CHAPTER TAXICAB ORDINANCE Section 101. Definition. Every motor vehicle used or to be used for the conveyance of persons for hire from place to place within the City shall be deemed a taxicab within the meaning of this ordi nance except a motor vehicle subject to regulation by the Public Utilities Commission of the State of Maine, a nd motor vehicles collecting fares by tickets or coupons for interstate transportation. Section 102. Owner's License. The owner of every such motor vehicle shall apply for an owner's license; application therefore shall set forth the name and address of applicant, trade name under which applicant does or proposes to do business, where proposed stands and garages are or are to be located, the number of vehicles the applicant desires to operate, a clear description of such vehicle and such other facts as the City Clerk may require. Section 103. Taxicab Markings. Every owner of such vehicle thus licensed shall have the name of the owner, the word "TAXI" and the City license number plainly painted on the main panel of each rear door of, or other conspicuous place on every taxicab operated by him, in letters not less than two inches in height. Section 104. Driver's License. No person shall drive or operate a taxicab unless duly licensed as a taxicab driver. No such license shall be issued to any person unless he is sound in physique, mentally alert, nor unless he can read, write, and speak the English language, nor unless he shall present a valid State operator's license, nor unless certified by the Police Chief. Whenever the office of the City Clerk is closed, the Police Chief may issue a temporary license to anyone who qualifies hereunder, but such license shall be valid only until the City Clerk's office shall again be open for regular conduct of business. Section 105. Driver's Identification. The City Clerk shall deliver to each licensed driver an identification card setting forth the number and term of each license, and the name, address, and brief physical description of the licensee. This card shall at all times be displayed prominently in the c ab driven by the licensee or carried upon his person; if carried upon his person, the licensee shall exhibit the same to any passenger or officer of the law, who may so request. Section 106. Vehicle Inspection, Every person operating a taxicab shall present such taxicab to the Police Chief or his agent for inspection whenever the Police Chief so requires. Section 107. Penalty. Unless otherwise specifically provided by law, the penalty for failure to obtain a license or permit as and when required by this ordinance is hereby determined to be twice the amount of the required license or permit fee, but not less than $10.00 nor more than $100.00 for each offense.
