formal, written compilation of policies, procedures, expectations, and legal acknowledgements that govern volunteer participation. It centralizes role descriptions, code of conduct, safety procedures, background check and confidentiality requirements, incident reporting, and contact points. Organizations use it to set consistent standards, document consent and training, and reduce operational risk across sites and events by ensuring volunteers, staff, and third parties share a common understanding of responsibilities.

Purpose and core benefits of a handbook

A well-designed handbook clarifies volunteer roles, protects the organization legally, and supports consistent onboarding and supervision. It reduces liability by documenting consent, safety protocols, and confidentiality expectations while improving volunteer retention through clear communication.

Purpose and core benefits of a handbook

Who relies on a Volunteer Program Handbook

Typical users include volunteer coordinators, human resources, program managers, and legal or compliance staff who establish and enforce volunteer policies.

  • Volunteer coordinators who onboard, schedule, and supervise volunteers across programs.
  • Human resources or risk managers who manage background checks, insurance, and policy compliance.
  • Program supervisors and site leads who use the handbook daily to align expectations and safety procedures.

The handbook also serves volunteers and external partners as a reference for responsibilities, emergency procedures, and conduct standards.

Primary signers and approvers

Volunteer Coordinator

Responsible for distributing the handbook, verifying volunteer acknowledgements, coordinating background checks, and maintaining training records. Acts as the primary contact for questions and incident escalation.

Executive Director

Holds final approval authority for handbook policy changes and signs policy attestations. Ensures the handbook aligns with organizational liability, insurance, and compliance obligations.

Essential sections to include

A complete handbook groups core topics into clear sections so volunteers can find rules and resources quickly. Include policies that address safety, confidentiality, conduct, and administrative procedures.

Program Overview

Describe mission, volunteer roles, expected time commitments, basic duties, and line-of-reporting. Clarify whether volunteers are unpaid and the nature of supervision.

Code of Conduct

Outline behavioral expectations, anti-discrimination rules, harassment reporting channels, and disciplinary steps for violations to ensure a safe, respectful environment.

Safety & Emergency Procedures

Provide site-specific safety rules, PPE requirements, emergency contacts, incident reporting process, and guidance for first aid or evacuation.

Background Checks & Screening

Detail screening requirements, acceptable documentation, renewal intervals, and how results affect placement; include consent language and data protection measures.

Confidentiality & Data Handling

Specify privacy obligations, handling of personal data, restrictions on client information, and any HIPAA or FERPA considerations where applicable.

Administrative Procedures

Include sign-in/out processes, time reporting, reimbursement rules, training requirements, and handbook acknowledgement forms to maintain consistent records.

Step-by-step: completing and issuing the handbook

Follow these sequential steps to create, distribute, and maintain completed handbook acknowledgements for each volunteer.

  • 01
Draft and approve: Draft policies, obtain legal and executive approval.
  • 02
Add fillable fields: Insert name, contact, consent, and signature fields.
  • 03
Distribute to volunteers: Provide electronically or in print before first placement.
  • 04
Record retention: Store signed acknowledgements per retention policy.

Configuring an online handbook workflow

Set up a repeatable digital workflow to collect acknowledgements, manage renewals, and create an auditable record of acceptance.

Field Configuration
Signature Field Required; attach date and role dropdown
Consent Checkbox Required with data-use disclosure
Authentication Email link or SMS code for signer verification
Storage Encrypted PDF with audit log retained

Digital signing and technical considerations

Choose a platform that supports secure eSignatures, audit trails, and the authentication strength your program requires.

  • Document formats: PDF, DOCX, HTML
  • Authentication options: Email, SMS code, KBA as needed
  • Integrations: CRM, HRIS, cloud storage

When using electronic signing, ensure the vendor complies with ESIGN and UETA, offers secure transport/storage (TLS/AES), and provides an auditable certificate of completion.

Typical electronic acknowledgement workflow

A standard eSignature workflow reduces friction and creates a permanent compliance record for each volunteer.

  • Upload: Add the handbook file to the platform
  • Prepare: Place required fields and disclosures
  • Send: Invite volunteer via email or link
  • Complete: Volunteer signs; system records audit trail

Key timelines and processing expectations

Track deadlines for onboarding actions, background checks, and periodic renewals to keep volunteers eligible and covered.

Pre-placement screening:

Complete background check before first assignment

Acknowledgement due:

Signed handbook required on or before start date

Renewal interval:

Annual policy acknowledgement recommended

Background re-check:

Every 2–3 years or per policy

Incident reporting window:

Report incidents within 24–72 hours

Common mistakes to avoid when preparing handbooks

  • Using vague language for duties or safety procedures, which creates inconsistent enforcement and confusion among volunteers.
  • Failing to collect explicit consent for background checks or data processing, increasing legal and privacy risk under HIPAA or state laws.
  • Allowing unsigned acknowledgements into active service, which complicates liability and insurance claims in the event of an incident.
  • Storing signed documents without secure access controls or encryption, risking unauthorized access to sensitive personal information.

Penalties and legal risks of incomplete or incorrect handbooks

Liability exposure: Civil claims and insurer disputes
HIPAA violations: Regulatory penalties and corrective action
Worker misclassification: Potential wage and tax liabilities
Background check failures: Placement and reputational risk
Breach of duty: Negligence claims for unsafe practices
Recordkeeping lapses: Inability to defend actions legally

Practical examples of handbook use

Two concise examples show how a handbook functions in different volunteer settings.

Community Clinic Example

A community clinic issues the handbook before clinic shifts and requires HIPAA acknowledgement

  • Volunteers complete online training and sign electronically
  • Signed acknowledgements are stored securely, background checks run before placement, and records retained six years to meet regulatory and risk-management needs.

Youth Sports League Example

A youth league distributes the handbook during season registration

  • Parents and volunteers sign consent and emergency-release fields
  • The league uses the handbook to enforce background screening, track coach certifications, and maintain incident logs for insurance purposes.
