(d) if the amount of the judgment is 5,000 or more and the debtor cannot pay all the amount of the judgment or have it fully paid within 30 business days of the date the judgment is entered, the court may grant all or any of the following reliefs: (1) the application for reduction of the judgment to a lesser sum. (2) the application for a transfer or substitution of judgment; (3) the temporary or deferred operation of the judgment; and (4) the granting of other similar relief if the court finds that the amount of the judgment is too large to be satisfied by the debtor within the period limited by law. (e) notwithstanding any other provision of law, the court will not make an award of the reliefs referred to in subsection (d) unless it considers by clear and convincing evidence that the debtor and his assigns, (he or she), are, within the preceding 90 days prior to making the application for the relief, either: (1) in full compliance with the requirements of the chapter 61, chapter 36 or chapter 90, as applicable, for the collection of all judgments, and, if such requirements cannot be met for any reason, of the chapter 60c, as such requirements were applicable for the collection of
