What an Education Exchange Agreement covers

An Education Exchange Agreement is a written authorization and workflow that governs the transfer of student records, transcripts, or other education-related data between institutions, third-party providers, and requestors. It sets who may request or receive records, defines the types of records covered, establishes consent and verification procedures, and documents privacy and retention obligations. The agreement clarifies responsibilities for secure transmission, data use limitations under FERPA, and any applicable health-data protections (HIPAA) where medical records intersect with education records.

Why institutions use an Education Exchange Agreement

A clear agreement reduces privacy risk, documents lawful consent under FERPA, speeds record fulfillment, and assigns technical and legal responsibility for secure exchange. It helps ensure consistent processing, protects personally identifiable information, and establishes timelines and dispute resolution pathways.

Why institutions use an Education Exchange Agreement

Who typically completes or signs this agreement

Roles are defined so each party knows who must authenticate, who maintains audit logs, and who retains originals for compliance.

  • K-12 or college registrars and records offices that control official transcripts and student files.
  • Students or authorized parents/guardians providing consent for record release and specifying recipient and purpose.
  • Third-party requestors such as other schools, credential evaluators, or credentials verification services.

Step-by-step: completing an Education Exchange Agreement

Follow a defined sequence to collect consent, verify identity, and record the exchange so the record is reproducible and enforceable under electronic signature laws.

  • 01
Prepare: Identify records requested and legal basis for release.
  • 02
Authorize: Obtain student or guardian signature and dated consent.
  • 03
Verify: Confirm signer identity using school ID, government ID, or approved authentication.
  • 04
Transmit: Send records using secure, auditable transfer with an audit trail.

Core elements every professional Education Exchange Agreement should include

A complete agreement combines identity and consent mechanisms, a precise scope of records, security and retention terms, and operational details for disclosure and dispute handling.

Parties

Full legal names and contact information for the releasing institution, the receiving party, and the student or authorized representative, plus roles and points of contact.

Scope of Records

A detailed list of documents and data fields authorized for release, specific date ranges, and any exclusions to avoid overbroad disclosures.

Authorization and Consent

Explicit consent language that identifies purpose, duration, revocation rights, and whether redisclosure is permitted under FERPA.

Encryption, access control, transmission method, and breach notification obligations to protect personally identifiable information.

Retention and Access

How long records of the exchange are kept, who maintains copies, and how audit logs will be stored for compliance and possible review.

How organizations use an Education Exchange Agreement in practice

Two real-world scenarios illustrate typical needs and outcomes when institutions use a formal exchange agreement.

University Transcript Transfer

A registrar receives a verification request from an employer

  • The student signs an electronic release
  • The university issues certified transcripts and keeps an auditable record that meets FERPA and institutional policy, speeding hiring verifications while limiting redisclosure.

K-12 Records Request

A parent requests a copy for school placement

  • Identity is verified with government ID and school records
  • The district transmits required records via a secure portal, logs the transfer for compliance, and notifies the requester of retention and revocation rights.

Typical exchange workflow from request to delivery

A reliable workflow ensures consent, identity verification, secure transmission, and a retained audit trail for accountability.

  • Request: Receiver requests specific records and purpose.
  • Consent: Student or guardian signs the release form.
  • Fulfillment: Records are located and compiled by registrar.
  • Delivery: Records transmitted securely with audit record.

Configuring online completion and routing

Set up fields, authentication, and routing rules to match institutional policy and legal requirements before collecting signatures.

Field Configuration
Identity Check Government ID or institutional login
Authentication Email + optional SMS code
Routing Sequential: student → registrar → recipient
Retention Capture PDF + audit trail

Delivery and integration options for secure exchange

Integrations with document management and SIS systems reduce manual handling and centralize audit logs for compliance.

  • Secure email link: Encrypted link with expiration
  • Institution portal: Records stored behind login
  • API integration: Connect with SIS or document systems
